On July 13, the Dezhou Municipal People's Government issued a circular on the work programme of carbon peak in Dezhou.

In order to thoroughly implement the major strategic decision-making and deployment of the Party Central Committee and the State Council on carbon peak and carbon neutralization and the work requirements of the provincial Party Committee and the provincial government, we should steadily and orderly promote the work of carbon peak in the whole city. 1. General requirements

(1) Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding ideology

comprehensively implements the spirit of the 20th National Congress of the Communist Party of China, thoroughly implements the idea of ecological civilization of Xi Jinping, bases itself on the new stage of development, completely, accurately and comprehensively implements the new concept of development, and strives to build a well-off society in an all-round way. During the 14th Five-Year Plan period, the city's industrial structure and energy structure optimization and adjustment have made remarkable progress, the energy efficiency of key industries has been greatly improved, coal consumption has been strictly and reasonably controlled, the construction of a new power system with a gradual increase in the proportion of new energy sources has been accelerated, and new progress has been made in the promotion and application of green low-carbon technologies. We will substantially reduce the consumption of bulk coal and promote "coal to gas" and "coal to electricity" according to local conditions.
