New, rebuilt and expanded coal projects in key areas of national air pollution prevention and control should be replaced by equal or reduced coal.
We will continue to promote the adjustment of industrial structure, strengthen the assessment of the impact of greenhouse gas emissions on the ecological environment, energy conservation review and carbon emissions assessment, resolutely curb the blind launching of "two high and one low" projects, eliminate backward production capacity in accordance with the law and regulations, and speed up the clearance of inefficient production capacity. We will continue to expand the application of green electricity and build a high-quality green certificate market.
We will vigorously develop green and low-carbon industries and build eco-industrial parks, zero-carbon factories and parks, and zero-carbon computing facilities. Promote the green and low-carbon transformation of urban and rural construction and promote green construction methods. We will accelerate the green and low-carbon development of transportation and increase the proportion of bulk goods transported by railways, waterways and new energy vehicles.
