According to the Regulations on Planning Environmental Impact Assessment (Decree No.559 of the State Council) and the Measures for Public Participation in Environmental Impact Assessment (Decree No.4 of the Ministry of Ecology and Environment). The relevant matters of the Environmental Impact Assessment of the Sand Mining Plan for Five Rivers and One Lake in Jiangxi Province (2024-2028) are announced as follows:
I. Planning Overview
1. Planning Scope
The planning scope covers the middle and lower reaches of Ganjiang River, Fuhe River, Xinjiang River, Raohe River, Xiuhe River and Poyang Lake.
(1) Ganjiang River: from Bajingtai of Ganzhou City to Wucheng River Estuary of Yongxiu County, the main stream of the middle and lower reaches of Ganjiang River (511.0 km long), and the middle branch, south branch and north branch of the three branches at the end of Ganjiang River (118.4 km long);
(2) Fuhe River: from Wannian Bridge in Nancheng County to the main stream of the middle and lower reaches of the Fuhe River at the mouth of the Sanyang River in Jinxian County (river length: 191 km);
(3) Xinjiang River: from the lower part of Shengli Bridge in Shangrao City to the main stream of Bazizui River in Daxidu, Yugan County, and the two branches of the east and west rivers at the end of the Xinjiang River to the outlet (river length: 304 km);
(4) Raohe River: the main stream of the middle and lower reaches of Raohe River from Jingdezhen Jingbei Bridge of Changjiang River and Zhongdian Village of Leping City of Le'an River to Longkou of Poyang County (223.1 km long);
(5) Xiuhe River: the section from Zhelin Dam of Zixiu River to Wucheng River and the section from Wanjiabu Bridge of Liaohe River to the exit of Shanxiadu in Yongxiu County (river length: 121.0 km);
(6) Poyang Lake: the waters between the outlets of the rivers around Poyang Lake and Hukou into the Yangtze River. The outlets of the rivers are: Ganjiang River Wucheng Exit, Fuhe River Sanyang Exit, Xinjiang River Ruihong and Le'an Village Exit, Raohe River Longkou Exit, Xiuhe River Wucheng Exit, Fuhe River Old Road Xiongjia Village Exit, Boyang River Gongqing Reclamation Farm Exit, and Xihe River Dushan Exit.
2. Planning period
The planning base year is 2022, and the planning period is 2024-2028.
3. Planning content
: Investigate the current situation and supervision of sand mining in rivers (lakes), analyze and summarize the main problems and situations in the utilization and supervision of sand and gravel; analyze the evolution law and trend of rivers (lakes) and the restrictions and requirements for sand mining in rivers (lakes); According to the characteristics of river (lake) hydrology and sediment, sediment transport and recharge law, the total amount of sand and gravel recharge and available sand and gravel in rivers and lakes are analyzed; Based on the in-depth analysis of the impact of river (lake) sand mining on river (lake) stability, flood control safety, water supply safety, navigation safety, ecological environment protection and infrastructure operation safety, the scheme of sand mining zoning in the mainstream of "five rivers and one lake" was studied and put forward, and the prohibition of mining, mining and reservation areas were scientifically divided. The main control indexes of sand and gravel mining are limited, and the impacts of sand and gravel mining on the stability of river (lake) potential, flood control safety, navigation safety, water supply safety, navigation safety, ecological environment protection and safe operation of infrastructure are analyzed; On the basis of summing up the experience of sand mining management in the past, this paper studies and puts forward the requirements of sand mining management capacity building and strengthening sand mining supervision measures, and focuses on the management requirements of prohibited mining areas, mineable areas and reserved areas.
2. Main work contents
of environmental impact assessment After receiving the entrustment, collect relevant data for site survey. Evaluate the environmental quality status of main water areas based on the investigation of environmental quality status, analyze and predict various environmental impacts caused by the implementation of the plan, put forward planning adjustment or environmental protection countermeasures for the generation of pollutants and their adverse effects, and give evaluation conclusions on the environmental feasibility of the implementation of the plan.
