I. General Requirements
At present, the structural contradiction of serious excess cement production capacity in our region is still severe, and the task of air pollution prevention and control and the target of energy consumption control are still arduous. The whole industry should carry out Xi Jinping's thought of ecological civilization in depth, fully implement the spirit of the Nineteenth National Congress of the CPC and the Second, Third, Fourth and Fifth Plenary Sessions of the Nineteenth Central Committee of the CPC and the important instructions and instructions of General Secretary Xi Jinping to Inner Mongolia's important speeches and the decision-making and deployment of the Party Committee and government of the autonomous region, and all enterprises should carry out their social responsibilities and firmly establish new development concepts. Based on the optimization and upgrading of cement industrial structure and low-carbon development, scientific planning, classified guidance, differential control and implementation of responsibilities, strengthening performance classification and regional linkage, reasonably shortening the operation time of cement clinker plant, effectively reducing excess capacity, avoiding the superposition of cement clinker production emissions and heating pollution emissions, and reducing heating. Control and reduce greenhouse gas emissions, be the advocate of peak staggering production and the pioneer of energy saving and emission reduction, promote the cement industry to improve the level of green production, and accelerate the realization of green and high-quality development.
2. Time arrangement
of peak staggering (1) Range of peak staggering. All cement clinker production lines in the region shall be subject to off-peak production.
(2) Staggered peak time. According to the actual situation of our district, from December 1 to March 31, a total of four months from 2021, peak staggering production will be implemented.
Each league city shall specify the specific shutdown time of each cement clinker production line, and submit the next round of peak staggering production plan to the Office of Industry and Information Technology of the Autonomous Region before November 20 each year after being examined by the Bureau of Industry and Information Technology and the Bureau of Ecological Environment of the League City. The Municipal Bureau of Industry and Information Technology of the League is responsible for reviewing the compliance of the peak-shifting production plan and peak-shifting rules of the enterprise; the Bureau of Ecological Environment is responsible for reviewing the peak-shifting production of the cooperative hazardous waste disposal enterprise and guiding the connection between the peak-shifting production plan of the enterprise and the environmental protection management and control requirements of the region. According to the actual situation of our region, the Cement Association of
the Autonomous Region can carry out peak staggering production in summer and autumn in a self-disciplined way on the basis of agreement.
3. Peak-staggering rules
(1) Carbide slag cement clinker production enterprises.
Carbide slag cement clinker production enterprises (hereinafter referred to as "carbide slag enterprises") shall actively communicate and coordinate with local non-carbide slag cement clinker production enterprises (hereinafter referred to as "non-carbide slag enterprises"), and participate in peak staggering production through "peak staggering replacement". Carbide slag enterprises are encouraged to stop kilns by means of upstream and downstream linkage, and the insufficient part is made up by means of peak replacement. Carbide slag enterprises should increase the shutdown time of non-carbide slag enterprises in non-peak period, and give certain compensation according to the production cost price of non-carbide slag cement enterprises. If the annual capacity utilization rate of a single non-carbide slag production line is less than 30% (that is, the actual operation time is less than 100 days), it shall not participate in the replacement.
Carbide slag enterprises shall submit the replacement agreement and replacement shutdown plan signed and sealed by both parties before November 20 each year to the Department of Industry and Information Technology and the Department of Ecological Environment of the Autonomous Region for examination and approval respectively after being examined by the Bureau of Industry and Information Technology and the Bureau of Ecological Environment of the League City, and shall be implemented after public announcement. If the carbide slag enterprise fails to submit the replacement agreement on time, it must shut down the kiln on December 1 to carry out peak staggering production.
(Two) production lines that undertake residential heating tasks. In
the heating season, priority should be given to the protection of residential heating, and the peak staggering time should be supplemented at one time during the non-heating season and non-peak staggering production period. From the end of the heating period, the kiln will be shut down immediately to make up for 4 months of peak staggering. Before November 20 each year,
the enterprise will report to the League Municipal Bureau of Industry and Information Technology and the Bureau of Ecological Environment for the arrangement of the time limit for off-peak production and kiln shutdown. After verification and confirmation by the Department of Industry and Information Technology and the Department of Ecological Environment of the Autonomous Region, it shall be implemented after public announcement.
(3) Undertake the task of co-disposal of hazardous wastes. Cement clinker production lines
undertaking co-disposal of hazardous wastes shall reduce their production load to the minimum on the premise of meeting the task of co-disposal. After the end of the staggered peak period, the production load should continue to be reduced to offset the energy consumption and pollutant emissions generated by the minimum production load operation in the staggered peak period of the heating season.
The enterprise shall submit an application to determine the minimum production load and operation time limit, as well as the production load and operation time limit in non-heating season and non-peak period, and formulate a specific plan for peak staggering and production limitation according to the disposal amount of hazardous wastes in the peak period and on the basis of ensuring the maximum temporary storage of the storage depot. After the preliminary examination and approval by the local League Municipal Bureau of Ecology and Environment, it shall be submitted to the Department of Ecology and Environment for verification and confirmation before November 20, and copied to the Department of Industry and Information Technology for the record.

. If it is found again, the kiln will be shut down for peak staggering production in the next round of peak staggering.
