I. Overview
of the Development of Zhaotong Cement Industry By the end of 2025, the city had built 12 cement production lines with a cement production capacity of 11.75 million tons per year, and 9 clinker production lines with a clinker production capacity of 7.05 million tons per year. In 2025, the city produced a total of 7.9432 million tons of cement, down 7.6% year-on-year, with an output value of 1.942 billion yuan, down 14.46% year-on-year.
2. Promoting the development
of cement industry to improve quality and efficiency (1) Strictly implement the requirements of cement peak staggering production. According to the requirements of the Notice of the Department of Industry and Information Technology of Yunnan Province and the Department of Ecological Environment of Yunnan Province on Normalized Peak-staggering Production of Cement in 2025 (hereinafter referred to as the Notice), the cement clinker production enterprises in the province shall implement the peak-staggering requirements of 140-215 days according to different regions. Before the official issuance of the notice, the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment intend to issue it to Zhaotong according to the 180-day peak staggering base. Combining with the fact that Zhaotong cement production capacity plays a better role in the province and there are many projects under construction such as transportation, our Bureau actively put forward to the two departments the suggestion of issuing Zhaotong peak staggering task on the basis of 150 days, which was finally adopted. In 2025, 7 cement clinker production enterprises in the city completed the task of peak staggering and 2 failed. According to the requirements of the Notice of the Department of Industry and Information Technology of Yunnan Province and the Department of Ecological Environment of Yunnan Province on the Work of Staggered Peak Production in the Cement Industry in 2026, the number of days owed by the two enterprises should be made up within three years from 2026 to 2028. In 2026, the provincial level issued a peak staggering base of 183 days in Zhaotong. In the next step, our Bureau, together with the Municipal Bureau of Ecology and Environment, will strictly supervise and urge the cement clinker enterprises in the whole city to implement the requirements of peak staggering production by means of on-line monitoring system of pollution sources, on-line monitoring system of energy consumption and on-site inspection.
(2) Strictly implement the replacement measures for cement production capacity. In order to standardize the capacity management requirements of the cement industry and promote the green, low-carbon and high-quality development of the cement industry, since 2024, the state has issued documents such as the Measures for the Implementation of Capacity Replacement in the Cement and Glass Industry (2024 edition) and the Notice on Further Standardizing the Management of Cement Capacity. In order to actively publicize and implement relevant policies, in 2025, our Bureau invited the Municipal Development and Reform Commission, the Bureau of Ecological Environment and the Market Supervision Bureau to organize nine cement clinker production enterprises in the city to hold relevant policy publicity meetings twice on April 23 and July 24, and to convey the policy requirements of capacity replenishment and peak staggering production. Up to now, Ludian Haolong Cement Plant, Qiaojia Baihetan Building Materials and Yiliang Morning Lion Building Materials have completed the related work of capacity replenishment and main equipment demolition in strict accordance with the capacity replacement method. The cement clinker production capacity of the whole city is effectively reduced by 660t/d.
(Three) strictly carry out energy conservation supervision in the cement industry. According to the requirements of the Notice of the Department of Industry and Information Technology of Yunnan Province on Printing and Distributing the Work Plan and Supervision Task List of Industrial Energy Conservation Supervision of Yunnan Province in 2025, our Bureau attaches great importance to it and actively organizes the energy conservation supervision of 12 cement production enterprises with the assistance of the provincial building materials Institute, a third-party professional organization. After monitoring, 12 enterprises have met the energy consumption quota requirements of energy-saving standards.
(4) Actively promote the green development of cement enterprises. In order to promote the green and low-carbon development of cement clinker production enterprises in the whole city, according to the requirements of the Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry and the Ultra-low Emission Transformation Plan of Cement Industry in Yunnan Province issued by the Ministry of Ecology and Environment and other five departments, the Municipal Bureau of Ecology and Environment actively strives for funds and organizes 9 cement clinker production enterprises in the whole city to carry out ultra-low emission transformation. Up to now, five of the seven enterprises that have carried out ultra-low emission transformation in the city have completed more than 80% of the project progress. At the same time, it guided Huaxin Cement (Zhaotong) Company to complete the construction of water-saving capacity in 2025 and enhance the green development capacity of enterprises.
3. Next work plan
(1) Further optimize the industrial structure. Seize the window opportunity given by the state and the provincial level to supplement production capacity, guide clinker enterprises with advanced management level and better technology, purchase clinker indicators within the province and the city, and produce in compliance with regulations after complementing production capacity, so as to enhance market competitiveness.
(2) Carry out energy conservation and emission reduction in an orderly manner to promote green development. Cooperate with the departments of ecological environment, development and reform to accelerate the technological transformation of ultra-low emission and energy saving and carbon reduction of cement clinker enterprises, so as to ensure that the environmental emission and energy consumption of cement clinker production lines in the city remain above the benchmark level. We will vigorously promote green low-carbon transformation and digital intelligent upgrading, and build green mines, digital mines, green factories and intelligent factories. To guide Qiaojia Baihetan Building Materials and other enterprises to start the project of co-disposal of solid waste and domestic waste in cement kilns, so as to improve the comprehensive service efficiency.
(Three) actively promote technological upgrading and enhance the development potential. Fully seize the opportunity of the policy of "Action Plan for Promoting Large-scale Equipment Renewal and Replacing Old Consumer Goods with New" issued by the State Council, actively organize qualified enterprises to declare equipment renewal and technological transformation projects, strive to achieve full policy coverage of equipment renewal in cement enterprises, and help enterprises promote technological transformation and equipment upgrading.
(4) Guiding enterprises to enhance their ability of independent innovation. To urge enterprises to develop and apply new technologies and processes, improve their technological level and innovation ability, develop more competitive products in the market, and improve product quality and added value. At the same time, we should speed up the pace of intelligent transformation, use modern information technology such as the Internet and big data to improve the production and management efficiency of enterprises, reduce costs and enhance market competitiveness.
(5) Strictly implement policies such as peak staggering production. In strict accordance with the Notice of the Department of Industry and Information Technology of Yunnan Province and the Department of Ecological Environment of Yunnan Province on Carrying out Peak-Staggered Production in the Cement Industry in 2026, the coordination and cooperation with the Department of Ecological Environment shall be strengthened, and the cement clinker enterprises within the jurisdiction shall be urged to implement peak-staggered production in strict accordance with the requirements.
