On July 7, the Shanghai Development and Reform Commission issued a notice on the Work Program for Competitive Allocation of Offshore Photovoltaic Projects in Shanghai 2025 (hereinafter referred to as the "Notice"). The offshore photovoltaic project site of "Wind and Solar Energy in the Same Field"
to be allocated in this competition is the offshore wind power site built and under construction that has not been allocated in competition in Shanghai. This time , there are six projects with a total declared scale of 2.7 million kilowatts .
The notice shows that the mechanism price is formed by the Shanghai Development and Reform Commission's voluntary participation in bidding for offshore photovoltaic projects . For the top two offshore photovoltaic projects in
this round of competitive allocation , the upper limit of the proportion of electricity declared by a single project to the annual power generation is 90% ;
For other offshore photovoltaic projects, the upper limit of the proportion of electricity declared by a single project is 70% and the lower limit of the upper limit stipulated by the relevant policies of the market-oriented reform mechanism of Shanghai's new energy grid price in the current year. Specifically, it shall be implemented in accordance with the bidding work plan for new energy incremental projects in Shanghai. Within five working days after the announcement of
competitive allocation is issued , enterprises intending to participate in competitive allocation shall register with service units and receive working documents for competitive allocation of projects, and no application for registration shall be accepted after the deadline. Enterprises
willing to participate in the project competition configuration should send the application materials to the mailbox before 17:00 from July 8 to July 10, 2025. From 9:00 to 12:00 on July 11,
2025, go to Conference Room 7, 2nd Floor, City Hotel, No.5-7, Shaanxi South Road, Huangpu District, Shanghai to verify the registration and receive the working documents for the competition, which will not be accepted after the deadline.
The enterprise shall prepare, organize, bind and seal the application according to the requirements of the document and submit it to the No.2 meeting room on the 2nd floor of the above address from 10:30 to 11:30 on July 28, 2025. From 11:30 to 12: 00 on July 28,
2025, attend the application document unsealing meeting on site.
Earlier, on November 15 , 2024, the Shanghai Development and Reform Commission issued the Work Program for Competitive Allocation of Offshore Photovoltaic Projects in Shanghai in 2024. The scale of the project shall not exceed 3.5G W . On January 15 ,
2025, the Shanghai Development and Reform Commission issued the Announcement on the Results of Competitive Allocation of Offshore Photovoltaic Projects in 2024. Among them, Shenneng Co., Ltd. and Shanghai Electric Power Co., Ltd., a holding subsidiary of the State Power Investment Corporation, have obtained the construction rights of 499500 kilowatts and 500000 kilowatts of offshore photovoltaic respectively.
