On August 26, China Resources Power Laohekou Hydrogen and Oxygen Production Technology Research and Development Project and Hydrogen Production System Laboratory EPC General Contracting Project Tender Announcement was issued, and the tenderer was China Resources New Energy (Laohekou) Co., Ltd .
The tender announcement shows that the project is located in the recycling industrial park area of Laohekou Chemical Industry Park, Xiangyang City, Hubei Province. This tender is the EPC general contracting project of the hydrogen production system laboratory, which is a turnkey project. The
scope of bidding includes the survey and design of the project, the formulation and implementation of the research plan for scientific research projects, equipment procurement, construction, installation and commissioning, testing and inspection, defect elimination, trial operation and acceptance. All special examination and acceptance of the project (safety assessment, environmental assessment, fire control, water conservation, lightning protection, labor safety and occupational health, occupational hazard control effect evaluation, etc.), pressure vessels, pressure pipes and all other special equipment are reported, inspected, accepted and registered for the use of special equipment, project supervision and inspection, project planning and construction. All work such as project commissioning and operation procedures, project quality warranty services and personnel training.
Delivery date/construction period: Project construction: It is planned to commence on September 30, 2025 and complete on September 30, 2026, subject to the written commencement notice issued by the Supervisor in accordance with the requirements of the Employer. Research and development of
science and technology: the starting date shall be the date when the Employer approves the implementation plan of the scientific research subject submitted by the Contractor, and the subject research shall be completed within 2 years and shall be accepted by the relevant departments of the Employer. Consortium bidders are allowed
in this tender , and the number of members shall not exceed 3 . Bid
closing/opening time is 9:00 on September 16, 2025 (Beijing time, if there is any change, it will be notified separately). Qualification requirements
for the bidder:
1. Qualification requirements: (1) The bidder (if it is a consortium, all members of the consortium) is an independent legal person or other organization legally registered within the territory of the People's Republic of China and has the right to conclude contracts independently.
(2) Independent bidders, The consortium bidder (the members of the consortium undertaking the professional content according to the consortium agreement shall have the corresponding qualifications of the specialty) shall have the following qualifications at the same time:
① having the comprehensive Grade A qualification of engineering design or the Grade B or above qualification of engineering design in the chemical, petrochemical and pharmaceutical industry or the engineering design in the chemical, petrochemical and pharmaceutical industry (oil refining engineering or petroleum and chemical products Storage and transportation or chemical engineering); and special equipment design license or special equipment production license (including pressure pipeline GC1).
② It has the qualification of general contracting of petrochemical engineering construction at the second level or above, and also has the production license of special equipment (including pressure pipeline installation GC level 1).
2. Performance requirements: Independent bidder: from January 1, 2020 to the deadline for bidding (subject to the time of contract signing), at least one electrolytic water hydrogen production unit with a hydrogen production scale of 1000Nm?/H (single unit) or above has been completed by EPC or PC or EP general contracting.
The consortium bidder (according to the division of labor agreed in the consortium agreement) shall meet one of the following ① ② ③ or ① ③ or ② ③ at the same time:
① The design unit in the consortium: from January 1, 2020 to the deadline for bidding (subject to the time of signing the contract). The design of at least one electrolytic water hydrogen production device with a hydrogen production scale of 1,000Nm?/H (single set) and above has been completed.
② Construction unit in the consortium: from January 1, 2020 to the deadline for bidding (subject to the time of signing the contract), at least one electrolytic water hydrogen production unit with a hydrogen production scale of 1000Nm?/H (single unit) and above has been completed.
③ Equipment supplier in the consortium: from January 1, 2020 to the deadline for bidding (subject to the time of signing the contract), there shall be at least one electrolytic water hydrogen production device (at least including the electrolytic cell) with a hydrogen production scale of 1000Nm?/H (single set) and above.
Note: The above performance shall be provided with the scanned copies of the first page of the contract, the page containing the scope of the project (including the installation capacity or production scale) and the content of the construction period, the seal page of both parties to the contract, the completion certificate or the commissioning certificate, the supply certificate, and the supply list that can reflect the performance requirements. At least one progress settlement invoice corresponding to the performance contract shall be provided (the invoice date shall be after the contract signing date and before the tender announcement date of this bid section).
3. Requirements for project manager: have the registration certificate of first-class constructor (mechanical and electrical engineering or construction engineering specialty) and valid certificate of safety production assessment (category B), and be registered with the bidder. The electronic registration certificate of first-class constructor shall be signed by hand. The project manager shall not act as the project manager or person in charge of other construction projects at the same time. In case of consortium bidding, the division of labor shall be carried out according to the consortium agreement, and the project manager shall be proposed by the members of the consortium undertaking the construction.
4. Safety requirements: The bidder must have a valid work safety license. If it is a consortium bidder, it is necessary to divide the work according to the consortium agreement, and the members of the consortium undertaking the construction have valid safety production licenses.
5. Consortium bidder: permitted, with no more than 3 members.
