Recently, The Department of Ecology and Environment of Shanxi Province, the Development and Reform Commission of Shanxi Province, the Department of Industry and Information Technology of Shanxi Province, the Department of Finance of Shanxi Province, the Department of Transportation of Shanxi Province, the Energy Bureau of Shanxi Province, the Shanxi Branch of the People's Bank of China and the Shanxi Tax Bureau of the State Administration of Taxation jointly issued the Action Plan for the Classification of Atmospheric Environmental Performance of Key Industries in Shanxi Province.
The Plan points out that according to the industry scope determined by the Technical Guidelines for the Formulation of Emergency Emission Reduction Measures for Key Industries in Heavily Polluted Weather, by 2029, the cumulative proportion of A-level, B-level and leading enterprises in our province will not be less than 50%, of which A-level and leading enterprises will not be less than 20%; We will further promote the action of comprehensively creating A in key industries such as iron and steel, coking, cement clinker , foundry pig iron, aluminum industry, ferroalloy and coal-based nitrogen fertilizer. On the basis of completing the transformation tasks of A-level indicators, the proportion of A-level enterprises in various industries will not be less than 60%. A batch of A + enterprises will be selected from A-level enterprises. The state or our province has issued new industry performance classification guidelines to dynamically adjust the scope of the industry. According to
the Plan, on the basis of the current catalogue sales price or market transaction price, the differentiated electricity price policy based on environmental protection performance will be implemented for the production electricity consumption of enterprises in key industries (including market-oriented trad ing electricity and self-consumption electricity). Enterprises with environmental protection performance grade A and above will not increase their prices, while enterprises with other performance grades will implement cascade price increases. We will carry out pilot projects to implement differentiated pricing policies for key industries such as iron and steel, coking, cement clinker, and foundry pig iron.

In order to implement the Guiding Opinions on Strengthening the Graded Management of Atmospheric Environmental Performance in Key Industries issued by the General Office of the Ministry of Ecology and Environment and other three departments, upgrade the performance level of key industries, and coordinate the promotion of air quality improvement and high-quality development of the industry, this plan is formulated.
First, the overall requirement
is to take Xi Jinping's thought of ecological civilization as the guide, thoroughly implement the spirit of the 20th and 20th Plenary sessions of the CPC, completely, accurately and comprehensively implement the new development concept, implement the deployment requirements of the national and provincial congresses on ecological environment protection, and take the comprehensive improvement of environmental air quality as the core, so as to achieve the goal of building a well-off society in an all-round way. Aiming at improving the pollution control level and green development momentum of enterprises in key industries, taking optimizing industrial structure, energy structure and transportation structure as the path, taking scientific and technological innovation, policy innovation and mechanism innovation as the support, and comprehensively using market, price and financial means, we will implement differentiated incentives and regulations based on performance classification. 3. Policy support
(1) Implementing environmental protection tax reduction and exemption. Enterprises with advanced performance grades that discharge air pollutants at concentrations lower than national and local pollutant discharge standards shall enjoy environmental protection tax reduction and exemption according to law. If the concentration of taxable air pollutants is lower than 30% of the pollutant discharge standard, the environmental protection tax shall be reduced by 75%; if it is lower than 50%, the environmental protection tax shall be reduced by 50%. We will implement the preferential policy of enterprise income tax credit for the purchase of special equipment for environmental protection.
(2) Supporting the landing of performance A-level projects. New, renovated and expanded projects in key industries that conform to laws and regulations shall give priority to supporting projects whose performance can reach A-level. For performance upgrading projects that do not add new land, mainly update equipment and do not increase pollutant emissions, we support speeding up the pre-approval procedures within the scope permitted by laws and policies to ensure the rapid landing of projects.
(3) Providing financial support. Special funds for air pollution prevention and control support the project of "creating a and upgrading B" in key industries, give priority to enterprises with strong leading and demonstration role and high level of environmental performance, and increase support. The surplus emission rights formed by enterprises through upgrading and transformation can be used for market transactions and government reserves.
(4) Implementing differentiated electricity price policies. On the basis of the current catalogue sales price or market transaction price, the differentiated electricity price policy based on environmental protection performance will be implemented for the production electricity consumption of enterprises in key industries (including market-oriented trading electricity consumption and self-generated electricity consumption). Enterprises with environmental protection performance level A and above will not increase their prices, while enterprises with other performance levels will implement cascade price increases. We will carry out pilot projects to implement differentiated pricing policies for key industries such as iron and steel, coking, cement clinker, and foundry pig iron.
(5) Implementing differentiated output control. Output control based on performance level is carried out, and output indicators are inclined to advanced enterprises with performance level.
(6) Developing green credit. Financial institutions are encouraged to take corporate performance rating as an important reference factor in credit management, and implement differentiated incentives in terms of loan approval and quota calculation; financial products and service innovation are strengthened, and support for upgrading projects is increased.
(7) Optimizing the way of environmental supervision. Enterprises with environmental performance grade A or above are given priority to be included in the positive list of law enforcement, and "no disturbance" is implemented except for the "physical examination" assistance specified in the positive list cycle with clear clues to illegal problems.
(8) Implementing differentiated management and control. During the warning period of heavy pollution weather, enterprises at level A and above implement independent emission reduction.
4. Organizational guarantee
(1) Strengthen organizational implementation. Municipal ecological environment departments should strengthen overall coordination, work with relevant departments to upgrade industries, formulate action plans for the classification of atmospheric environmental performance in key industries, refine implementation measures, formulate annual targets according to the needs of environmental air quality improvement, and establish a list of enterprises for performance improvement in key industries. The list of relevant plans, annual targets and performance improvement enterprises will be submitted to the Provincial Department of Ecology and Environment before the end of October. Since November, the progress of performance improvement of enterprises in key industries has been summarized and reported monthly. Environmental performance rating is organized quarterly.
(2) Strengthen dynamic management. In the process of regular review, daily supervision, supervision and assistance, reporting and verification, it is found that enterprises do not meet the requirements of performance grading indicators or are subject to administrative penalties and serious consequences for malicious environmental violations in air pollution prevention and control, and that they are required to rectify or downgrade according to the seriousness of the circumstances.
(3) Strengthen publicity and guidance. Eco-environmental departments at all levels give full play to the advantages of newspapers, radio, television, government websites, double micro, short video and other media, fully interpret the policy orientation, promote the concept of green low-carbon, and attract enterprises in key industries to actively participate in the performance classification of "creating a and upgrading B". For enterprises with good implementation effect, the news media should be organized to strengthen publicity and reporting, and actively lead and promote the development of performance grading.
