Senegal's cement market contracted slightly in July 2025, with domestic consumption falling 0.6% year-on-year from 672,700 tons in July 2024 to 668,900 tons. This slight decline on the demand side may be affected by seasonal fluctuations in the construction industry, project delays or changes in the economic environment.
Unlike the consumption trend, domestic cement production showed resilience, with output in July 2025 increasing by 0.7% year-on-year to 829,200 tons, up from 823,200 tons in the same period last year. This indicates that the base capacity and production activities of the cement industry in the country remain stable.
The export market became the highlight of the month, showing a particularly strong performance. In July 2025, Senegal's cement exports increased by 28.7%, climbing from 167,900 tons in July 2024 to 216,000 tons. The significant increase in exports effectively offset the weakness in the domestic market and highlighted Senegal's strategic position as an important supplier of building materials in West Africa, which may benefit from the promotion of infrastructure projects or favorable trade conditions in neighboring countries. Extending
the perspective to January to July 2025, the market presents a more complex picture. Cumulative domestic cement consumption rose 3.3% to 4.544 million tonnes during the period, reflecting the long-term resilience of domestic demand. However, the cumulative cement production in the same period fell by 2.7% year-on-year to 5.544 million tons, which may suggest that there are constraints on the supply side, such as equipment maintenance or strategic adjustment of enterprises based on market conditions.
Meanwhile, cumulative exports in the first seven months of the year slumped 14.9% from a year earlier to 1.113 million tonnes. This data contrasts with the strong growth of exports in July, indicating that external market demand is volatile and may be affected by regional market competition, logistics challenges or changes in trade policy.
Overall, the cement industry in Senegal is experiencing both relative stability in the domestic market and uncertainty in the external environment. The future performance of the industry will depend on how producers respond to regulatory policies, regional competition and infrastructure investment trends. In the context of Senegal's efforts to build a regional building materials supply center, balancing production efficiency and market responsiveness will be the key to maintaining its growth resilience.
