1. General requirements

(1) Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding ideology

is to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, comprehensively implement the idea of Xi Jinping and ecological civilization, adhere to precise, scientific and legal pollution control, and make more use of market-oriented and legalized means. Better play the role of the government, promote the implementation of ultra-low emissions in the cement industry, improve the level of air pollution control in the whole process of the cement industry, promote the continuous improvement of air quality, achieve the synergy of pollution reduction and carbon reduction, and provide strong support for the further fight against pollution.

(2) The basic principle

is to adhere to synergy and systematic improvement. We will comprehensively promote the ultra-low emission transformation of the cement industry and the carbon emission reduction actions of the industry, optimize and adjust the structure of industry, raw materials, energy consumption and transportation, combine source reduction, process control and end treatment, promote the synergy of pollution reduction and carbon reduction, ensure the realization of pollution reduction targets, and help carbon reach peak carbon neutralization.

Insist on highlighting key points and advancing step by step. In order to improve air quality as the core, we should take the lead in the key areas of air pollution prevention and control (hereinafter referred to as the key areas), take into account the conditions of technology, economy and market, and determine the tasks of regional and phased transformation.

Insist on classified management and comprehensive measures. According to the production and emission characteristics of the industry, the index limits and control measures are put forward for the classification of organized emissions, unorganized emissions and material product transportation; the policies of finance, price, finance and environmental protection are comprehensively adopted to promote the implementation.

Adhere to the main body of enterprises and government guidance. Strengthen the main responsibility of enterprises, increase capital investment, strictly control the quality of projects, strengthen operation and management; better play the role of the government, form effective incentives and constraints, enhance service awareness, increase the joint punishment of multiple departments, and create a fair competition, healthy and orderly development environment.

(3) The implementation scope of ultra-low emission in the main target

cement industry includes cement clinker production enterprises (excluding mines) and independent grinding stations (including cement enterprises producing special cement and co-processing solid waste). Promote the ultra-low emission transformation of existing cement enterprises. By the end of 2025, significant progress will be made in key areas, and about 50% of the cement clinker production capacity will be transformed. By the end of 2028, the transformation of cement clinker production enterprises in key areas will be basically completed, and about 80% of the cement clinker production capacity will be transformed into ultra-low emission.

2. Indicators require

that the ultra-low emission of cement enterprises refers to the organized and unorganized emission and transportation of air pollutants in all production links (crushing, grinding, batching, clinker calcination, drying, co-disposal, etc., as well as the storage and transportation of raw materials, fuels and products) meet the ultra-low emission requirements. The control indicators and measures are as follows.

(1) Organized emission control indicators. When the reference oxygen content is 10%, the hourly average emission concentration of particulate matter, sulfur dioxide and nitrogen oxides in the flue gas of the cement kiln and the waste heat utilization system at the kiln tail is not higher than 10, 35 and 50 mg/m3 , respectively. See Schedule 1 for other specific indicators of organized emissions. At least 95% of the hourly average emission concentration of cement enterprises with ultra-low emission meets the above requirements.

(2) Unorganized emission control measures. Unorganized emission sources such as material storage, material transportation and production process shall adopt effective control facilities such as sealing and sealing on the premise of ensuring safe production. The unorganized emission control facilities shall operate normally synchronously with the production process facilities to ensure that there is no visible smoke and dust escaping from the dust-producing points and production facilities, and that the plant area is clean and dust-free. See Schedule 2 for specific requirements.

(III) Clean transportation requirements. The proportion of raw materials and fuels transported in and out of enterprises by clean means such as railways, waterways, pipelines, tubular belt conveyors and belt corridors shall not be less than 80%; for enterprises that fail to meet the requirements, all vehicles transported by automobiles shall be new energy or vehicles meeting the Sixth National Emission Standard. Enterprises in key regions where the proportion of clean transportation of raw materials and fuels is less than 80% should be replaced by new energy vehicles, while other raw materials and fuels should all be transported by new energy or vehicles with the Sixth National Emission Standard. Clean transportation is preferred for product transportation, and all vehicles with new energy or national six emission standards are used for automobile transportation. New energy transport vehicles are used in the plant (vehicles with national VI emission standards can be used before the end of 2025); non-road mobile machinery shall use new energy in principle, and those without corresponding products shall meet national IV and above emission standards.

