Henan Provincial Action Plan

for Pollution Reduction and Carbon Reduction Synergy is to thoroughly implement the Party Central Committee, The State Council has made major decisions and arrangements on carbon peak and carbon neutralization, implemented the work requirements of provincial Party committees and provincial governments, promoted the realization of carbon peak and carbon neutralization goals, and formulated this action plan.

1. General requirements

(1) Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding ideology

comprehensively implements the spirit of the 20th National Congress of the Communist Party of China, thoroughly implements the thought of ecological civilization of Xi Jinping and the important guiding spirit of the General Secretary of Xi Jinping in inspecting Henan's important speeches. Completely, accurately and comprehensively implement the new development concept, anchor the "two guarantees", implement the "ten strategies", take the synergy of pollution reduction and carbon reduction as the starting point, strengthen the overall integration of carbon peak, carbon neutralization and ecological environment protection, and promote the green low-carbon transformation and development of our province.

(2) The basic principle

is to adhere to the goal orientation. Focusing on the implementation of the goal of carbon peak and the vision of carbon neutrality, we should strengthen top-level design, focus on solving the problems that are incompatible with the new situation, new tasks and new requirements, and coordinate the promotion of high-quality economic and social development and high-level protection of the ecological environment in accordance with the principle of "first establishing, then breaking, and not breaking".

Strengthen overall planning and coordination. High-quality economic and social development and carbon peak, carbon neutralization and ecological environment protection should be planned, arranged, implemented and inspected in a unified way, and the relationship between development and emission reduction, overall and local, long-term and short-term goals, government and market should be correctly handled, so as to establish and improve the strategy, planning, policy and action system of overall integration.

Highlight synergies. We should take pollution reduction and carbon reduction as the "bull nose" of source control, coordinate the control of carbon dioxide and pollutant emissions, coordinate the promotion of adaptation to climate change and ecological protection, and fight for pollution prevention and control in depth, so as to promote the implementation of carbon peak action.

By the end of 2025, the reduction index of carbon dioxide emission intensity per unit of GDP in the whole province will meet the national requirements, the quality of air environment will continue to improve, a carbon dioxide emission control system with intensity as the main factor and total amount as the supplement will be gradually established, and a coordinated management mechanism for pollution reduction and carbon reduction will be initially established. The work pattern of overall planning and integration has basically taken shape.

By 2030, the intensity of carbon dioxide emissions per unit of GDP in the province will continue to decline, the quality of air environment will be significantly improved, the coordinated management system of pollution reduction and carbon reduction will be more perfect, and the capacity will be significantly improved, which will effectively promote the realization of the goal of carbon peak.

2. Key tasks

(1) Coordinated promotion of ecological protection source control

1. Fully implement the strategy of main functional areas, fully link up the requirements of land and space planning zoning and use control. The red line of ecological protection, the bottom line of environmental quality and the upper line of resource utilization should be implemented as hard constraints to the environmental access unit, and a differentiated list of ecological environment access should be established to resolutely curb the blind development of "two high and one low" projects. Promote the special development planning of industries related to "two high and one low" projects and the overall planning of industrial parks to carry out planning EIA in accordance with the law, and strictly review the planning EIA. The pilot project of carbon emission assessment will be carried out in the planning EIA to promote the coordinated control of pollution reduction and carbon reduction in high energy-consuming industries and the development of green low-carbon. (2) To coordinate the promotion of pollution reduction and carbon

