of pollution prevention and control on December 31, 2022. Notice of the Shaanxi Provincial People's Government on Issuing the Implementation Plan for the Comprehensive Work of Energy Conservation and Emission Reduction in the 14th Five-Year Plan (hereinafter referred to as the Implementation Plan). In order to vigorously promote energy conservation and emission reduction, fight the battle of pollution prevention and control, accelerate the establishment and improvement of a green low-carbon cycle development economic system, promote the comprehensive green transformation of economic and social development, and help achieve the goal of carbon peak and carbon neutrality.
The implementation plan proposes the implementation of energy saving and carbon reduction transformation and upgrading of traditional industries. Focusing on iron and steel, non-ferrous metals, building materials, petrochemical and chemical industries, we will firmly promote energy-saving and carbon-reducing transformation and in-depth treatment of pollutants. Eliminate backward production capacity, backward technology and backward products in accordance with the law and regulations, continue to eliminate excess capacity, and encourage key industries and enterprises to improve energy efficiency through various measures. We will strengthen the popularization and application of green low-carbon technology and equipment, accelerate the transformation of ultra-low emissions in cement, iron and steel, coking industries and coal-fired boilers, and complete the transformation of ultra-low emissions in iron and steel industries and coal-fired units and boilers in Guanzhong area by 2025. According to
the Implementation Plan, by 2025, more than 30% of the production capacity and data centers in key industries such as steel, electrolytic aluminium, cement, flat glass, oil refining, ethylene, synthetic ammonia and calcium carbide will reach the benchmark level of energy efficiency through the implementation of energy-saving and carbon-reducing actions.
Comments: a series of policies issued in the Implementation Plan can regulate the illegal acts of cement enterprises in Shaanxi Province, promote the green transformation of cement enterprises, reduce the discharge of sewage and gas, further promote energy conservation and emission reduction in the province, accelerate the upgrading of production capacity in the industry, and resolve the problem of overcapacity.
