In order to implement the relevant requirements of the Action Plan for the Continuous Improvement of Air Quality in Henan Province and the Implementation Plan of the Blue Sky Defense War in Henan Province in 2024, we should speed up the solution of the outstanding problems existing in the air pollution control of industrial enterprises and strengthen the coordinated emission reduction of multi-pollutants. To promote the renewal and technological transformation of air pollution control equipment, the Henan Provincial Department of Ecology and Environment recently issued the Implementation Plan for the Investigation and Renovation of Inefficient and Ineffective Air Pollution Control Facilities in Henan Province (hereinafter referred to as the Implementation Plan).
The Implementation Plan calls for focusing on key regions, key industries, key enterprises and key equipment, comprehensively carrying out the investigation and renovation of inefficient and ineffective air pollution control facilities, and "updating, renovating and upgrading a batch".
Eliminate immature, inapplicable and unstable treatment processes, rectify treatment facilities with missing key components, poor quality and low automation level, promote enterprises to rationally select treatment processes, improve the quality of treatment facilities construction projects, and enhance the level of operation and maintenance of treatment facilities.
We will improve the monitoring and control system, improve the quality of automatic and manual monitoring data, and severely crack down on fraudulent monitoring and control data. Enhance the ability of local air pollution control, deeply tap the potential of multi-pollutant coordinated emission reduction, and help to continuously improve the environmental air quality.
The Implementation Plan points out that the key industries for investigation and renovation include cement, coking, glass, ceramics, refractories, non-ferrous metals, foundry, lime, brick and tile, carbon and other industries involved in industrial furnaces and kilns.
Municipal ecological environment departments timely publicize and interpret the requirements of inefficient and ineffective pollution control facilities and monitoring and control systems for enterprises within their jurisdiction, and organize enterprises to complete self-examination by the end of October 2024. In view of the problems found in the self-examination, enterprises should formulate rectification measures and actively promote rectification. By the end of December
2024, the municipal ecological environment departments will organize and complete the investigation of key enterprises based on the self-examination of enterprises. For the problems that need to be rectified and upgraded, the task of rectification and upgrading should be included in the key task of air pollution prevention and control, and the rectification should be basically completed by the end of October 2025, and the work summary should be submitted to the provincial department.
The cement industry will soon be incorporated into the carbon trading market, and the importance of green low-carbon transformation has become increasingly apparent. To this end, China Cement Network will hold the " 2024 China Cement Double Carbon Conference and the 12th Energy Conservation and Environmental Protection Technology Exchange Conference " in Wuhu Conch International Hotel on October 24-25. The conference will focus on the core issues of low-carbon development and green upgrading in the cement industry, discuss the application of energy efficiency improvement and energy-saving and carbon reduction technologies, and how the cement industry can use the carbon trading mechanism to promote its low-carbon transformation.
