Dezhou Carbon Peak Work Plan
is to thoroughly implement the Party Central Committee, The State Council's major strategic decision-making and deployment on carbon peak and carbon neutralization and the work requirements of provincial Party committees and provincial governments have steadily and orderly promoted the work of carbon peak in the whole city. This plan is formulated in accordance with the National Action Plan for Carbon Peak by 2030, Shandong Province's Several Measures for Implementing the Opinions of the Central Committee of the Communist Party of China and the State Council on Implementing the New Development Concept Completely, Accurately and Comprehensively to Do a Good Job in Carbon Peak and Carbon Neutralization, and Shandong Province's Implementation Plan for Carbon Peak.
1. General requirements
(1) Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding ideology
comprehensively implements the spirit of the 20th National Congress of the Communist Party of China, thoroughly implements the idea of ecological civilization of Xi Jinping, bases itself on the new stage of development, completely, accurately and comprehensively implements the new concept of development, and strives to build a well-off society in an all-round way. Actively serving and integrating into the new development pattern, closely focusing on the target orientation of "going ahead and opening up a new situation" in the whole province, taking the comprehensive green transformation of economic and social development as the guide, coordinating to promote carbon reduction, pollution reduction, green expansion and growth, deepening the transformation of new and old kinetic energy to promote green, low-carbon and high-quality development, and promoting economic system and industry. The carbon peak will run through the whole process and all aspects of economic and social development, effectively and orderly do a good job of carbon peak work, to ensure the realization of synchronous peak with the province.

2. Implementing the "Ten Major Projects"

2. Reasonably control the growth of coal consumption, and strictly implement the reduction and substitution of new coal projects. By 2025, on the premise of ensuring the stable continuous supply of electricity and heat, the extraction condensing units under 300000 kilowatts and the back pressure units that meet the decommissioning conditions will be basically replaced and withdrawn. We will substantially reduce the consumption of bulk coal and promote "coal to gas" and "coal to electricity" according to local conditions. By 2025, the average coal consumption of coal-fired power units under normal working conditions will be reduced to about 295 grams of standard coal per kilowatt-hour. 3. Continue to upgrade the quality of refined oil products and maintain oil consumption in a reasonable range.