4. Safeguard measures
(1) Implementing the main responsibility of enterprises. As the main body of peak staggering production,
cement enterprises should plan ahead and organize scientifically to ensure the supply of cement market and the wages and benefits of employees. During the peak-staggered production period, we should coordinate the maintenance and technical transformation of cement kilns and environmental protection facilities, focus on improving the production environment, deepen environmental management, give full play to the role of trade unions, and carry out colorful staff activities in combination with business work. On the premise of meeting the standards of energy consumption and pollutant discharge, more production lines with low energy consumption and less pollution discharge are encouraged, and less production lines with high energy consumption and more pollution discharge are encouraged. Large enterprises should play a leading role and jointly create a healthy and orderly market environment. Enterprises are encouraged to carry out desulfurization and denitrification technology and ultra-low emission transformation to reduce particulate dust emissions and noise. Enterprises are encouraged to strengthen environmental protection and comprehensive management, and accelerate the construction of green mines and green factories. Key enterprises should give full play to their leading role, continue to promote the modernization of industry governance system and governance capacity, do a good job of "six stability" and implement the task of "six guarantees".
(2) Strengthen supervision and inspection. The Department of Industry and Information Technology of
the Autonomous Region, together with the Department of Ecological Environment, is responsible for supervising the implementation of peak-staggering production in the League cities and carrying out special supervision and inspection from time to time. If necessary, interviews shall be conducted with enterprises that fail to implement the rules and regulations, fail to keep faith, commit fraud, fail to perform peak staggering production, fail to cooperate with hazardous waste disposal enterprises to produce according to the determined load, fail to sign replacement agreements on time or fail to perform after signing. Those who refuse to make corrections shall be notified to the power sector to implement power cuts, and shall be blacklisted or listed as serious illegal and dishonest enterprises through the collaborative supervision platform of the enterprise credit information publicity system (Inner Mongolia), and joint punishment shall be imposed on the illegal and illegal enterprises and their principal responsible persons. At the same time, in the list of cement clinker production lines updated and announced annually by the Office of Industry and Information Technology of the Autonomous Region in the next year, it is indicated that it is restricted to be traded as a capacity replacement index and included in the key supervision objects of the ecological environment department. The Municipal Bureau of Industry and Information Technology of the
League shall, in conjunction with the Bureau of Ecology and Environment, organize the relevant cement enterprises in the region to formulate plans for the shutdown of kilns for peak staggering production, urge the enterprises under their jurisdiction to shut down kilns at the prescribed time and conduct guidance, supervision and inspection, send people to the scene on December 1 to supervise the shutdown of kilns, and send people to inspect the actual shutdown of kilns before March 31. Spot check from time to time during the period. If necessary, the power consumption of each enterprise can be monitored in real time.It is necessary to establish a scheduling system for peak staggering production (from December, the implementation of peak staggering production in the previous month shall be reported before the 5th day of each month until the end of the peak staggering period). For enterprises that have not completed the task of peak staggering production, the rectification situation of the League cities will be included in the inspection, and timely "look back" will be carried out to urge them to rectify within a time limit. By means of on-line monitoring system of air pollution and emission permits, the Bureau of Ecology and Environment should intensify the inspection of the implementation of peak staggering production, investigate and punish the illegal acts of excessive discharge, falsification of monitoring data and discharge of pollutants in violation of emission permits according to law.
(3) Give full play to the role of trade associations and capacity removal platforms. The Municipal Bureau of Industry and Information Technology and the Bureau of Ecological Environment of the
League should strengthen communication with the Cement Association of the Autonomous Region, support the Cement Association of the Autonomous Region to set up a special team for the supervision of peak-staggering production, establish the account files for peak-staggering production, and implement normal supervision over cement enterprises. The Cement Association of the Autonomous Region should give full play to the role of bridge and link, guide, coordinate and urge relevant enterprises to strengthen self-discipline, formulate rules and regulations for peak-staggering production, conscientiously implement the work deployment of the competent departments of industry, information technology and ecological environment, and prevent illegal enterprises from using peak-staggering production to drive up the price of cement products and ensure stable market supply. Capacity Reduction Platform (") In order to effectively control the total amount of pollutants discharged, curb overcapacity, and support industry associations to take the lead in organizing enterprises to carry out off-peak production in summer and autumn. Strengthen communication with China Cement Association and surrounding provinces such as Pan-Northeast China, establish cross-regional industry coordination mechanism, and do a good job of coordination between peak-staggering areas and non-peak-staggering areas. We should innovate the mode of peak staggering production and actively explore effective ways to implement peak staggering production by using energy consumption or total electricity consumption. Relevant enterprises should establish a sense of overall situation, take the initiative to fulfill their social responsibilities, and strengthen industry self-discipline.
(4) Strengthen publicity and guidance.
Use traditional media, new media and other channels to vigorously publicize the great significance of peak staggering production in resolving excess capacity, saving energy and reducing emissions, and promoting the quality and efficiency of the industry, enhance the sense of responsibility, honor and self-discipline of cement enterprises, and create a good atmosphere of public opinion. The competent departments of industry, information technology and ecological environment of each league and city shall further unblock the reporting channels, and timely disclose to the public the telephone, fax, e-mail, network and other reporting channels; and publicly expose the enterprises that do not implement the rules and regulations of the industry, do not keep their promises, and do not carry out off-peak production. The competent departments of industry, information technology and ecological environment of the
League cities should strengthen coordination and cooperation, timely grasp the implementation of cement peak staggering production, and ensure the smooth, orderly and smooth progress of normal peak staggering production of cement. For the implementation of peak staggering production in the previous year and the existing problems, we should earnestly sum up good experiences and good practices and publicize them, timely report and deal with the negative examples of inadequate implementation, and further refine the normalization mechanism of peak staggering production.
