Recently, Hebei Building Materials Industry Association issued the Notice of Self-discipline, Self-rescue and Peak-staggering Production Arrangement of Hebei Cement Industry in 2023-2024.
According to the Notice of Hebei Provincial Department of Industry and Information Technology on Cement Peak-Staggering Production in 2023-2024 (Jigongxin Original Letter [2023] 391) and the spirit of relevant documents on peak-staggering production, in order to ensure the effective implementation of peak-staggering production, Hebei Provincial Department of Industry and Information Technology and Hebei Provincial Department of Ecology and Environment issued the Notice. To achieve rigid peak staggering, precise peak staggering, reverse the loss situation of the industry, help enterprises out of difficulties, further reduce air pollutant emissions, and promote the continuous improvement of the atmospheric environment, combined with the actual situation of the cement industry in Hebei Province, through the joint study of the industry and enterprises, the cement industry in Hebei Province has been established. The self-discipline, self-rescue and peak-staggering production arrangements for the cement industry in Hebei Province in 2023-2024 are as follows:
Peak-staggering scope:
61 cement clinker production enterprises (84 production lines, including special cement) in the province.
Peak-staggering time:
(I) Annual peak-staggering days
are determined according to the degree of overcapacity and market demand in each region: 200 days of peak-staggering production in Northeast Hebei (Tangshan City, Qinhuangdao City, Chengde City, Zhangjiakou City and Langfang City); The central and southern Hebei region (Handan City, Xingtai City, Shijiazhuang City, Baoding City) has 190 days of self-discipline and self-rescue peak staggering production.
(2) Specific time
1. According to the requirements of the Notice of Hebei Provincial Department of Industry and Information Technology and Hebei Provincial Department of Ecology and Environment on Cement Peak-staggering Production in 2023-2024 (Yigong Xinyuan Letter [2023] 391), In the heating season (from November 1, 2023 to March 31, 2024), the production will be staggered for 120 days. The specific peak staggering production time period shall be implemented in accordance with the requirements of the public announcement of the peak staggering production plan in the heating season.
2. In the non-heating season (from April 1 to October 31, 2024), peak-staggering production will be implemented in different regions, including 80 days of peak-staggering production in northeastern Hebei and 70 days of peak-staggering production in central and southern Hebei. The specific off-peak production period will be further arranged according to the actual operation of each region after joint study by regional enterprises.
3. In order to ensure the high-level operation of the industry at the beginning of 2024, and effectively alleviate the pressure of air pollutant emissions caused by central heating at the beginning of the heating season in 2023. Determination: from 00:00 on November 15, 2023 to 00:00 on November 25, 2023, all cement clinker production enterprises in the province will be subject to unified peak-shifting and kiln shutdown for 10 days (including enterprises enjoying peak-shifting exemption). The number of off-peak shutdown days is included in the off-peak production time in the heating season.