3. Key tasks

(1) Optimize and adjust the industrial structure

, strictly implement the policy of capacity replacement, strengthen the control of excess capacity, resolutely curb new capacity in violation of regulations, and strictly prohibit new cement clinker production capacity in key areas. Revise the Catalogue of Guidance for Industrial Structure Adjustment, study and improve the standards for eliminating backward production capacity in the cement industry, and eliminate backward production capacity in accordance with the law and regulations through comprehensive means. Give full play to the role of energy consumption, environmental protection, quality, safety and other standards, guide the orderly withdrawal of inefficient production capacity with high energy consumption and high emission intensity, and encourage key regions to formulate plans for the withdrawal of restricted production capacity. Enterprises or facilities listed in the phase-out plan no longer require the implementation of ultra-low emission transformation. We will promote the construction of new reconstruction and expansion (including relocation) cement projects at ultra-low emission levels.

(2) To promote the transformation

of ultra-low emissions of existing enterprises in an orderly manner, all localities should focus on the needs of air quality improvement, grasp the rhythm and intensity, and promote the transformation of ultra-low emissions of cement clinker production enterprises and independent grinding stations with high quality. It is necessary to strengthen services and guidance for enterprises, help them rationally choose technical routes for transformation, and coordinate and solve major issues such as clean transportation. Mature and applicable environmental protection transformation technology shall be selected

according to plant manufacturing. To strengthen source control, cement kilns are equipped with low-nitrogen burners, and low-nitrogen combustion technologies such as staged combustion and refined control of oxygen content in other decomposition furnaces are adopted. Effective measures are taken to control ammonia escape, and the consumption of denitrification ammonia water is less than 3. Mature and stable pollution control technologies are adopted for end treatment. Promote the cancellation of flue gas bypass, keep it closed and sealed in non-emergency situations due to the need of safety production, strengthen supervision by installing automatic monitoring equipment and flowmeters, encourage the installation of inductive valves in bypass, and connect the signals of valve opening status and opening to the central control system. The management and control requirements for the bypass flue gas discharge outlet of the cement kiln co-processing solid waste enterprise are the same as those for the discharge outlet of the cement kiln and the waste heat utilization system at the kiln tail.

Unorganized emission control should adopt effective control measures such as sealing and sealing, encourage the use of fully enclosed mechanized stock yards, silos, circular warehouses and other material storage methods, rationally allocate waste gas collection facilities at dust-producing points in accordance with the principle of "collecting all that should be collected", and optimize the collection of air volume. Optimize the process flow, reduce the transfer links, reduce the material drop, and shorten the transportation distance; the feeding devices of the crusher and mill shall be provided with airtight or closed dust-proof measures, and the discharge port and the ash outlet of the dust remover shall be provided with air locking devices.

Strengthen the transformation of clean transportation, give priority to railway or waterway for medium and long distance transportation; give priority to belt corridor or new energy vehicles for short distance transportation; give priority to belt corridor or closed screw conveyor for material transfer in the plant, so as to reduce the amount of secondary transportation and automobile transportation of materials in the plant.

(3) Promote the coordinated pollution reduction and carbon

reduction in the cement industry as a whole, encourage enterprises to carry out the coordinated pollution reduction and carbon reduction and cleaner production transformation in the ultra-low emission transformation, actively explore the Co ordinated control technology of pollutants and greenhouse gases, and complete 8 by 2025. Increase the proportion of calcium and magnesium-containing waste slag resources to replace limestone, increase the proportion of slag and fly ash industrial wastes, and reduce the clinker coefficient. Improve the quality and application level of cement products, and promote the reduction of cement use. We will actively promote fuel substitution and use cement kilns to co-dispose of solid waste to replace coal. Enterprises that use independent heat sources for drying will be encouraged to use clean energy such as natural gas and electricity. Carry out technical transformation of energy conservation, pollution reduction and carbon reduction, strictly implement the requirements of energy consumption quota per unit product of cement, and the direct emission of carbon dioxide per ton of clinker is not higher than 0. Accelerate the promotion of energy-saving technical equipment such as low-resistance cyclone preheater, high-efficiency firing, high-efficiency grate cooler and high-efficiency energy-saving grinding. Enterprises are encouraged to give priority to clean and low-carbon transport modes and build green supply chains.

