on Doing a Good Job in Normalized Peak-Staggering Production in the Cement Industry (Draft for Soliciting Opinions)
In order to implement the Notice of the State Council on Printing and Distributing the Comprehensive Work Plan for Energy Conservation and Emission Reduction in the 14th Five-Year Plan (Guo Fa [2021] No.33), Notice of the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment on Further Improving the Normalized Peak-staggering Production of Cement (MIIT Lianyuan [2020] No.201), "Notice of the Ministry of Housing and Urban-Rural Development of the Ministry of Ecology and Environment of the National Development and Reform Commission of the Ministry of Industry and Information Technology on the Issuance of the Implementation Plan of Carbon Peak in Building Materials Industry" (No.149 of the Ministry of Industry and Information Technology) and other spirits, continue to promote the structural reform of the supply side of the cement industry, promote the green low-carbon development of the cement industry and improve the quality and efficiency of the cement industry. The notice on the normalization of peak-staggering production in the cement industry is as follows:
First, further improve the political position. At present, the structural contradiction of serious overcapacity of cement in China still exists. As a traditional high energy consumption and high emission industry, the task of energy saving, emission reduction and carbon reduction in cement industry is still arduous. We should thoroughly study and comprehend Xi Jinping's thought of ecological civilization, comprehensively implement the spirit of the 20th National Congress of the Communist Party of China, base ourselves on the new stage of development, completely, accurately and comprehensively implement the new concept of development, serve and integrate into the new development pattern, adapt to the normalization requirements of peak staggering production in the cement industry, and combine with the actual scientific planning, classified guidance, differential management and control. Reasonably shorten the operation time of cement clinker plant, enhance the synergistic effect of energy saving, carbon reduction and pollution reduction, improve the green production level of cement industry, and accelerate the realization of high-quality development.
2. Normalized implementation of peak staggering production. Peak-shifting production shall be carried out in accordance with the principle of "government supervision and guidance, association organization and implementation, and enterprise initiative implementation", and all cement clinker production lines in the province shall carry out peak-shifting production every year. Enterprises should carry out peak staggering production during the Spring Festival, hot summer days, rainy season and major events, and the annual peak staggering production time of each production line should not be less than 65 days. Production lines with the task of co-processing municipal solid waste and toxic and harmful waste throughout the year may not carry out peak staggering production, but the cement production load should be reduced appropriately. For production lines that have completed ultra-low emission transformation and have been rated as national or provincial "energy efficiency leader", the production time of peak staggering can be reduced appropriately according to the production needs of enterprises.
3. Strengthen coordination, supervision and inspection. Industry and information departments and ecological environment departments of all districts and municipalities should strengthen cooperation, strengthen information exchange, do a good job in policy interpretation, organize supervision and inspection, promote the unification of assistance, guidance and strict supervision, and establish and improve a long-term mechanism for the implementation of peak staggering production in the cement industry. All enterprises shall report to the Provincial Building Materials Industry Association before the shutdown and opening of kilns for off-peak production, and copy them to the relevant district and municipal bureaus of industry and information technology and ecological environment. The provincial building materials industry association can verify through the online monitoring system of environmental protection at the kiln head and kiln tail of the ecological environment department, and the local ecological environment departments should do a good job in this cooperation. The industrial and telecommunications departments of the districts and municipalities shall interview the enterprises that do not keep their promises and do not carry out peak staggering production when necessary. For enterprises that refuse to make corrections, the Provincial Office of Industry and Information Technology shall specify in the list of cement clinker production lines in the region updated and announced in the next year, and restrict their production lines to be traded as capacity replacement indicators. The ecological environment departments of the districts and municipalities, in combination with routine inspection and supervision, support the enterprises with good implementation in all kinds of evaluation, financial subsidies, credit and other matters; Enterprises that refuse to implement the emergency measures of peak regulation and peak staggering or production restriction and shutdown taken by the local people's government in polluted weather shall be ordered to make corrections by the local competent department of ecological environment, and those who refuse to make corrections shall be given administrative penalties according to law, and the relevant qualifications for priority evaluation shall be cancelled.
Fourth, give full play to the role of trade associations. The Provincial Building Materials Industry Association specifically organizes and implements the work of peak staggering production. On the premise of guaranteeing market demand and stable production and supply, the Provincial Building Materials Industry Association should communicate and consult with cement enterprises to make overall arrangements for annual peak staggering production time. Each cement enterprise shall, according to the requirements of the Provincial Building Materials Industry Association, submit a plan for the arrangement of peak staggering production time. After summarizing the peak-staggering production plans of cement enterprises in the province, the Provincial Building Materials Industry Association shall submit them to the Provincial Department of Industry and Information Technology and the Provincial Department of Ecological Environment. The Provincial Building Materials Industry Association should strengthen supervision and industry self-discipline in the process of organizing and implementing peak staggering production. At the same time, the Provincial Building Materials Industry Association should do a good job in checking the implementation of peak-staggering production according to the time period, summarize the implementation of the annual peak-staggering production plan in time, and report to the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment. Support the association to improve the rules and regulations, establish a cross-regional industry coordination mechanism, coordinate and urge relevant enterprises to conscientiously implement the work deployment of the competent departments of industry, telecommunications and ecological environment, and prevent illegal enterprises from using off-peak production to drive up the price of cement products, so as to ensure stable market supply.
Fifth, implement the main responsibility of enterprises. All cement enterprises must strictly comply with the requirements of peak staggering production and earnestly implement the main responsibility. Plan ahead, organize scientifically, coordinate market demand and enterprise production and operation activities, and ensure the stability of the industrial chain and supply chain. We should strengthen communication and exchanges with the Provincial Building Materials Industry Association, formulate annual peak staggering production plans in light of the actual situation of enterprises, and seriously organize and implement them. Problems encountered in the implementation should be communicated with the Provincial Building Materials Industry Association in time to coordinate and solve them in time.
Give full play to the guiding role of funds for air pollution prevention and control, and encourage and support enterprises to implement ultra-low emission of flue gas and energy-saving transformation. During the period of peak staggering production, enterprises can take overall consideration of cement kilns, environmental protection facilities maintenance and technical transformation, and focus on improving the production environment. Key enterprises should give full play to their leading role.
6. Strengthen public opinion guidance through multiple channels. All districts and cities should seriously summarize the work of peak staggering production, vigorously publicize advanced models through various channels, enhance the sense of responsibility, honor and self-discipline of cement enterprises in carrying out peak staggering production, and create a good atmosphere of public opinion. The industrial information and ecological environment departments of all districts and cities shall further smooth the reporting channels, and timely disclose the telephone, fax, e-mail, network and other reporting channels to the public; and publicly expose the enterprises that do not implement the relevant provisions, do not keep their promises, and do not carry out off-peak production.
This Circular shall enter into force as of the date of issuance and shall be valid for five years.