reduction in the energy sector 4. To optimize the layout of coal-fired power projects and promote the construction of coal-fired power "replacing small with large" and "replacing old with new" capacity substitution; Large-scale advanced supporting and regulating coal-fired power projects will be built in an orderly manner in areas with large power gaps such as eastern and southern Henan, and new thermal power projects for people's livelihood will be built in areas with major heating gaps.Strictly control the installed capacity of coal-fired generating units, prohibit the construction of new self-contained coal-fired units, eliminate pure condensing coal-fired units with a design life of 200000 kilowatts or less, and actively promote the integration and withdrawal of small coal-fired units (including self-contained power plants) and coal-fired boilers within the reasonable heating radius of 300000 kilowatts or more cogeneration power plants. We will steadily promote coal-fired power projects in Xuchang, Pingdingshan and other urban areas to "retreat from the city to the suburbs (gardens)" and accelerate the basic "zero clearance" of coal-fired power plants in the main urban areas of Luoyang. Promote the integration of active self-owned coal-fired units with access conditions into the unified dispatch of the power grid. 5. Actively promote the construction of new energy sources such as wind power, distributed photovoltaic, biomass natural gas, and further increase the proportion of solar and wind power generation. We will support the construction of affordable wind power bases in northern Henan, eastern Henan, central and southern Henan, and shallow hills on both sides of the Yellow River, and develop wind power bases intensively and efficiently. Promote the integrated development of photovoltaic utilization and building, and promote the clean and low-carbon energy supply system. Conditional parks and factories are encouraged to make full use of renewable energy such as solar energy, wind energy and biomass energy. Promote the development of hydrogen energy industry, strengthen the research and development of hydrogen energy application technology, and cultivate the whole industry chain of hydrogen energy production, storage and application. Develop biomass energy and geothermal energy according to local conditions, and promote the construction of four demonstration zones of large-scale utilization of geothermal heating in Zhengzhou, Kaifeng, Puyang and Zhoukou. Actively promote the construction of Shaanxi power into Henan, plan to lay out the fourth UHV DC transmission channel, expand the channel of external gas into Henan, and expand the scale of oil import. Overall layout of refueling, gas filling, charging (replacement), hydrogenation and other facilities, demonstration and promotion of hydrogen, electricity, oil and gas integrated energy stations. 6. Expand the scope of pilot cities for clean heating, and support cities in eastern and southern Henan to strive for clean heating funds from the central government. In accordance with the principle of "gas is suitable for gas, electricity is suitable for electricity, first stand and then break, no stand and no break", we will continue to promote clean heating in villages and towns, implement the policy of guaranteeing the supply of electricity and natural gas and preferential price subsidies, orderly and steadily promote the clean energy substitution of bulk coal in mountainous areas, and clear all bulk coal in plain areas. Coal-fired boilers under 35 steam tons per hour, tea stoves, operating stoves and other coal-fired facilities will be eliminated in an all-round way. We will continue to accelerate the construction of the heating network, fully release the heating capacity of cogeneration and industrial waste heat, and eliminate coal-fired boilers and bulk coal within the coverage of the network. Support the use of renewable energy such as photovoltaic, geothermal and biomass to meet the energy needs of building heating, refrigeration and domestic hot water. According to law, the areas where clean heating transformation has been completed and stable operation has been designated as high-pollution fuel no-combustion zones, and supervision and inspection have been strengthened to prevent the re-burning of loose coal. We will accelerate the clean energy substitution of coal-fired facilities in key enterprises in the planting and processing industries of agricultural and sideline products, actively promote the replacement of coal by electricity in tobacco curing barns in Pingdingshan, Xuchang and Nanyang, and promote the "double reform" of edible fungi enterprises in Nanyang, Sanmenxia and Zhumadian. (III) Coordinated promotion of pollution reduction and carbon

