On October 19, Ding Xuexiang, Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the opening ceremony of the Fifth China-Russia Energy Business Forum. Ding Xuexiang said that China and Russia should actively expand new growth points of energy cooperation, strengthen cooperation in emerging areas such as renewable energy, hydrogen energy, energy storage and carbon market, and work together to promote technological revolution and industrial development in the low-carbon field.

Ding Xuexiang pointed out that under the strategic guidance of the two heads of state, Sino-Russian energy cooperation has always maintained a good momentum of positive development. China and Russia should implement the important consensus reached by the two heads of state, forge a closer partnership in energy cooperation, promote more new achievements in energy cooperation between China and Russia, and make more new contributions to ensuring global energy security and promoting sustainable energy development.
Ding Xuexiang also put forward three suggestions on deepening Sino Russian energy cooperation. First, we should firmly promote the interconnection of energy infrastructure, continue to maintain effective communication, and jointly ensure the safe and stable operation of cross-border energy channels. Second, we should actively expand new growth points of energy cooperation, strengthen cooperation in emerging areas such as renewable energy, hydrogen energy, energy storage and carbon market, and work together to promote technological revolution and industrial development in the low-carbon field. Third, we will continue to deepen cooperation in global energy governance, firmly safeguard the openness and connectivity of the global energy market, and promote the establishment of a fair, just, balanced and inclusive global energy governance system.
Energy cooperation is one of the most important, fruitful and wide-ranging areas in China-Russia practical cooperation. In recent years, China and Russia have actively developed in the field of hydrogen energy. In June and September 2020, Russia issued the Energy Strategy 2035 and the Road Map for Hydrogen Energy Development 2020-2024. Russia has taken hydrogen as the key direction of "innovative development of resources" and plans to establish a comprehensive hydrogen energy industry chain in Russia by 2024. The export of hydrogen energy will reach 200000 tons in 2024 and 2 million tons in 2035. On November 17, 2021, Han Zheng, member of the Standing Committee of the Political Bureau of the CPC Central Committee, Vice Premier of the State Council and Chinese Chairman of the Sino-Russian Energy Cooperation Committee, co-chaired the 18th meeting of the Sino-Russian Energy Cooperation Committee by video with Novak, Deputy Prime Minister of Russia and Russian Chairman of the Committee. 2022, the Russian National Atomic Energy Corporation announced that Rusatom Overseas, its subsidiary responsible for export business, had signed a memorandum of understanding with China International Energy Group Holdings Limited. It plans to build a low-carbon hydrogen plant in Sakhalin Island, Russia, and plans to export hydrogen to China by liquid hydrogen storage and transportation as early as 2025. In May 2023, Haizhuo Technology signed a framework agreement with Russian customers, and the two sides will carry out comprehensive and in-depth strategic cooperation in the field of fuel cells, and complete the signing of the first batch of 200 kW fuel cell system orders.