(4) Enterprises that strengthen the whole process of fine environmental management

and implement ultra-low emission transformation can achieve the ultra-low emission requirements by comprehensively strengthening the automatic monitoring of pollutant emissions, process monitoring and video surveillance facilities, including the following measures. Automatic monitoring facilities shall be installed according to the requirements of Schedule 3, and automatic monitoring of ammonia pollution factors shall be added to the waste heat utilization system of cement kiln and kiln tail. Distributed control system (DCS) is installed in main production equipment and pollution control facilities, high-definition video surveillance facilities are installed in key processes, and air quality monitoring micro-stations are set up at key points. Build a plant-wide integrated environmental management and control platform to record the operation of monitoring and control facilities related to organized and unorganized emissions, as well as clean transportation. Data of automatic monitoring and DCS system shall be kept for at least five years, and HD video monitoring data shall be kept for at least six months (see Attached Tables 3 and 4 for specific requirements).

Strengthen operation management. Enterprises should ensure the synchronous operation of cement clinker production and denitrification system, and make good records of denitrification agent procurement, daily inspection of consumption and maintenance of spray gun. Effective measures such as reasonable control of denitration agent dosage, optimization of reaction temperature, reaction interval and residence time were taken to control ammonia escape. Regularly inspect the operation of unorganized emission facilities, and encourage the use of intelligent platforms to achieve precise control of unorganized emissions.

Strengthen transportation management. Enterprises should be equipped with full-time personnel to strengthen transportation management, build access control and video surveillance systems, as well as electronic accounts for incoming and outgoing transport vehicles, in-plant transport vehicles and off-road mobile machinery. Enterprises should use up-to-standard vehicles for transportation, encourage them to sign vehicle emission compliance guarantees with vehicle suppliers, raw and auxiliary material suppliers and product purchasers, add corresponding contract terms, and provide annual inspection certificates for transport vehicles to achieve vehicle compliance management. See Schedule 5 for specific requirements.

Improve the management system. Establish and improve the environmental protection management organization of the enterprise, set up full-time personnel for environmental protection; establish the management system for the overhaul and maintenance of environmental protection facilities, environmental monitoring, environmental protection supervision and assessment, and environmental protection contingency plan of the enterprise; record the environmental management account in a standardized, accurate and complete manner in accordance with the requirements of the technical specifications for pollutant discharge permits, and truthfully reflect the operation of production facilities and pollution control facilities.

4. Policies and measures

It is the legal responsibility of cement enterprises to meet the emission standards, and ultra-low emission is the encouragement orientation. Cement enterprises that have completed the transformation of ultra-low emission should increase their support.

(1) Increase fiscal, taxation and financial support. We will implement the Environmental Protection Tax Law and preferential policies for enterprise income tax credits for purchasing special equipment for environmental protection. In accordance with the Measures for the Management of Funds for the Prevention and Control of Air Pollution, the cement ultra-low emission renovation project is supported. Banking institutions are encouraged to provide credit support to cement enterprises for ultra-low emission transformation, support eligible enterprises to issue bonds for direct financing, and raise funds for ultra-low emission transformation and other fields.

(2) Implementing differentiated environmental protection management policies. Give full play to the leading and exemplary role of benchmarking enterprises. For cement enterprises that have completed the transformation of ultra-low emission and have been publicized, A-level performance rating can be carried out to avoid peak staggering production. During the warning period of heavy pollution weather, independent emission reduction measures can be taken. Cement enterprises that fail to complete ultra-low emission transformation within the time limit shall strictly implement emergency emission reduction measures during the warning period of heavily polluted weather, and strengthen law enforcement and supervision. Conditional regions are encouraged to formulate policies such as differentiated electricity prices and credit finance based on pollutant emissions, energy consumption and greenhouse gas emissions.