reduction in the industrial sector 7. Supporting the construction of national demonstration bases for comprehensive utilization of industrial resources, national pilot demonstration of circular economy and national demonstration bases for comprehensive utilization of bulk solid waste. Supporting key industries such as iron and steel, coking and cement through capacity replacement, large-scale transformation of equipment, reorganization and integration , and encouraging blast furnace-converter long-process iron and steel enterprises to transform into electric furnace short-process steelmaking process. We will guide industries such as iron and steel, coal chemical industry, cement, aluminum processing, glass and refractories to implement green and low-carbon transformation and upgrading . Actively resolve excess capacity, accelerate the withdrawal of low-end and inefficient capacity, resolutely eliminate backward capacity in accordance with the national industrial restructuring guidance catalogue and related industrial policies, promote the adjustment of industrial layout in key industries and key regions, and implement the withdrawal of high-polluting enterprises from urban built-up areas into parks, sensitive areas and areas with serious water pollution. Formulate plans in accordance with the law and regulations to promote the withdrawal of backward production capacity. It is strictly forbidden to build "two high and one low" projects and related industrial parks within a certain range of the main stream of the Yellow River and its main tributaries. 8. Implementing green manufacturing projects, promoting green design, exploring the greening of the whole industrial chain of product design, production process, product distribution and recycling and disposal and utilization, and promoting green manufacturing. Accelerate the green development of the whole process of source emission reduction, process control, end treatment and comprehensive utilization in the industrial field. We will accelerate the implementation of mandatory cleaner production audits in industries with high energy consumption, high emissions and resource-based industries, gradually incorporate carbon emission indicators into cleaner production audits, and enhance the efficiency of pollution reduction and carbon reduction in enterprises. We will support the transformation of key industries such as electric power, iron and steel, non-ferrous metals, building materials, petrochemical, chemical, coal, coking, textile, papermaking, printing and dyeing, and machinery for energy conservation and carbon reduction, as well as scientific and technological innovation in green and low-carbon fields, promote the application of major green and low-carbon zero-carbon and negative-carbon demonstration technologies, and build green and low-carbon industrial demonstration parks. 9. We will carry out in-depth treatment of flat glass, refractories, non-ferrous metal smelting, ceramics, carbon, lime, brick and tile kilns and other industries, and encourage and support the conversion of existing industrial kilns using highly polluting fuels to industrial waste heat, electric energy and natural gas. Supporting the basic use of industrial waste heat, electricity or natural gas for heating furnaces, heat treatment furnaces, drying furnaces and kilns that use coal, petroleum coke, residual oil, heavy oil and other fuels; supporting the use of gas furnaces and electric furnaces for cupolas in foundry (10 tons/hour or less) and rock wool industries; and supporting the comprehensive promotion of clean energy substitution in ceramics, gypsum boards, refractories and other industries. 10. Promote the transformation of ultra-low emissions in the whole process, the whole process and the whole period of steel, cement, coking and other industries, and implement the policy of differentiated electricity price and water price. Implement normal peak staggering production of cement and brick kiln enterprises. We will improve the working mechanism for early warning, initiation, response and release of heavily polluted weather, implement classified policies and precise emission reduction for industrial enterprises with different levels of governance and emission intensity, implement differentiated environmental control measures during heavily polluted weather, and promote the overall upgrading of industry governance. Enterprises with A-level performance and leading enterprises can take emission reduction measures independently; enterprises with B-level and below and non-leading enterprises shall meet the requirements of relevant national and provincial regulations on emission reduction; enterprises with emerging industries, strategic industries and people's livelihood protection shall take emission reduction measures according to the actual situation. We will strengthen the management of ozone-depleting substances and hydrofluorocarbons, accelerate the transformation of production lines using hydrochlorofluorocarbons, and phase out the use of hydrochlorofluorocarbons. (4) Promoting pollution reduction and carbon

