1. Implementing the Great Protection Action of the Yangtze River and Creating a Model
of High-level Protection of the Yangtze River Basin in the New Era (1) Building the Yangtze River Thousand-mile Ecological Corridor. Do a solid job in the eight articles of "governance, repair, protection, prevention, transformation, excellence, communication and beauty" for the protection of the Yangtze River. Implement shoreline protection projects, carry out shoreline restoration and ecological corridor protection of the Yangtze River, Hanjiang River and Qingjiang River, and create a new model of waterfront space. Implementing ecosystem protection and restoration projects, strengthening the management and control of key ecological functional areas, doing a good job in mountain ecological restoration, implementing the integrated protection and restoration of mountains, rivers, forests, fields, lakes, grass and sand in Danjiangkou Reservoir Area and the northern foot of Mufu Mountain, and promoting the establishment of Shennongjia National Park and the construction of "Central China Water Tower". We will comprehensively promote the construction of green mines. We will build an international wetland city in Wuhan and promote the integration of wetland protection and urban development. We will implement major biodiversity conservation projects, implement a ten-year ban on fishing in the Yangtze River, implement rescue actions for endangered species such as finless porpoises, golden monkeys and Metasequoia, carry out bird protection activities and special actions to combat illegal hunting and trafficking of birds, and build a number of national biodiversity experience sites.
(2) Keep the safety of national strategic water sources. Implement the project of improving water conservation capacity, and carry out the construction of ecological protection belt around Danjiangkou Reservoir, ecological wetland in the fluctuating area and physical and quarantine facilities in key areas. Implementing the multi-dimensional integrated intelligent security project, comprehensively investigating and renovating the potential risks of Danjiangkou tailings reservoir, promoting the pilot project of "one road, one policy and one map" for the transportation of dangerous chemicals, building the national environmental emergency material reserve of Danjiangkou Reservoir, and establishing the dynamic monitoring and risk early warning and supervision system of the whole basin water environment of "technical defense + civil air defense + material defense". The water quality of the Danjiangkou Reservoir and the Three Gorges Reservoir is stable at Class II.
(Three) enhance the safety and resilience of rivers and lakes. We will implement the project of renovating and upgrading sewage outlets into rivers, establish a classified digital supervision system for key sewage outlets in the main and tributaries of the Yangtze River and lakes and reservoirs, and carry out "one outlet, one policy" renovation and fine management in the whole basin. Implementing key lake management projects, focusing on "source control, pollution interception, living water, restoration and transformation", carrying out ecological protection and management of Honghu Lake and Liangzi Lake, continuously improving lake water ecology, and building a "Honghu Lake model" for lake management in Jianghan Plain. We will implement the "Jingchu Anlan" modern water network construction project, accelerate projects such as water diversion from the Yangtze River to the Hanjiang River, water replenishment along the water conveyance line, and water security capacity improvement in the Hanjiang River Basin, so as to build an interconnected, safe and resilient modern water network. By 2030, the provincial water network coverage will reach 90%.
2. Implementing pollution prevention and control actions to build a benchmark
for improving ecological environment quality (4) Promoting the construction of beautiful blue sky in an all-round way. Implementing the Beautiful Blue Sky Project, insisting on dust suppression, emission control and pollution reduction, carrying out three-year air pollution prevention and control, and speeding up the elimination of backward production capacity and equipment in brick, tile, foundry and other industries. We will upgrade the environmental performance of key industries, complete the ultra-low emission transformation of steel, cement and other industries and domestic waste incineration enterprises, basically complete the full-load denitrification transformation of coal-fired power plants in key cities, and basically complete the clean energy substitution of flat glass and building ceramics industries. By 2030, there will be more than 1000 B-level and above enterprises. Strengthen the management of mobile sources, optimize and adjust the prohibited areas of high-emission off-road mobile machinery, strictly inspect and maintain the exhaust gas of diesel trucks and other motor vehicles, prohibit and restrict the road of vehicles, and control the access of key enterprises, so as to realize the clean transportation of ammonium phosphate, sand and gravel aggregates and other industries. Basically eliminate the fourth and below operating trucks and the second and below non-road mobile machinery, ports, airports, logistics parks and other new or updated operating vehicles, machinery to achieve new energy. Strengthen the fine provention and control of non-point source, strengthen the precise control and comprehensive utilization of straw burning ban. Strictly implement the "six modernizations" requirements for dust prevention and control in construction sites and roads, and promote fully enclosed ecological construction. We will carry out centralized management of "green islands" such as industrial painting and cooking fumes, and build "odor-free industrial parks". By 2030, the concentration of fine particulate matter (PM2.5) will be reduced to 32.
