2023, the First Eco-environmental Protection Supervision Group of Jiangxi Province inspected Nanchang City and found that some sand and gravel yards had been illegally occupying the Ganjiang River shoreline for a long time, illegal sand making activities were frequent in the urban-rural fringe, and ecological and environmental problems were prominent.
1. Basic information
The coastline of Ganjiang River in Nanchang City is 101 kilometers long and is rich in sand and gravel resources. There are 11 sand and gravel mining areas and 24 temporary sand yards in the Nanchang section of Ganjiang River, occupying a total length of 5.46 kilometers and a total area of 0.355 square kilometers. A large number of machine-made sand enterprises in the urban-rural fringe of some counties (districts) in Nanchang City operate without certificates and use land illegally, resulting in serious ecological damage and environmental pollution.
2. Main problems
(1) The implementation of the negative list is not firm, and the protection of the coastline is nothing
. The Rules for the Implementation of the Negative List for the Development of the Yangtze River Economic Zone in Jiangxi Province stipulate that it is forbidden to invest in projects other than important national infrastructure related to public safety and public interests in the protected and reserved areas of the Yangtze River shoreline designated in the General Plan for the Protection, Development and Utilization of the Yangtze River Shoreline. Inspectors found that the South Road and Wangjia Sand Yard of Nanchang Ganchang Sandstone Co., Ltd. were located in the reserved area of Ganjiang River shoreline, and a large number of sand and gravel were piled up in the open air, illegally occupying the Ganjiang River shoreline. Nanchang Sand Mining Office not only failed to close the sand yard in the reserved area of Ganjiang River shoreline as required, but also asked the government of Honggutan District to ensure the normal operation of the South Road distribution station in the form of documents and extend the use period for five years. In December of the same year, the Nanchang Municipal Government decided to postpone the closure of Wangjia Sand Yard for two years in the form of minutes of the special dispatching meeting of the project, and reported it to the Provincial Water Resources Department and the Provincial Transportation Department for the record, but it did not obtain the filing formalities.

area (2) The supervision and management are mere formalities, and the potential environmental risks highlight
the requirements of the Work Program on Further Strengthening the Standardized Management of Sand Unloading Points in the "Five Rivers and One Lake" Sand and Sand Wharf Yard forwarded by the provincial government office. The sand yard and sand unloading point outside the overall planning of the port shall obtain the approval of flood impact assessment according to law by the end of December 2021; the sand yard and sand unloading point conforming to the overall planning of the port shall complete the relevant procedures and facilities by the end of August 2022. Inspectors found that Shiji Sand Yard in Jiangxiang Town, which is located outside the overall planning scope of the port, failed to go through relevant approval procedures such as flood impact assessment as required; Xintang Sand Yard occupied 11.49 mu of cultivated land; Youkou Sand Yard occupied nearly 100 meters of Ganjiang River, seriously threatening the safety of flood discharge. Guoji Sand Yard, located within the scope of the overall planning of the port, did not obtain approval for the temporary use of the shoreline until the inspectors were stationed. Satellite image comparison shows that since 2013, the area of the river occupied by the sand yard has been expanding year by year, occupying nearly 30 mu, and the illegal occupation of the shoreline has lasted for 10 years.

(3) The implementation of the norms is out of shape, and the ecological environment problems are prominent
. The "Standard Conditions for Mechanized Sand and Stone Industry in Jiangxi Province" clearly stipulates that it is strictly forbidden to build or expand machine-made sand projects in urban built-up areas. The construction land for new and rebuilt sand and gravel projects shall conform to the land and space planning and land use standards, and shall have approval documents such as project construction record, land approval, environmental assessment and energy conservation assessment. There is only one machine-made sand enterprise reported to the inspection team in Nanchang, but the inspection team found that there are more than ten illegal machine-made sand enterprises in the urban-rural fringe areas such as Jingkai District and Honggutan District. Changda Sandstone Management Department illegally operates in the built-up area of the Economic Development Zone. The sand yards of Qiaoshe Forest Farm, Nanchang Panjin Renewable Resources Co., Ltd. in Lehua Town and Jiangxi Jiyan Renewable Resources Co., Ltd. are all useless in the examination and approval procedures. They illegally occupy 14.51 mu, 62.74 mu and 3.29 mu of forest land respectively, and the dust and wastewater are discharged directly. Houfa Building Material Service Co., Ltd., sand yard in Liuhu Town, sand yard on the north side of Changbei Airport in Qiaoshe Town, etc. Have no approval procedures, no pollution prevention and control facilities, sand and gravel are piled up in the open air, and waste water is directly discharged into the surrounding environment. & nbsp; Figure 3 Illegal operation of sand yard and direct discharge

inspection team pointed out the relevant problems, Nanchang launched the border supervision and reform, and the relevant departments and local governments cleaned up and rectified the illegal sand yards and illegal mechanism sand enterprises, and the relevant problems are being rectified.
4. Reason analysis
Nanchang City does not pay enough attention to the protection of Ganjiang River shoreline and the management of machine-made sand industry, and the relevant municipal departments and state-owned enterprises Nanchang Ganchang Sandstone Co., Ltd. Absence of supervision by the local Party committee government (management committee) and relevant departments.
The inspection team will further investigate and verify the relevant situation, and do a good job of follow-up supervision as required.