reduction in the field of transportation in a coordinated manner 11. We will continue to promote "public transit railway" and "public transit water" for bulk goods, actively accelerate the entry of special railway lines into enterprises and parks, promote the use of railways, waterways or pipelines for long-distance transportation of bulk goods such as coal and ore, encourage the use of new energy vehicles for short-and medium-distance freight transportation, and mainly use new energy light logistics vehicles for urban freight transportation. New replacement projects in iron and steel and cement industries should realize closed transportation of ore belt corridors and clean transportation of bulk material products. We will fully implement the Sixth National Emission Standard for Heavy-duty Vehicles, the Fourth Phase of Non-road Mobile Diesel Machinery and the Second Phase of Ship Emission Standard. 12. We will continue to promote the construction of national urban green freight distribution demonstration projects in Zhengzhou, Xuchang and Jiyuan demonstration zones, summarize and popularize the experience of Zhengzhou and Luoyang in the construction of national urban and rural efficient distribution pilot projects, and accelerate the construction of provincial urban and rural efficient distribution pilot projects in Xuchang, Puyang, Hebi and Lankao. In Zhengzhou and Luoyang, we will explore the establishment of a green urban distribution system with centralized external railway transportation and internal distribution of new energy vehicles, so as to promote the intermodal transport of production and living materials such as building materials, agricultural by-products, light industry and medicine. New energy vehicles are used in all new buses and municipal sanitation vehicles, and new energy vehicles are used in principle in all new or updated urban logistics distribution, postal vehicles, taxis, online taxis, official vehicles, dregs trucks and cement tankers in the province. Optimize the layout of cities and towns, rationally control the total scale of urban construction, strengthen the management of building demolition and construction, and promote the design, construction, operation and management of new buildings in accordance with green building standards. We will actively promote the green renovation of existing buildings, vigorously develop prefabricated buildings, carry out demonstrations of ultra-low energy consumption building projects, and encourage all localities to explore and practice near-zero energy consumption buildings and zero-carbon buildings. Strengthen the coordinated control of leachate, odor and greenhouse gases in domestic waste landfills, and select a number of landfills with large greenhouse gas production to carry out upgrading and transformation.Sponge city construction and transformation will be promoted according to local conditions, and all new urban areas and new projects will meet the requirements of sponge city construction; old urban areas will actively implement sponge transformation in combination with old city transformation, water accumulation point renovation, black and odorous water treatment, old residential area transformation and improvement of the functional quality of existing green space. Explore the establishment of regional rainwater drainage management system, encourage places where conditions permit to try first, and bring urban rainwater outlets into daily supervision such as monitoring and management. 15. Promote the green production mode of agriculture, and coordinate the promotion of energy conservation, emission reduction and pollution control in planting, animal husbandry and fisheries. We will promote the construction of Zhoukou National Agricultural High-tech Industrial Demonstration Zone, Pingdingshan City, Jiyuan Demonstration Zone, two national agricultural green development pioneer zones and 13 provincial agricultural green development pioneer zones in Xinyang City. Deeply implement the action of reducing and increasing the efficiency of chemical fertilizers and pesticides, strengthen the control of non-point source pollution in planting industry, promote the action of pollution control of agricultural film, improve the comprehensive utilization rate of straw, and effectively control greenhouse gas emissions from agricultural activities such as farmland, livestock and poultry breeding. We will strengthen pollution control and comprehensive utilization of livestock and poultry wastes, strengthen environmental management of centralized disposal facilities such as sewage and garbage, and coordinate the control of greenhouse gases such as methane. Implementing the water-saving action in Henan Province, vigorously promoting industrial water-saving transformation, strengthening the construction of supporting facilities for reclaimed water reuse, implementing urban reclaimed water reuse projects, and developing water efficiency "leader" enterprises. Around the iron and steel, petrochemical, papermaking, printing and dyeing industries, we will promote the establishment of a number of demonstration enterprises for industrial wastewater recycling, and promote and demonstrate a number of industrial park production-city integrated wastewater utilization projects in high-water-consuming parks such as petrochemical, textile and papermaking. Develop sewage resource utilization, build reclaimed water utilization system, promote energy saving and consumption reduction in sewage treatment plants, and promote heat energy utilization technologies such as sludge biogas cogeneration and water source heat pump in sewage treatment plants. green low-carbon cycle in a coordinated manner 17. We will accelerate the construction of "waste-free cities" in Zhengzhou, Luoyang, Nanyang, Sanmenxia and Lankao, strengthen the recycling of renewable resources such as scrap steel, waste paper, waste plastics, waste tires, waste non-ferrous metals and waste glass, and promote the substitution of industrial solid wastes such as tailings, fly ash, smelting waste residue and coal gangue for building materials. We will promote the recycling of new wastes such as retired power batteries, photovoltaic modules and wind turbine blades. We will comprehensively promote the classification of domestic waste, actively promote the harmless and resource-based disposal of agricultural waste and kitchen waste, and reduce the landfill of organic waste. 18. Promote land greening scientifically and promote the ecological barriers of Taihang, Funiu and Tongbai-Dabie Mountains. We will accelerate the construction of ecological corridors along the Yellow River, the main canal of the middle route of the South-to-North Water Transfer Project, the Grand Canal of the Sui and Tang Dynasties, the old course of the Yellow River in the Ming and Qing Dynasties, and the Huaihe River, build high-efficiency eco-economic demonstration zones at the head of the canal, continuously increase forest area and stock, and constantly enhance the carbon sink and purification functions of the ecosystem. We should strengthen urban ecological construction, scientifically plan and rationally lay out urban ecological corridors and ecological buffer zones. We will gradually establish nature-based solutions to mitigate and adapt to climate change, coordinate efforts to promote biodiversity conservation, protection of forest, wetland and grassland resources, and management of mountain, water, forest, field, lake, grass and sand systems, so as to enhance the ability to adapt to climate change and improve the quality and stability of ecosystems.
