Recently, the Bureau of Ecology and Environment of Duchang County, Jiujiang City, Jiangxi Province, announced the approval decision on the environmental impact assessment of the project with an annual output of 1.1 million tons of gravel machine-made sand. It is reported that the total investment of the project is 28 million yuan, with construction waste and tailings (excluding non-ferrous metals, chemical ores, etc., mainly granite tailings) as raw materials, through crushing, screening, cleaning and other processes, forming an annual processing of 1.1 million tons of gravel machine-made sand project. The construction unit is Duchang Dongyu Building Materials Co., Ltd.
The project is located in Hongrui Stone Processing Factory in the west of Laoyuanduo Road, Stone Processing Zone, Yunshan Village Committee, Chunqiao Township, Duchang County, covering an area of 13445. 09 square meters. It mainly constructs a production plant with a floor of 2300 square meters, a finished product warehouse with a floor of 1700 square meters, supporting environmental protection projects, roads, greening, etc. The raw material warehouse is based on the existing vacant plant, office and dormitory with a floor of 1300 square meters, relying on the existing three-storey office building with an area of 300 square meters.
In addition, the construction of the project must strictly implement the "three simultaneous" system of environmental protection in which the environmental protection facilities and the main project are designed, constructed and put into use at the same time. If the environmental protection facilities are not completed, the main project shall not be put into use. After the completion of the project, the environmental protection facilities for supporting construction shall be checked and accepted in accordance with the standards and procedures prescribed by the Ministry of Ecology and Environment, and the acceptance report shall be prepared and made public to the public according to law. The project can be formally put into production only after the acceptance is qualified. In the design, construction and production process of the
project, the environmental protection measures and requirements proposed in the environmental impact report form shall be carefully implemented, and the following tasks shall be focused on:
1. Wastewater pollution prevention and control
shall be designed and constructed according to the principle of "rain and sewage diversion, clean and sewage diversion". The sand-washing wastewater of the project is reused for production after being treated by "sewage tank + flocculation sedimentation concentration tank + pressure filtration system + clean water tank process", the initial rainwater is used for sprinkling and dust suppression after sedimentation treatment, the vehicle washing wastewater is recycled after sedimentation treatment, and the domestic sewage is used for green plant irrigation after being treated by septic tank + biochemical treatment device, and is not discharged.
2. The waste gas produced by the waste gas pollution prevention and control
project is mainly the dust produced by the feeding, crushing, screening and other processes. The construction unit shall implement various air pollution prevention and control measures in strict accordance with the requirements of the environmental impact report form. Corresponding environmental protection measures shall be taken according to the nature of various process waste gas pollutants. The treatment capacity and efficiency of the treatment facilities shall meet the requirements. The height of the exhaust funnel and the permanent sampling monitoring hole of the project shall meet the relevant national requirements to ensure that the emission of various atmospheric pollutants meets the relevant standards and protection requirements; Measures such as strengthening production management, sealing material areas and processing areas should be taken to control unorganized emissions and reduce the impact on the surrounding environment. The particulate matter emitted by the project shall be subject to the relevant concentration limit requirements in the Integrated Emission Standard of Air Pollutants (DB31/933-2015).
3. Noise pollution prevention and
implementation of acoustic environmental protection measures. Optimize the general layout of the plant area, select low-noise equipment, and take noise reduction measures such as vibration reduction, sound insulation and silencing for high-noise equipment to ensure that the boundary noise meets the Class 2 standard in the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).
4. Solid waste pollution prevention and control
measures shall be strictly implemented. According to the principle of "reduction, recycling and harmlessness", solid waste should be classified, collected, treated and disposed of to ensure that no secondary pollution is caused. The temporary storage of hazardous wastes shall be constructed and managed according to the requirements of the Standard for Pollution Control on Hazardous Waste Storage (GB18597-2023), and the general industrial solid waste warehouse shall meet the requirements of leakage prevention, rain prevention and dust prevention. Hazardous wastes must be disposed of by units with hazardous waste disposal qualification, and the transfer manifest system shall be strictly implemented.
5. Environmental risk prevention
Strictly implement the environmental risk provention and control measures proposed in the environmental impact report form, strengthen management and equipment maintenance, carefully formulate environmental risk contingency plan, equip environmental risk emergency facilities and emergency equipment, and effectively prevent and respond to environmental risks.
6. Requirements
for standardization of sewage outlets and environmental monitoring According to the requirements of the state and Jiangxi Province for standardized regulation of sewage outlets, all kinds of sewage outlets shall be standardized and archives shall be established. According to the requirements of the environmental impact report form, the monitoring plan shall be carefully formulated and implemented, and the waste gas, waste water and noise generated by the project shall be regularly monitored and submitted to the Duchang Ecological Environment Bureau of Jiujiang City.
