In 2023, the Market Supervision and Administration Bureau of Yunnan Province carried out spot checks on the quality of five types of products, including household solar water heating systems, all-glass vacuum solar collector tubes, solar photovoltaic modules, lead-acid batteries for starting and lithium-ion batteries for electric bicycles. The main information is reported as follows:
I. Basic information of spot check (I) Household solar water heating system Household solar water heating system product is a renewable energy product with mature technology and wide application. Yunnan Province is one of the areas where the application and promotion of domestic solar water heating system products started earlier and the industrialization is more developed. The main inspection items of this supervision spot check include: appearance, hot water storage tank, safety device, pressure resistance, thermal performance, water quality, overheat protection, electrical safety, air exposure, external thermal shock, rain, internal thermal shock, backflow prevention, freezing resistance, support strength and stiffness, impact resistance, negative pressure impact resistance, pulse pressure, energy efficiency labeling, and energy efficiency grade, totaling 20 items. The sampling area covered four prefectures (cities) including Xishuangbanna, Baoshan, Puer and Kunming, and 12 batches of samples were taken.
After inspection, 10 batches of 12 batches of samples were qualified and 2 batches were unqualified. The unqualified items found were: appearance (sign posting), thermal performance (daily useful heat gain), energy efficiency labeling, etc.
(2) All-glass evacuated solar collector tube is an important part of domestic solar water heating system and engineering system, and its optical performance and heat collection performance are the key factors affecting product quality. The main inspection items of this supervision spot check include: materials, performance parameters of air exposure, solar irradiation, average heat loss coefficient, vacuum performance, thermal shock resistance, pressure resistance, mechanical shock resistance, appearance and size, totaling 9 items. The sampling area covered 9 prefectures (cities) such as Yuxi City, Baoshan City and Kunming City, and 32 batches of samples were taken.
After inspection, of the 32 batches of samples, 31 batches were qualified and 1 batch was unqualified. The unqualified items found were: material (hemispherical emission ratio of coating), air exposure performance parameters, average heat loss coefficient, etc.
(3) Solar photovoltaic modules are the core components of solar photovoltaic street lamps and solar power generation systems. The inspection items of this supervision spot check include: appearance, rated power (maximum power, maximum working voltage and maximum working current), open circuit voltage and short circuit current. The sampling area was Kunming City, and 8 batches of samples were taken.
After inspection, 8 batches of samples were qualified and 0 batches were unqualified.
(4) Lead-acid batteries for starting Lead-acid batteries for starting are exhaust or valve-regulated batteries for starting, ignition and lighting of various automobiles, tractors and other internal combustion engines, which are widely used in the automotive industry. The inspection items of this supervision spot check include 2 items: 20-hour rate capacity and reserve capacity. The sampling area covered Kunming City and Yuxi City, and 10 batches of samples were taken.
After inspection, of the 10 batches of samples sampled, 7 batches were qualified and 3 batches were unqualified. The unqualified items found are: 20-hour rate capacity, reserve capacity, etc.
(5) Lithium-ion batteries for electric bicycles Lithium-ion batteries for electric bicycles account for an increasing proportion of the electric bicycle battery market and are widely used in people's daily life. The inspection items of this supervision spot check include: appearance, I2 (A) discharge (discharge with constant current at two-hour discharge rate), 2 I2 (A) discharge (discharge with constant current at double two-hour discharge rate), totally 3 items. The sampling area covered Kunming City and Yuxi City, and 10 batches of samples were taken.
After inspection, 9 batches of 10 batches of samples were qualified and 1 batch was unqualified. The unqualified items found are: I2 (A) discharge, 2I2 (A) discharge, etc.
The above unqualified products involve the "Sibolai" household solar water heating system produced by Kunming Yunyi New Energy Co., Ltd., the "Shanghai Sunshine" household solar water heating system produced by Yunnan Andian Trading Co., Ltd., and the "Qingda Keyuan" all-glass vacuum solar collector tube produced by Jiaxing Qingda Keyuan Electrical Appliances Co., Ltd. "Jinma" starting lead-acid battery produced by Henan Jinma Battery Co., Ltd., "Yunjian" starting lead-acid battery produced by Guizhou Hongyu Metal Power Technology Co., Ltd., "Debaolong" starting lead-acid battery produced by Guizhou Hongyu Metal Power Technology Co., Ltd., The "Shenyu" lithium-ion battery for electric bicycle produced by Shenzhen Xinliyuan Industrial Co., Ltd.

2. Work requirements In view of the problems found in this supervision and spot check, the relevant state and municipal market supervision departments shall promptly organize and handle the results of supervision and spot check in accordance with the relevant requirements of the Product Quality Law and the Interim Measures for the Administration of Product Quality Supervision and Spot Check, so as to form a closed-loop supervision of product quality and safety. For substandard products, measures such as sealing up and detaining shall be taken according to law, and production and sales shall be strictly prohibited; for those suspected of counterfeiting, investigation and evidence collection shall be carried out by means of on-site inspection, inquiry, and review of contract invoices, so as to find out the illegal facts and deal with them severely, quickly and severely. For the production and sales units of unqualified products, it is necessary to clarify the rectification requirements, strictly supervise and urge the implementation of rectification measures, and organize timely review; for the production units that fail to pass two consecutive spot checks, it is necessary to conduct interviews. If an illegal act is suspected of committing a crime, it shall be transferred to the judicial organ in time. Production and sales units should be urged to implement the main responsibility of quality and safety, equip quality and safety directors and quality and safety personnel as required, and establish a system of daily control, weekly investigation and monthly dispatch. The provincial Bureau will strengthen the follow-up and supervision of the disposal of the results of spot checks and report them according to the situation.