(3) Strengthen technical support. To study and formulate relevant technical guidance documents for ultra-low emission transformation of cement industry, and timely revise the emission standards of air pollutants in cement industry. Support cement enterprises to cooperate with universities, scientific research institutions and environmental protection engineering technology companies to innovate energy-saving and emission reduction technologies. National eco-environmental research institutes and trade associations are encouraged to build an exchange platform for ultra-low emission transformation of enterprises to promote the popularization and application of mature and advanced technologies.

5. Implementing safeguards

(1) Strengthening organizational leadership. The Ministry of Ecology and Environment, together with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance and the Ministry of Transport, shall organize the implementation of this Opinion, and the relevant departments shall perform their respective duties, assume their respective responsibilities, cooperate closely and form a joint force to strengthen the guidance of local work and coordinate and solve the difficulties and problems in the process of promotion in a timely manner. The Ministry of Ecology and Environment, in conjunction with relevant departments, has established a management account for the transformation of ultra-low emissions in the cement industry. All localities should strengthen organizational leadership and do a good job in supervision, management and service. All provinces (autonomous regions and municipalities) shall formulate the ultra-low emission transformation plan for local cement enterprises, determine the annual key transformation projects, refine the objectives and tasks, decompose and implement the responsibilities, and submit them to the Ministry of Ecology and Environment and the Ministry of Industry and Information Technology by the end of December 2023.

(2) Strengthen the main responsibility of enterprises. Cement enterprises are the main body responsible for the implementation of ultra-low emission transformation. They should formulate specific work plans in accordance with the relevant requirements of the state and local governments, and strive to achieve the real attention of enterprise leaders, the real investment of funds, the implementation of real projects, and the real improvement of management level, so as to ensure that the transformation task is completed on schedule. Enterprises should strengthen the technical training of personnel, improve the internal environmental protection assessment and management mechanism, and realize the long-term continuous and stable operation of treatment facilities. In the process of construction and operation of environmental protection control projects, the relevant provisions of safety management should be strictly implemented, and the main responsibility of enterprises for safety production should be earnestly implemented. Large cement enterprise groups should play an exemplary role, decompose and implement the transformation objectives and tasks in time, and strive to complete them ahead of schedule.

(3) Strict evaluation management. The Ministry of Ecology and Environment, in conjunction with relevant departments, evaluates the completion of the ultra-low emission transformation in the previous year annually in accordance with the plans for the ultra-low emission transformation of the cement industry in various provinces (regions and municipalities), and incorporates it into the assessment and evaluation system for the prevention and control of air pollution. After one month of continuous and stable operation,

enterprises can carry out evaluation and monitoring by themselves or by entrusting qualified monitoring institutions and competent technical institutions in strict accordance with the requirements of indicators and relevant technical documents. If it meets the requirements of ultra-low emission steadily, it can be submitted to the local departments of ecological environment, industry and information technology. Industry associations are encouraged to play a bridge role and guide enterprises to carry out ultra-low emission transformation and assessment and monitoring.

Strengthen credit supervision, carry out credit management in accordance with the relevant provisions of the state for environmental protection companies with poor quality of construction projects, operation and maintenance agencies with low level of operation and management of environmental protection facilities and fraudulent acts, as well as evaluation and monitoring agencies, and carry out joint punishment for dishonesty in accordance with the law and regulations.

(4) Strengthen supervision and law enforcement. All localities should do a good job in routine supervision and law enforcement inspection, punish enterprises that fail to meet the standards and fail to discharge pollutants in accordance with the license according to law and regulations, and severely crack down on serious illegal activities such as fraud and unauthorized suspension of environmental protection facilities. For those who have completed the transformation of ultra-low emissions, we should carry out supervision after the event, establish a dynamic supervision and management account, organize "double random" inspection, adjust the dynamic management list in time, cancel the relevant preferential policies according to the circumstances, and make them public to the society.

(5) Strengthen publicity and guidance. Do a good job of policy interpretation and publicity, create a good atmosphere of public opinion conducive to the development of ultra-low emission transformation in the cement industry, and enhance the sense of responsibility and honor of enterprises to carry out ultra-low emission transformation. Relevant departments at all levels should actively follow up the relevant public opinion trends, respond to social concerns in a timely manner, and publicize and report the excellent practices of local governments and enterprises.
