III. Main Objectives

4. Main tasks
(1) Strict examination and approval
of project access, strict control of new cement grinding capacity throughout the city, new capacity is not greater than withdrawal capacity. Existing enterprises are encouraged to unite and reorganize. For optimizing and integrating new projects, local economic development needs, environmental carrying capacity, resource distribution, industrial base, market space, logistics and transportation and other factors should be taken into account comprehensively, so as to achieve reasonable layout and advanced technology and equipment. At the same time, advanced technologies such as green environmental protection, solid waste utilization, energy saving and emission reduction, and intelligent production shall be adopted. The scale shall reach an annual output of 1 million tons of cement and above. The comprehensive energy consumption per unit of cement products shall reach the energy consumption limit grade 1 of the Energy Consumption Limit of Cement Unit Products (GB 16780-2021); It is necessary to configure dust removal equipment and a series of control measures such as storage, packaging and transportation to meet the requirements of the Implementation Plan for Ultra-low Emission Transformation of Cement Industry in Zhejiang Province, and install on-line monitoring facilities.
(2) Enterprises
with high consumption and low efficiency shall strictly implement the latest regulations and standards on environmental protection, energy consumption, safety, quality and technical equipment, carry out special inspections on legality and compliance from time to time, and require enterprises that fail to meet the standards to rectify within a time limit. Enterprises that fail to rectify within the time limit or fail to meet the standards after rectification shall be dealt with in accordance with relevant laws and regulations. 5. Safeguard measures
(1) Strengthen overall coordination. Establish a joint coordination mechanism at the municipal, district, county and township levels to form a working pattern with clear responsibilities and coordinated promotion, promote the renovation and upgrading work in accordance with the law and regulations, and promote the implementation of the target task of the renovation and upgrading of the cement grinding industry.
