1. General requirements
(1) Basic ideas. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should fully implement the spirit of the 20th National Congress of the CPC and the General Secretary of Xi Jinping's Inspection of Jiangxi's important speeches, carry out the strategy of strengthening the province by industry in depth, focus on upgrading the industrial base and modernizing the industrial chain, and lay out innovation chains, financing capital chains, smoothing talent chains and upgrading policy chains around the industrial chain. Focus on strong chain of projects, firm chain of enterprises, strong chain of clusters, smooth chain of science and technology, digital chain, green chain, stable chain of services, open chain, promote high-end, intelligent, green, diversified and clustered building materials industry chain, strive to build an important national building materials industry base, and provide important support for the realization of high-quality industrial development in the province.
(2) Main objectives. Through four years of efforts, the building materials industry chain has made breakthroughs in extending and strengthening the chain, accelerating the integration of the five chains of industry chain, innovation chain, talent chain, capital chain and policy chain, and basically forming the development pattern of the whole industry chain. By 2026, the number of regulated enterprises will exceed 3,000, 2-3 enterprises with over 10 billion yuan will be cultivated, and 50 specialized, special and new enterprises will be added; the number of provincial key industrial clusters will exceed 10, and 3 industrial clusters with over 50 billion yuan will be established; The business income of the provincial building materials industry chain will strive to reach 450 billion yuan, of which the cement industry chain will strive to reach 160 billion yuan, the building ceramics industry chain will strive to reach 70 billion yuan, and the glass fiber industry chain will strive to reach 20 billion yuan.
2. Main direction of attack and development path
(1) Key sub-industry chain.
1. Focusing on Jiujiang, Shangrao, Ganzhou, Yichun and Pingxiang, relying on the chain owners and leading enterprises, we will promote the "vertical integration" expansion of the cement industry chain to aggregates, commercial mixing and prefabricated buildings, and form the development of the whole industry chain of "sand aggregate + cement manufacturing + ready-mixed concrete (ready-mixed mortar) + prefabricated building parts". Encourage the development of rapid hardening cement, low-heat and medium-heat cement, expansive cement, refractory cement and high-end special cement to meet special engineering, special environment and new fields.
2. Focusing on the Pan-Gaoan area and taking the park (base) as the carrier, we encourage the establishment of innovative demonstration parks for industrial transformation and upgrading, and accelerate the transformation and upgrading of building ceramics. Focus on the development of green, composite and functional products such as ceramic composite insulation and decoration integrated boards, and high-end ceramic products such as foam ceramics, ceramic permeable tiles, light insulation and decoration ceramic tiles and water-saving sanitary ceramics.
3. Take new composite materials as the main direction of attack, and promote the construction of glass fiber composite products industrial park as a whole. Focusing on Lianxi Glass Fiber and Shangyou Glass Fiber, we will vigorously develop inorganic fibers such as high-performance carbon fibers, glass fibers, basalt fibers and silicon carbide fibers, and support the development of large-size special-shaped cross-section composites, fiber-reinforced thermoplastic composites, ceramic matrix composites and electronic substrates.
(2) Key industrial clusters.
1. Implement the strategy of "strong leading, chain group matching", promote the transformation of Anyi aluminum profiles from ordinary building profiles to high-grade building profiles, industrial profiles and process profiles, and extend to terminal products such as curtain walls of downstream projects. Promote the development mode of "Internet + industry" and speed up the digital and intelligent development of aluminum profile enterprises. Promote the construction of door and window aluminum research institutes and colleges, build aluminum profile trading service platform, and enhance the competitiveness of the cluster market.
2. Accelerate the construction and transformation of intelligent production lines, and build a number of intelligent workshops and digital factories. Strengthen the construction of ceramic brand and promote Gao'an building ceramics to create regional brand. Implement the project of extending and strengthening the chain, focusing on introducing a number of professional supporting enterprises such as frit, color glaze, product development and design, marketing planning, etc. Strengthen new product research and new technology research in key areas such as raw material milling, ceramic tile forming and firing, product application, and increase the proportion of high value-added functional ceramic products.
3. Encourage small and medium-sized enterprises to become bigger and stronger through joint ventures and mergers and acquisitions in accordance with the law and regulations, accelerate the cultivation of a number of leading enterprises, and promote the agglomeration of upstream and downstream enterprises in the industrial chain. We will focus on the development of industrial ceramic products such as chemical industry, environmental protection, metallurgy and machinery, and accelerate the development of high-tech ceramic products such as honeycomb ceramic fillers, foam ceramics, corundum microcrystalline ceramics, zirconium oxide ceramics and silicon carbide ceramics. Promote the construction and operation of high-end innovation platform, and enhance the independent innovation capability of the cluster.
4. Focus on the introduction of electronic substrates, copper clad laminates, modern household and other terminal application products, the development of high temperature resistance, fire protection, light weight and high strength products. Implement "machine replacement" and "intelligent" transformation projects to guide enterprises to increase capital, expand production and upgrade technological transformation. Accelerate the major projects under construction to achieve production and efficiency, and enhance the comprehensive strength of the industry. Relying on leading enterprises to introduce supporting enterprises, we will deepen the integration and development of glass fibers with new materials such as fire retardant, thermal insulation, electronic information and sports protection, and accelerate the expansion of glass fiber applications.
