In the spirit of documents such as the Notice of Sichuan Energy Bureau of Sichuan Development and Reform Commission on the Issuance of Measures for the Development and Management of Photovoltaic and Wind Power Resources in Sichuan Province (Sichuan Development and Reform Energy Regulation [2023] 512), the legal persons of five photovoltaic projects, such as Daofu Gonglu Phase II, are selected and determined in accordance with the law and regulations by means of comprehensive evaluation. Qualified enterprises are welcome to declare.

is based on the Notice of Sichuan Energy Bureau of Sichuan Development and Reform Commission on Issuing the Evaluation Opinions on the Preliminary Implementation Plan of 7 Photovoltaic Projects Including Daofu Gonglu Phase II (CFG Energy Letter [2025] No.273), The Notice of Sichuan Energy Bureau of Sichuan Development and Reform Commission on Issuing the Technical Assessment Opinions on the Preliminary Implementation Plan of the Photovoltaic Power Generation Project in Block 7 of Yajiang County (CFGNYH [2025] No.284) and other documents require the organization and implementation of the project legal person optimization.

Photovoltaic Power Generation Project of Plot No.7 in Yajiang County: The site of the photovoltaic power generation project of Plot No.7 in Yajiang County is located in Bajiaolou Township, Yajiang County, Ganzi Prefecture, involving the planned area of Yajiang Photovoltaic Plot No.7 (with a planned scale of 400,000 kilowatts) in the Photovoltaic Resource Survey and Base Planning of Ganzi Prefecture (2022 edition). The proposed development scale is 400,000 kilowatts, and the "1 + N" development mode is adopted. III. Construction requirements
(I) Construction mode. On the premise of meeting the relevant national and provincial construction standards and the requirements of ecological environment protection, this batch of projects adopt the "1 + N" project construction mode, focusing on adapting measures to local conditions in project construction, promoting the development of local industries (agriculture, animal husbandry, etc.) Through the integration of light and animal husbandry, light and tourism, etc., so as to promote rural revitalization and promote common prosperity. The supporting transmission project between photovoltaic project power transmission and grid access point shall be constructed by the selected project legal person. According to the requirement of scientific overall planning to determine the scale and length of energy storage allocation, the proportion of energy storage of 100000 kilowatt photovoltaic project in Shiqu County is encouraged to be no less than 45% and 2 hours, and the proportion of energy storage of other projects is no less than 10% and 2 hours.
(2) Timing arrangement. This batch of photovoltaic projects is planned to be put on record at the end of 2025 and put into operation in 2027.
This project requires the enterprise to sign a development contract with the people's government of the county (city) where the project is developed within 30 days after the approval of the Sichuan Development and Reform Commission and the Provincial Energy Bureau, complete the filing within 90 days after the signing of the development contract, and start construction within 90 days after the filing. The period of full capacity grid-connected power generation is the period promised by the declaring entity in its declaration documents (except for force majeure factors).
(3) Technical scheme. On the basis of meeting the requirements of national and provincial technical standards for the construction of photovoltaic power generation projects, it includes but is not limited to the following contents.
(1) Encourage the development enterprise to carry out the overall design of the project according to the terrain and geological conditions, and adopt the https://www.databm.

The integration scheme suitable for cold plateau areas is adopted to improve the efficiency of photovoltaic power station system and reduce the investment cost. (3) Fully consider the adaptability of ecological environmental protection and natural environment, strive to minimize the adverse impact of engineering design and construction on the environment, and adhere to the "three simultaneous" (simultaneous design, simultaneous construction and simultaneous completion) of environmental protection facilities and engineering construction. The declaration materials such as construction organization scheme and technical optimization scheme shall be prepared by the declaration units themselves.
(4) According to the requirements of the Notice on Supporting the Development of Photovoltaic Power Generation Industry and Standardizing the Use of Grassland (BCZ [2023] No.126), the height of the support shall be determined scientifically and reasonably according to the growth and maturity height of the surface vegetation and the construction party of the photovoltaic project. The distance between the lower edge of the photovoltaic panel and the lowest point of the ground is 2 meters.
4. Enterprise registration
1. Registration time: 9:00 a.m. to 17:00 p.m. on July 17 and 18, 2025, and no registration will be accepted at other times;

Registration method: Enterprises that intend to participate in this optimization and meet the requirements should submit the registration documents on time at the 510 Office of the Development and Reform Commission of Ganzi Prefecture (Address: No.136, Guangming Road, Lucheng Town, Kangding City, Ganzi Prefecture) (see Annex 2 for the format and content);

for declaration 1. Enterprises may declare separately or in a consortium. The declaration subject (member unit of the consortium) must obtain the legal and valid written authorization from the headquarters of the affiliated group company. 1. If the application is made by a consortium, a consortium agreement shall be signed to clarify the rights and obligations of the consortium leader and members before they can participate in the application;
2. The applicant (the leading unit of the consortium enterprise) must have the qualification of clean energy development, and the installed capacity of photovoltaic power stations built and under construction in China shall not be less than 500000 kilowatts;
3. As of December 31, 2024, the total assets of the reporting entity (including its parent company) must reach 2 billion yuan, and the net assets must reach 1 billion yuan; the total assets of the leading unit of the consortium enterprise must reach 1.5 billion yuan, and the net assets must reach 800 million yuan;
4. If the group authorizes its subordinate companies to participate in the declaration, only one company can be authorized, and if more than one subordinate company is authorized, the group's declaration qualification will be cancelled. The determination of whether different investors belong to an enterprise group is based on the provisions of the Company Law on "controlling shareholders" and "actual controllers" and the interpretation of "control rights of listed companies" in the Measures for the Administration of the Acquisition of Listed Companies issued by the CSRC;
5. If the legal representative is the same person or different enterprises with holding or management relationship, they shall not participate in the declaration of the same project at the same time;
6. The financial and accounting statements of the declaring entity have no false records, no major violations of laws and regulations in economic activities, no bad credit records, and no relevant administrative penalties; Not included in the list of serious illegal and dishonest enterprises in the Chinese Government Procurement Website (HTTP:/.cn) and the National Enterprise Credit Information Publicity System (HTTPS:/.cn), not included in the "Credit China" Credit System (HTTPS:/.cn), and not included in the "blacklist" enterprises in Sichuan Province and Ganzi Prefecture;
7.The applicant is not in the state of being ordered to suspend business, or the application qualification is suspended or cancelled;
8. If the application is made in the form of a consortium, any member enterprise shall not participate in the application of this project (the performance certificate shall be issued by the local government of the project);
9. For 5 projects in this batch, one applicant can apply at the same time;
10. For projects with less than 3 applicants, the selection of legal persons for the project will be suspended;
11. Applicants who have passed the examination of their qualifications shall pay a deposit in cash, which is 800000 yuan in cash for each project. The preferred results shall be returned to the declaring subjects within 5 working days after the publicity;