(5) Deepening the comprehensive management of water ecological environment. Implement urban sewage treatment, promote the construction of "plant-network integration" of urban domestic sewage, select cities and States with better conditions to build model areas with full coverage of pipeline network, and build green low-carbon benchmarking plants for sewage treatment. Promote the quality and efficiency of sewage collection and treatment in industrial parks, and carry out the performance classification of sewage treatment and discharge level of enterprises in key industries. We will implement the prevention and control of agricultural non-point source pollution, optimize the scale and layout of livestock, poultry and aquaculture, carry out demonstrations of comprehensive control of agricultural non-point source pollution in the Jianghan Plain, and create a new model of green aquaculture in the "land of fish and rice". Implementing fine management of river basins, establishing a precise traceability response mechanism for water bodies, sewage outlets into rivers and pollution sources, and carrying out water quality monitoring and evaluation of cross-township (town) water sections. By 2030, black and odorous water bodies in counties and townships will be basically eliminated, and the proportion of good water bodies will reach 88.
(6) Coordinating the prevention and control of soil and solid waste pollution. We will implement special remediation projects for soil and groundwater, promote the traceability of heavy metal pollution in agricultural land throughout the county, and implement special remediation of groundwater pollution in "one district, two fields" along the Yangtze River. Speed up the risk control and repair of the vacated land by stages such as iron and steel and chemical enterprises. We will implement comprehensive solid waste treatment projects, deepen waste clearance actions in the Yangtze River Economic Zone, and improve the capacity of harmless treatment of urban and rural domestic waste. Fully implement the information management of the whole process of hazardous waste. We will further promote the treatment of new pollutants.
3. Implementing green and low-carbon transformation actions to create a high-quality development highland
in the central region (7) Building a green and low-carbon modern industrial system. We will comprehensively implement the dual control of carbon emissions, carry out energy-saving review and carbon emission assessment of fixed asset investment projects, and comprehensively upgrade the advanced manufacturing industrial clusters of "51020" enabled by green and low carbon. Implement the renewal of traditional industries, fight the "three major battles" of automobile, steel and chemical transformation, and relay the "three new battles" of textile, food and building materials. We will promote the clustering of green power industries, develop new modes and formats such as direct connection of green power and coordination of computing power, build a national zero-carbon park in Jingmen with high standards, and build a number of zero-carbon factories and zero-carbon parks in Wuhan, Yichang and other places.
(8) Breakthrough development of circular economy. Recycling and efficient utilization of industrial resources, promoting the recycling of new wastes, strengthening the large-scale resource utilization of typical industrial solid wastes such as phosphogypsum, promoting the transformation from industrial solid wastes to functional materials, and strengthening energy-saving and environmental protection industrial clusters. Develop ecological agriculture and forestry in a circular way, strengthen the efficient utilization of agricultural and forestry wastes such as livestock and poultry manure, by-products of agricultural products processing and aquaculture tail water, promote ecological circular agriculture models such as combination of planting and breeding, combination of agriculture and animal husbandry, carry out carbon footprint management of characteristic agricultural products, and develop three-dimensional forestry economy. We will expand the circular economy service industry, widely promote green product design, develop professional and technical services such as green logistics, recycling, sorting and processing of renewable resources, and promote carbon neutralization of large-scale activities.
(9) Building a clean and efficient new energy system. We will vigorously develop new energy sources, promote the integrated development and construction of wind, solar, water, fire and storage, deepen the pilot project of the national hydrogen energy region in the Wuhan metropolitan area, and build a large-scale clean energy base in the middle reaches of the Yangtze River. We will build an important national power regulation and storage center, expand the "green power into Hubei" channel, promote the construction of 10 million kilowatt pumped storage and new energy storage power stations, and build a strong digital and intelligent power grid. We will upgrade the new generation of coal-fired power, pay attention to the transformation of coal-fired power to supporting and regulating power sources, and support the implementation of clean energy substitution for self-contained coal-fired units. Optimize the structure of energy supply and consumption.Develop the utilization of waste heat resources.
