On April 11, the River Sand Mining Administration of the Yangtze River Water Conservancy Commission held a conference on the preparation, approval and implementation of sand mining planning for the main stream of the Yangtze River and its main tributaries in Leshan City, Sichuan Province, to thoroughly implement Xi Jinping's ecological civilization thought, conscientiously implement the Yangtze River Protection Law and promote the high-quality development of water resources in the new era. The heads of sand mining management of 16 provinces (autonomous regions and municipalities directly under the Central Government) water conservancy (water affairs) departments (bureaus) with sand mining tasks in the Yangtze River Basin and relevant comrades attended the meeting.
The meeting introduced the basic situation of river sand mining planning management and comprehensive utilization of dredged sand in the Yangtze River Basin in recent years, interpreted the new requirements of the Ministry of Water Resources on strengthening river basin management, explained the key contents of the Technical Specification for River Sand Mining Planning Compilation and Implementation Supervision Management, and analyzed the new requirements and existing problems of sand mining planning compilation. On behalf of Jiangxi Water Resources Department, the head of the River and Lake Department of
the Provincial Poyang Lake Construction Office made an exchange speech at the meeting, reporting on the experience and practice of Jiangxi Province in the planning and management of river sand mining, such as strict total amount control, strengthening the cooperation of departments, and adhering to the planning EIA system. The meeting fully affirmed the achievements made by Jiangxi Province in implementing the unified management of river sand mining government, the legal system construction of sand mining management, the strict total amount control of sand and gravel mining, and the ecological priority of river sand mining.
