By revising the Measures for the Administration of Licensing for Installation (Repair and Test) of Electric Power Facilities and reducing the level of licensing, as of the first quarter, the proportion of private enterprises in the field of electric power facilities construction has reached 87%, the proportion of business handled by means of notification and commitment has reached nearly 79%, and the rate of approval for licensing has exceeded 99.

Recently, the National Energy Administration also held a symposium on the development of green fuel industry. What has the National Energy Administration done to promote the high-quality development of the green fuel industry, and how will the next step be to cultivate green fuel as a new growth point? Green fuel refers to the fuel that meets the requirements of ecological environment protection and has low carbon emissions in the whole life cycle. Generally speaking, it mainly includes green ammonia, green methanol, fuel ethanol, biodiesel, sustainable aviation fuel, etc. The development of green fuel is of great significance to ensure China's energy security, achieve the goal of "double carbon" and build a new energy system. At present, the situation in the Middle East is turbulent, the international oil and gas market fluctuates sharply, and the urgency of developing green fuels is becoming increasingly prominent. Since
the 14th Five-Year Plan, the State Energy Administration has earnestly implemented the relevant decision-making and deployment of the Party Central Committee and the State Council, and actively planned and promoted the development of green fuel industry. Promote the introduction of a series of support measures to support the development of green fuel industry through industrial policy, financial policy, electricity price policy and other policy tools. We will carry out pilot projects to tackle key technical problems and industrialization of green liquid fuels and hydrogen energy in the field of energy, and promote the first batch of 9 pilot projects on green liquid fuels and 50 pilot projects on hydrogen energy. The pilot work covers 18 provinces (autonomous regions and municipalities) across the country, covering eight major directions, including both project pilot projects and regional pilot projects, with systematic layout, diversified exploration and regional linkage to guide the healthy development of the industry. In conjunction with relevant ministries and commissions, we will promote the construction of China's green fuel standards and certification system, and promulgate industry standards such as Clean Low Carbon Hydrogen, Green Methanol and Green Synthetic Ammonia.
Through the joint efforts of relevant parties, China has built a total green fuel production capacity of about 8 million tons/year oil equivalent, and related industries have begun to take shape. With the rapid development of China's new energy industry, the cost of green hydrogen production from wind and solar energy has been gradually reduced. China's green fuel has gradually expanded from traditional fuel ethanol and biodiesel to green ammonia, green methanol and sustainable aviation fuel. Among them, green ammonia, green methanol and sustainable aviation fuel production capacity are about 700000 tons per year, 380000 tons per year and 1.7 million tons per year, respectively.
While seeing the development results, we should also clearly realize that the green fuel industry is still in the early stage of development, the scale of production capacity is small, the production cost is high, the relevant technology and equipment need to be innovated and improved, and the application scenarios and domestic and foreign markets need to be further cultivated and expanded.
In the next step, the National Energy Administration will organize the pilot work related to green fuel, strive to break through the bottleneck of key technical equipment, accelerate the establishment of green fuel standards and certification system in line with China's national conditions, gradually cultivate and develop the green fuel market, adjust measures to local conditions and coordinate measures to promote the healthy and orderly development of the green fuel industry.