(10) Building a green and efficient transportation system. We will accelerate the construction of a multimodal transport system with interconnection and fast connection, strengthen the regulation of the Yangtze and Hanjiang waterways, adjust the transport structure, speed up the joint development of Tianhe + Huahu Airport, Yangluo Port and other transport hubs, build a new waterway for the Three Gorges and the Hubei section of the Han-Xiang-Gui inland waterway, and build a "golden triangle" green transport corridor for Han-Xiang-Yi. We will promote electrification, gasification and hydrogenation of the Yangtze River, carry out demonstration of ship electrification along the Yangtze River trunk line, explore and build demonstration scenarios of hydrogen energy ships along the Yangtze River, speed up the transformation of port shore power and ship high-power charging and replacement facilities, and apply new energy clean energy ships such as methanol and LNG on a large scale to lead the development of green shipping in the Yangtze River. By 2027, a national green intelligent ship application pioneer area will be built.
(11) Building the core hub of the national carbon market. We will build important infrastructure for the carbon market, expand the functions of the national carbon emission rights registration and settlement system, improve the clearing mechanism of carbon market funds, build a safe, efficient and stable carbon market functional platform, and assist in the completion of the national carbon market expansion increment. Promote the innovation of the pilot carbon market in Hubei, continue to carry out "lowering the threshold, expanding the industry, increasing the variety, improving the quality and efficiency", cultivate and strengthen the main trading body, and enhance the vitality of the carbon market. Enhance the radiation-driven function of carbon market, and build an integrated value-added service system of "carbon trading service, carbon financial innovation, carbon inclusive application, carbon technology transformation, carbon industry cultivation". We will vigorously develop low-carbon service industries and foster low-carbon industrial agglomeration areas such as the double-carbon economic belt around Shahu Lake. Focus on product carbon footprint management, carbon label certification and green certificate application, and expand green trade.
4. Implementing the reform of the ecological civilization system and building a demonstration zone
for the modernization of ecological environment governance (12) Promoting the comprehensive reform of the market-oriented allocation of resources and environmental factors in all fields. We will improve the market-oriented trading mechanism of resources and environment factors, make a good service platform for resources and environment rights and interests trading, explore cross-industry factor trading, and promote cross-provincial trading in cities in the middle reaches of the Yangtze River. By 2027, we will build a leading resource and environmental rights trading center in central China and radiate the whole country. We will improve the mechanism for realizing the value of ecological products, promote the investigation and monitoring of ecological products, optimize the control and confirmation of natural resources, and establish a dynamic database of ecological products. Develop green water economy, enrich forest carbon sinks and other "ecological plus" products. Innovating the development mode of gross ecosystem product accounting and ecological environment orientation. Deepening the pilot project of Shiyan national ecological product value realization mechanism. We should innovate green financial services, build a circular system of "green resources-green assets-green finance", deepen the pilot project of climate investment and financing, innovate carbon financial products and derivatives, and support the development of green asset financing and green consumer credit. By 2027, the development of carbon finance will be in the leading position in the country.
(Thirteen) build a whole chain of ecological environment governance system. We will improve the responsibility system and supervision mechanism for the ecological environment, implement the responsibility of leading cadres of Party committees and governments at all levels for the protection of the ecological environment, promote the connection between the management and control of ecological environment zoning and the planning of land and space, and implement the monitoring and early warning of the carrying capacity of the ecological environment. Fully implement the "one-certificate" closed-loop management of the pollutant discharge permit system. We will improve the system of compensation for damage to the ecological environment and the disclosure of environmental information. Explore and carry out risk assessment of ecological environment health in key areas. Deepening the linkage between administrative law enforcement and criminal justice, promoting ecological policing, deepening the coordination of "river and lake chief, forest chief + police chief + chief procurator" and ecological environment protection and discipline inspection and supervision. Establish a "green scale" mechanism for key industries, carry out comprehensive evaluation of energy conservation and efficiency, pollution reduction and carbon reduction, and environmental protection performance of key enterprises and parks in different industries, and build a number of coordinated benchmarking projects for pollution reduction and carbon reduction. We will deepen the scientific and technological innovation mechanism for the ecological environment, give full play to the role of Wuhan as a regional science and technology innovation center, accelerate the tackling of core technologies in the fields of multi-pollutant coordinated treatment, carbon capture, utilization and storage, and create a scientific and technological innovation highland in the field of ecological environment in the central region.
