On September 11, the National Standards for Green Mine Construction (hereinafter referred to as the Standards) jointly formulated by the Ministry of Natural Resources and the State Administration of Market Supervision and Administration were officially issued and will be implemented on October 1. The Code consists of 10 parts, covering coal, onshore oil and gas fields, ferrous metals, non-ferrous metals, chemical industry, non-metals, gold, sandstone, limestone for cement, geothermal mineral water and other minerals.
Resource exploitation, comprehensive utilization of resources, green low-carbon, ecological environment restoration, scientific and technological innovation and standardized management, and mining environment. The Code is applicable to the construction of green mines in newly built, expanded and production mines.
In terms of resource exploitation, the Code requires all kinds of mines to select environmentally friendly mining technology according to local conditions. In terms of comprehensive utilization of resources, the Code highlights the circular economy concept of "eating dry and squeezing clean", clarifies that mines should carry out comprehensive exploration, comprehensive evaluation and comprehensive utilization, and strictly implement the general index requirements of mining recovery rate, mineral processing recovery rate and comprehensive utilization rate of associated minerals. In terms of green and low carbon, the Code requires enterprises to carry out comprehensive energy consumption calculation, encourage the establishment of energy management system, and eliminate backward equipment with high energy consumption. In terms of ecological restoration, the Code calls for the implementation of the concept of "protection in development and development in protection". In terms of scientific and technological innovation and standardized management, the Code requires compacting the main responsibility of mining enterprises and improving the complete system of resource management, ecological environmental protection and occupational health. In terms of mining environment, the Code calls for a clean and beautiful modern mining area.
The Code anchors the core objectives of green mines of "scientific mining methods, efficient utilization of resources, ecological environment of mining areas, standardized management and harmonious mining areas". In March
2017, six ministries and commissions, including the former Ministry of Land and Resources, the Ministry of Finance and the former Ministry of Environmental Protection, jointly issued the Opinions on the Implementation of Accelerating the Construction of Green Mines, proposing that demonstration should lead the acceleration of the construction of green mines. In 2018, the Ministry of Natural Resources issued nine industry standards for green mine construction, including coal, chemical industry, metallurgy, non-ferrous metals, gold and non-metals, to provide guidance for the industry. In April 2024, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Finance and other seven ministries jointly issued the Notice on Further Strengthening the Construction of Green Mines, which shifted the orientation of the construction of green mines from the demonstration of "a few excellent mines" to the comprehensive construction of "all new, expanded and productive mines". Lu Zhenfu, director of the Standards Research Department of Zhengzhou Institute of Comprehensive Utilization of Mineral Resources,
Chinese Academy of Geological Sciences, said that the construction of green mines has been upgraded from industry standards to national standards, which unifies the bottom line requirements for the construction of green mines and takes into account the characteristics of different minerals. A national standard system for green mine construction has been established, which is scientifically classified, adapted to different minerals and covers the whole life cycle of mines.
The Code establishes the basic principles of ecological priority, green development, adapting measures to local conditions, classified guidance, innovation drive, standard guidance, government guidance and enterprise subject.
