On July 4, the State Power Investment Corporation issued a tender announcement for the 48th batch of centralized tenders in 2024 (Shanghai Electric Power Fengxian 1 # Offshore Photovoltaic Project Offshore EPC General Contracting).
The announcement shows that the planned total capacity of the project is 500MW , supporting the construction of a 220KV offshore booster station and an onshore centralized control center, which are connected to the onshore centralized control center through 220KV composite submarine cables and connected to the grid system station through outgoing lines. The scope of this
tender is: all survey and design, equipment and material procurement ( equipment and materials other than PV modules and inverters supplied by Party A), equipment installation, construction engineering, commissioning and trial operation of this project (except the onshore centralized control center) from the preliminary design to the expiration of the defect liability period. All works such as handover of production, standard production and acceptance, including but not limited to photovoltaic field, offshore booster station, on-site power collection line, landing submarine cable, intelligent station, navigation mark engineering during construction period, etc.
This tender requires the bidder not only to have good business conditions and business reputation, as well as the corresponding qualifications (see the figure below for specific qualifications), but also the bidder or the leading party of the consortium in terms of performance. Must independently undertake or take the lead in undertaking at least one 100MW scale or above offshore photovoltaic in the past five years EPC contract performance (under construction or completed) (Note: the required period is calculated from the deadline for bidding).
The project accepts consortium bidding, the consortium leader must be the unit involved, and the total number of members of the consortium (including the leader) shall not exceed four.
It is worth noting that the main construction site of the offshore photovoltaic project referred to in the tender documents is the sea area, and the photovoltaic field needs to apply for the sea area use right certificate .
