Recently, the State Council issued a circular on the Action Plan for Continuous Improvement of Air Quality. This is the third time that the State Council has issued an action plan for the prevention and control of air pollution after issuing the Action Plan for the Prevention and Control of Air Pollution in 2013 and the Three-year Action Plan for Winning the Blue Sky Defense War in 2018.
The Action Plan for Continuous Improvement of Air Quality mentions the need to promote in-depth pollution control in key industries and promote the transformation of ultra-low emissions in the cement industry with high quality. With regard to the treatment of air pollutants in the cement industry, I remember that the "Ten Atmospheric Regulations" issued in 2013 only mentioned accelerating the construction of desulfurization, denitrification and dust removal renovation projects in key industries, and that the new dry-process cement kiln should implement low nitrogen combustion technology renovation and install denitrification facilities.
At that time, there was no ultra-low emission in the cement industry, but now ten years later, ultra-low emission has gradually become the standard of new cement production and the goal of technical transformation of existing cement production lines. At the end of
2013, the Emission Standard of Air Pollutants for Cement Industry (GB 4915-2013) was promulgated, and the NOx emission limit was tightened from 800 mg/m ³ to 400 mg/m ³ (320 mg/m ³ in key areas). At the same time, the control indicators of ammonia (NH3 ) and mercury (Hg) were added, and the prevention and control requirements of odor disturbance and heavy metal pollution were strengthened. Although the emission concentration has been cut in half, it is still at a high level.
With the in-depth implementation of the "Ten Atmospheric Articles", ultra-low emission requirements have been put forward for the thermal power industry at the national level, and then for the iron and steel industry. Under the incentive of implementing ultra-low emission in thermal power and iron and steel industries, some cement enterprises have begun to explore ultra-low emission of cement. For some cement enterprises located in places where the implementation of local standards is stricter than national standards, the enthusiasm is relatively higher. In June
2020, the General Office of the Ministry of Ecology and Environment issued the Technical Guidelines for Emergency Emission Reduction in Key Industries of Heavily Polluted Weather (Revised Edition 2020). For the first time, the Technical Guide defines the four-level classification indicators of environmental performance A, B, C and D in the cement industry according to the official requirements. Among them, A-level requirements meet the corresponding ultra-low emission requirements of thermal power and iron and steel industries. This also sets a benchmark for ultra-low emissions in the cement industry. So far, it is not an individual cement enterprise with A-level performance. In November
2023, Huang Runqiu, Minister of the Ministry of Ecology and Environment, chaired the executive meeting of the Ministry, deliberated and adopted in principle the Opinions on Promoting the Implementation of Ultra-low Emissions in the Cement Industry. According to the draft issued by the Ministry of Ecology and Environment, the hourly average emission concentrations of particulate matter, sulfur dioxide and nitrogen oxides in flue gas from cement kilns and waste heat utilization systems at kiln tail are not higher than 10, 35 and 50 mg/m3 , respectively. According to
the Opinions, by the end of 2025, significant progress will be made in key areas, and about 50% of the cement clinker production capacity will be transformed; By the end of 2028, cement clinker production enterprises in key regions will have basically completed the transformation, and the whole country will strive to complete the transformation of about 80% of cement clinker production capacity with ultra-low emissions.
It can be expected that the document "Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry" will be officially issued soon, and the work of ultra-low emission in cement industry will be carried out in an all-round way.
Whether it is the progress of promotion or the maturity of technology, the cement industry has made rapid progress in exploring ultra-low emission transformation in recent years, which is closely related to the realistic pressure of environmental protection, the strong support of many environmental protection service providers, and the active pursuit of green transformation by the cement industry itself. When the ultra-low emission concept implemented
in the thermal power industry was introduced into the cement industry, it was very difficult to effectively treat the low-temperature waste gas because the waste heat power generation in the cement industry had become the standard of the production line. However, in the face of huge market demand, environmental protection service enterprises have accelerated the efforts of technology research and development, and many technologies to reduce nitrogen oxides have begun to emerge. After a few years of exploration, including the unique problem of nitrogen oxide emission reduction in the cement industry, a variety of mature solutions have been provided for cement enterprises to choose.
Now it can be said that there are many technical routes to choose when implementing ultra-low emission of cement production line. Today, the cement industry can have such technical reserve conditions, the industry should thank the efforts of the pioneers in ultra-low emissions, and praise their courage and perseverance! The implementation of the Environmental Protection Tax Law
in 2018 clearly States that if the concentration of taxable air or water pollutants discharged by taxpayers is lower than 30% of the national and local pollutant discharge standards, the environmental protection tax shall be reduced by 75%. If the concentration of taxable air pollutants or water pollutants discharged by taxpayers is lower than 50% of the national and local pollutant discharge standards, the environmental protection tax shall be levied at a reduced rate of 50%. Enterprises
that have implemented ultra-low emissions are also encouraged by the national policy to reduce the environmental protection tax because the concentration of taxable air pollutants (in fact, by a large margin) is lower than national emission standards. In some places, differentiated management is implemented for enterprises that meet ultra-low emission standards during heavy pollution weather. Enterprises rated as A-level and leading enterprises can take emission reduction measures independently. In some places, the differential electricity price policy is implemented for cement enterprises that fail to complete the transformation of ultra-low emissions on time. The implementation of ultra-low emission transformation should be the best policy for the sustainable and healthy development of cement enterprises. The implementation of ultra-low emission in
cement enterprises has reached the stage, the policy conditions are available, and a variety of technical routes are available, only the action of atmospheric control in cement enterprises is needed. The Action Plan for Continuous Improvement of Air Quality has sounded the clarion call for promoting in-depth pollution control in the cement industry and promoting the transformation of ultra-low emissions in the cement industry with high quality. The cement industry has a long way to go. Come on!
