The plan proposes that during the 14th Five-Year Plan period, the industrial structure and energy consumption structure will be continuously optimized, the efficiency of energy resources utilization will be significantly improved, a number of green factories and green industrial parks will be built, and a number of low-carbon, zero-carbon and negative-carbon technology and equipment products with remarkable emission reduction effect will be developed, demonstrated and promoted, so as to lay a solid foundation for carbon peak in the industrial field. By 2025, the energy consumption per unit of industrial added value above the scale will be reduced by 17%, and the carbon dioxide emission intensity of key industries will be significantly reduced. During the Tenth Five-Year Plan period, the industrial structure and energy consumption structure will be further optimized, the intensity of industrial energy consumption and carbon dioxide emissions will continue to decline, the carbon neutralization capacity will be strengthened on the basis of achieving the carbon peak in the industrial sector, and a modern industrial system characterized by high efficiency, green, recycling and low carbon will be basically established. Strive to reach the peak of carbon dioxide emissions in the industrial sector before 2030. The contents of the

plan involving the cement industry are summarized as follows:

Resolutely curb the blind development of projects with high energy consumption, high emission and low level. Strengthen the precise management of "two high" projects, take strong measures to establish a management mechanism for high energy consumption, high emission and low level projects, and implement inventory management, classified disposal and dynamic monitoring. Strictly control the access of high energy consumption, high emission and low level projects, and strictly implement the requirements of "three lines, one single" and total emission control of key pollutants for new construction, reconstruction and expansion of "two high" projects. Enterprises should be guided to adopt advanced technology to upgrade and transform and reduce pollutant emissions.

We will strictly implement capacity replacement policies for steel, cement, flat glass (except photovoltaic rolled glass), electrolytic aluminum and other industries, strengthen the analysis, early warning and window guidance of excess capacity in key industries, speed up the elimination of excess capacity, and implement normal peak staggering production of cement. Implementing a comprehensive standard system focusing on environmental protection, energy consumption, quality, safety and technology, strictly normalizing law enforcement and implementing mandatory standards, consolidating the effectiveness of eliminating backward production capacity in key industrial sectors, and organizing and carrying out "looking back" on backward production capacity in key industrial sectors such as steel, cement, flat glass, electrolytic aluminium, coking, bricks and tiles. will improve the supervision mechanism, standardize law enforcement procedures, strengthen capacity building, innovate supervision methods, improve supervision efficiency, and strengthen the application of results, so as to achieve full coverage of energy-saving supervision for key energy-consuming enterprises in high-energy-consuming industries, and continue to promote enterprises to use energy rationally in accordance with the law and regulations. We will carry out special supervision and inspection on the implementation of mandatory energy consumption and efficiency standards and the elimination of backward energy-using equipment in accordance with the law, and deal with enterprises that violate laws and regulations in accordance with the law. will implement a number of demonstration projects for energy conservation and carbon reduction, foster a number of leading enterprises in energy efficiency, release a number of major low-carbon technologies, and promote a number of advanced and applicable energy-saving and low-carbon technologies and technological equipment. By 2025, enterprises in key industries such as steel, electrolytic aluminium, cement, flat glass, oil refining, ethylene and synthetic ammonia will reach the benchmark level, and the proportion of production capacity at the benchmark level will reach 30%. Key energy-using units should be

guided to actively create green factories and carry out technological innovation and integrated application of green manufacturing. We will carry out dynamic management of the whole process of green factories, strengthen supervision and management of third-party evaluation agencies, and encourage green factories to prepare annual green low-carbon development reports. Build a number of "super energy efficiency" factories on the basis of green factories. By 2025, a total of 200 green factories above the autonomous region level will be established.

Encourage qualified industrial enterprises to speed up the construction of special railway lines and pipeline infrastructure, optimize the mode of freight transport, and promote the adjustment of transport structure. By 2025, a total of 10 demonstration enterprises of green supply chain management at or above the autonomous region level will be established.

We will promote the transformation of ultra-low emissions in steel, cement and other industries. Research on efficient recycling technology of pollutants in key industries such as iron and steel, petrochemical, electrolytic aluminium and coal chemical industry in key regions.

Focus on key carbon emission links, energy control and other typical application scenarios, cultivate "industrial Internet + green low carbon" solutions and industrial APP, deepen the innovative application of industrial Internet in key industries such as petrochemical industry, non-ferrous metals, building materials, steel, textile and equipment, and promote industrial carbon reduction through large-scale promotion.

Strictly implement the replacement policy of cement and flat glass production capacity, and eliminate backward production capacity in accordance with the law and regulations. Support a high proportion of combustible wastes such as refuse derived fuels, plastics, rubber and biomass fuels to replace coal. Make full use of non-carbonate raw materials such as carbide slag to replace limestone, and encourage the use of calcium-containing resources such as fly ash, industrial waste residue and tailings as raw materials or cement admixtures. By 2025, cement and a number of green low-carbon production lines with synergistic effects of pollution reduction and carbon reduction have been transformed and constructed in cement, glass and ceramics industries, so as to realize the industrial application of carbon capture, utilization and storage technology in furnaces and further reduce energy consumption per unit product.

2. Main tasks

(1) Deeply optimize the industrial structure and accelerate the construction of a low-carbon industrial system
