Recently, the General Office of the General Administration of Market Supervision and the General Office of the Ministry of Ecology and Environment jointly issued a circular to deploy a thorough review of carbon emission measurement for key emission units in the national carbon emission trading market, aiming at implementing the decision-making and deployment of the Party Central Committee and the State Council, and providing a clear "road map" for the management of carbon measurement for key emission units. It also provides a solid data guarantee for fair and just trading in the carbon market.
At present, the national carbon market has covered the power generation, steel, cement, aluminum smelting industries, and is gradually expanding to the chemical industry, but some key emission units still have problems such as imperfect carbon measurement management system, non-standard measurement instruments, and inadequate traceability of measurement data, which directly affect the accuracy of carbon emission accounting and market fairness. Carbon emission measurement review can help key emission units to systematically investigate the shortcomings of carbon measurement and build a strong line of defense for data quality from the source.
This time, we will evaluate the carbon measurement management system, the management and use of measuring instruments, and the digital and intelligent upgrading of key emission units, so as to fully grasp the current situation and weak links of carbon measurement management in enterprises.
The circular made it clear that a mechanism of "one review and two-party acceptance" of the results of carbon emission measurement review should be established. The results of carbon measurement review carried out by the market supervision department can be accepted by the ecological environment department in carbon emission accounting, reporting, verification and daily supervision, so as to achieve the goal of "entering the door once and checking many things", effectively avoid repeated inspection and multiple reporting, and form a joint force of cross-sectoral supervision.
This metrological review will realize the closed-loop of "problem rectification-clue transfer-result sharing", and implement incentive policies such as exemption from on-site verification of traceability of measuring instruments for enterprises evaluated as "A" level, so as to promote the deep link between the review results and carbon verification work.