5. Vigorously develop more than 30,000 tons of tank furnace wiredrawing, promote enterprises to become bigger and stronger, introduce a number of glass fiber downstream products and terminal products manufacturing enterprises, and form a supporting market for new glass fiber materials. We will focus on expanding the types and production capacity of glass fiber yarn and electronic cloth products, vigorously develop ultra-thin cloth and ultra-thin cloth, and encourage the development of high-performance glass fiber products.
6. Strengthen the utilization of resources, strengthen the construction of green mines, and promote integrated mining, multi-layer optimization and classified use of mines. Promote the development of products from single powder to slurry, masterbatch, powder and adhesive, and promote the transformation of industrial clusters from primary processing to intensive processing. We will expand and strengthen leading enterprises and guide small and medium-sized enterprises to provide supporting products and services around the needs of the industrial chain. Accelerate the upgrading of fluorite industry, promote the development of fluorite mine from mining flotation to semiconductor industry, and focus on the development of electronic grade hydrofluoric acid, high-purity hydrofluoric acid and other fluorine-containing electronic chemicals.
7. Highlighting the direction of energy saving and waste utilization, light thermal insulation, hollowing and compounding, promoting the upgrading of heavy calcium and light calcium industries, focusing on the development of cement, deep processing of calcium oxide, food and medical calcium hydroxide, nano-calcium, decorative materials and other products. We will support leading enterprises to expand assembly buildings and limestone intensive processing, promote the construction of new material industrial parks, Barton environmental protection, cogeneration of heat and power, and build provincial non-metallic material industrial bases.
8. Vigorously build sponge industry parks, comprehensively improve the supporting level of sponge industry clusters, and guide leading enterprises to transform into sponge product manufacturers such as permeable pavement, rainwater collection, seepage drainage pipelines, storage facilities, water storage facilities and sponge engineering equipment. Focus on the development of green building materials and decorative materials, upgrade the development of glass and products, cement and products.
3. Key tasks
(1) Implementing strong chain projects. Focusing on the key points of the industrial chain, we should formulate a list of projects to supplement the chain, strengthen the chain and extend the chain, and accelerate the completion of the project. Focusing on the technological transformation of the industrial chain and major new projects, we will accelerate the construction of key projects such as new glass fiber materials, intelligent ceramic home industrial park, large-sized glazed tile intelligent production line and cement clinker production line, so as to ensure that the industrial chain is "broken chain" connected, "thin chain" thickened and "weak chain" strengthened. Focus on fluorite, black talc, power generation glass and other inorganic non-metallic new materials, identify the key links of strong, complementary, extended and solid industrial chains, plan, reserve and promote a number of major projects, focus on forging long boards and making up short boards, and create a number of new symbolic industrial chains.
(2) Implementing the enterprise chain fixing project. Implementing the cultivation plan of chain-owner enterprises, selecting a number of key enterprises with strong innovation ability, high R & D level and good development potential, speeding up the cultivation of 5-10 leading enterprises in the industrial chain, and promoting the listing on the main board, the growth enterprise board, the innovation board and the Beijiao Stock Exchange. We will vigorously promote the echelon cultivation of enterprises in the building materials industry chain, classify and establish a catalogue of enterprises in the field of building materials, and cultivate 1-3 chain-leading enterprises in each subdivision. We should carry out the action of improving the capacity of industrial clusters, adhere to the trinity of industrial parks, bases and clusters, and create a number of industrial clusters with strong core competitiveness, obvious characteristics and prominent driving role. We will focus on promoting the construction of 50 billion-grade industrial clusters in Anyi Aluminum Profile, Gaoan Jiantao and Shangyou Glass Fiber, promoting the construction of a number of industrial parks (bases) such as Yudu New Building Materials and Fenyi Digital Building Materials, promoting the growth of superior clusters such as Lianxi Glass Fiber and Yongfeng Calcium Carbonate, and promoting new calcium carbonate materials in Yiyang, Guangfeng Black Talc and Jinxian Steel. Effectively enhance the driving force of industrial clusters.
(4) Implementing the project of scientific and technological smooth chain. Based on the comparative advantages of the industrial chain, we should speed up the improvement of the industrial innovation system. We should encourage the integration and innovation of the industrial chain, compile a catalogue of key common technologies in the building materials industry chain, strengthen the collaborative research of core components, core raw materials and accessories, and industrial basic software, enhance the competitiveness of technology, technology and products, and realize the transformation from following and running to leading. We will promote the establishment of green manufacturing benchmarks and strive to add about 50 provincial green factories and green supply chain enterprises.

We will vigorously develop service-oriented manufacturing, promote the deep integration of building materials industry chain and modern service industry, encourage the development of industrial design, customized services, supply chain management, shared manufacturing, inspection, testing and certification services, promote the transformation of building materials industry chain from single manufacturing to "manufacturing + service", and accelerate the innovation of formats and modes.