(Fourteen) build a comprehensive ecological environment coordination system. We will strengthen the mechanism of joint protection and co-governance of regional ecological environment in river basins, and deepen joint prevention and control of pollution across provinces and cities in key river basins such as the Yangtze River, the Hanjiang River and the Qingjiang River. We will deepen the compensation mechanism for ecological protection, expand the elements and methods of compensation for ecological protection, strengthen cross-regional cooperation in ecological protection in the Qinling Mountains, and promote joint management of key ecological functional areas such as the Three Gorges Reservoir Area, the Danjiangkou Reservoir Area and the Wuling Mountains.
(Fifteen) improve the system of local ecological laws and regulations. We will promote the improvement of the legal system, implement the ecological environment code in an all-round way, and revise local laws and regulations. We will promote the improvement of comprehensive legislation and coordinated legislation on regional river basins, and promulgate regulations on promoting the construction of pilot carbon markets in Hubei Province, as well as regulations on waste recycling and disposal. We will improve the green standard system, formulate and revise local pollutant emission standards for key areas such as domestic waste incineration, industrial kilns, and key industries such as chemical industry and furniture manufacturing. We will encourage the formulation of recommended standards and technical guidelines for green development areas such as greenhouse gas emissions in key industries. Support the research and application of ecological environment benchmarks in areas with conditions and distinctive characteristics. By 2030, a local standard system covering all elements of the environment and in many fields will be formed.
5. Implementing a series of beautiful construction actions to build a beautiful Hubei characteristic model
(16) Building a green, low-carbon and beautiful city. With the goal of "flat, bright, green, beautiful, clean, neat, smooth and peaceful", we will implement urban renewal, promote the construction of "waste-free cities" in the whole region, deepen the pilot and promotion of green intelligent construction, and apply noise maps intelligently. (17) Building a livable, industrial and beautiful countryside. The whole county promotes the construction of beautiful countryside, coordinates the revitalization of rural ecology and the improvement of rural human settlements, carries out the pilot project of star-rated beautiful countryside, solves the problems of rural toilet improvement, domestic sewage and garbage surrounding villages, and builds a model of beautiful countryside in Jianghan Plain. Inherit and carry forward the rural ecological culture, strengthen the protection and activation of traditional villages and intangible cultural heritage, and shape the style and features of "Jingchu School" villages and towns.
(18) Implementing beautiful cell engineering. We will improve the long-term mechanism of "cultivating, selecting and using" for the construction of ecological civilization demonstration. We will build national eco-industrial parks and build a number of demonstration carriers such as green factories, parks and ecological parks. By 2027, a total of 400 green factories and 18 green industrial parks will be created. Cultivate the concept of ecological civilization, carry out the national action of building beautiful Hubei, and promote the service experience of environmental volunteers and social organizations in Danjiangkou Reservoir Area. Encourage green consumption and green travel. By 2030, the proportion of green travel in cities with a permanent population of more than 1 million will exceed 70%.
Establish a provincial-level promotion mechanism for beautiful China's leading areas. All local departments should strengthen the implementation of work responsibilities, refine the annual task list, and promote the effectiveness of the work. We should make good use of relevant special funds according to regulations, strengthen support for the construction of beautiful China's pioneer areas, and strengthen the use of fiscal, financial, industrial and price policy tools. The construction of the pioneer area will be included in the assessment of the effectiveness of the construction of beautiful Hubei and the supervision of the ecological environment protection at the provincial level, and the relevant information will serve as an important reference for the comprehensive assessment, evaluation, rewards, punishments, appointment and removal of leading groups and cadres at all levels.
