Recently, the Shandong Provincial Government issued the Implementation Plan for the Construction of the Beautiful China Pioneer Area in Shandong Province, proposing that the energy efficiency level of key industries and enterprises will be in the lead in the country by 2027, and that the carbon peak target will be achieved on schedule by 2030.

First, the overall requirement

is to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, thoroughly implement the spirit of the 20th and 20th Plenary sessions of the CPC, conscientiously implement the deployment of the Fourth Plenary Session of the CPC Central Committee, thoroughly implement the idea of ecological civilization of Xi Jinping, take green and low-carbon development as the fundamental policy to solve the ecological and environmental problems, and strive to build a well-off society in an all-round way. To improve the quality of the ecological environment as the core, to deepen the reform of the ecological civilization system as the driving force, focus on industry, energy, transportation, agriculture, urban and rural construction and lifestyle and other key areas to promote green low-carbon transformation, to create benchmarking. By 2027, the effect of green and low-carbon transformation in key areas will be in the forefront of the country, the energy efficiency level of key industries and enterprises will be in the lead of the country, the total emission of major pollutants will continue to decline, the quality of ecological environment will continue to improve, the service function of ecosystem will continue to enhance, the system and mechanism of ecological civilization will be more sound, and a number of successful experiences that can be replicated and popularized will be formed. By 2030, the comprehensive green transformation of the economy and society will have achieved decisive results, the green production and lifestyle will be basically formed, the goal of carbon peak will be achieved on schedule, the ecological environment quality will be improved in an all-round way, and the provincial pioneer areas of beautiful China will be basically built.

2. Focus on six major areas to promote green and low-carbon development first

(1) Promote industrial upgrading first. Improve the petrochemical "one base (Yantai-Qingdao), two clusters (Dongying, Heze)" pattern. Promote the optimization and integration of the iron and steel industry in the whole province, reduce the quantity and improve the quality. We will accelerate the standardized management of cement production capacity and promote the unification of actual production capacity and registered production capacity of cement clinker. Carry out upgrading and transformation of traditional industrial clusters. We will accelerate the transformation of the automotive industry to electrification and concentrate on building two new energy vehicle bases in Jinan and Qingdao. With emerging pillar industries such as high-end equipment manufacturing, information technology services, new energy and new materials, and emerging potential industries such as artificial intelligence, biomedicine, new energy vehicles, aerospace and low-altitude economy as the core, we will build a "4 + 4" development pattern of emerging industries. We will speed up the construction of future industrial pilot zones in Jinan, Qingdao and Yantai, and cultivate a number of future industrial acceleration parks. We will further promote the construction of a strong digital province. The environmental performance of newly-built and qualified reconstruction and expansion "two high" projects should reach A-level or leading level. Build a green manufacturing system and build a number of zero carbon parks above the provincial level. Promote cleaner production transformation in key industries and enterprises. By 2027, the proportion of advanced production capacity in key industries such as iron and steel and petrochemicals will exceed 45%; the output value of green factories in the province will account for about 40% of the total output value of manufacturing industries above designated size. (II) Promote low-carbon energy transformation first. We will continue to implement total coal consumption control, and implement equal or reduced coal substitution for new reconstruction and expansion projects in accordance with the law. We will implement the transformation and withdrawal of subcritical coal-fired power units, accelerate the upgrading and transformation of new generation coal-fired power units, and promote the transformation of coal-fired power units from basic guaranteed power sources to supporting regulated power sources. In principle, no new self-provided coal-fired units and coal-fired boilers will be added. We will coordinate the complementary development of wind, solar, water and nuclear energy, and promote the construction of clean energy bases. Promote the diversified utilization of geothermal energy and hydrogen energy. We will build advanced provinces for the comprehensive utilization of nuclear energy and accelerate the popularization and application of nuclear energy in the fields of industrial steam supply, isotope production and hydrogen production. We will accelerate the layout and construction of facilities such as pumped storage, large salt cavern compressed air energy storage, and centralized electrochemical energy storage. The new electricity consumption in the province mainly depends on non-fossil energy power generation and power transmission. We will build a strong smart grid leading the country and promote flexible and orderly access to distributed new energy, charging facilities and new energy storage. Develop new modes and new formats such as green power direct connection and smart micro-grid. Explore the new mode of "green to green" in the gathering areas of non-ferrous and chemical industries. (III) Promote clean transportation first. We will accelerate the promotion of special railway lines to "enter the port area, the park area and the factory area". We will improve the water transport layout of world-class marine port groups, inland river port groups and inland river waterway networks. Speed up the construction of multimodal transport centers and nodes, and implement the "one single system" of multimodal transport. We will expand the application of new energy and clean energy vehicles and ships in urban public transport, ports, airports, logistics parks and other scenarios, as well as the application of liquefied natural gas (LNG), biodiesel-powered ships and pure battery-powered ships along coastal routes and inland rivers. Implement clean energy substitution for non-road mobile machinery. Strengthen the supervision of oil quality. We will speed up the green construction of the national logistics hub and build a low-carbon and zero-carbon freight hub (logistics park). We will build low-carbon and zero-carbon expressways and low-carbon and zero-carbon port areas. Promote the application of heavy truck power exchange mode and hydrogen fuel cell, and accelerate the construction of high-power charging demonstration stations for electric heavy trucks. Railway capacity expansion and electrification of shore power will be promoted. By 2027, the average growth rate of multimodal freight volume will reach 10%; the carbon emission intensity of operating vehicles and ships will be reduced by 2.5% and 1.5% respectively compared with 2025; the penetration rate of electric heavy trucks will reach the national average level; Railway electrification rate reached 87. (IV) Promote the green development of agriculture first. Develop ecological low-carbon agriculture, continuously promote scientific fertilization and efficiency, vigorously promote green provention and control and specialized unified control of pests and diseases, and promote integrated water and fertilizer technology. We will further promote the construction of fishery green cycle development projects and explore the construction of modern marine pastures. We will promote the recycling of agricultural wastes, implement comprehensive control projects for agricultural non-point source pollution in key river basins, and promote the utilization of crop straw resources throughout the county. Promote the modes of "internal circulation mode of planting and breeding integration", "regional circulation mode of planting and breeding convergence" and "county circulation". Strengthen the recycling of waste agricultural film and pesticide packaging waste. By 2027, the utilization rate of chemical fertilizers for major grain crops will reach more than 43%; the comprehensive utilization rate of straw and livestock and poultry manure will be maintained at more than 95% and 90% respectively. (5) Promote urban and rural ecological management first. Carry out urban physical examination and promote urban renewal. Develop green and low-carbon buildings, fully implement green building standards for new civil buildings in cities and towns, and promote the delivery of high-efficiency equipment, prefabricated buildings and standardized decoration. Vigorously promote the construction of smart sites. Promote the cross-regional long-distance heating mode of "chatting heat into the economy", and promote the planning and construction of "one network" for clean heating in Jiaodong area. Promote solar energy and other renewable energy heating. We will improve infrastructure construction such as water, electricity and roads in rural areas, and promote micro-power, low energy consumption and low-cost operation modes such as water supply, drainage and roads. We will build modern livable farm houses and promote green, low-carbon and prefabricated farm houses. Encourage the electrification of cooking, heating, lighting and hot water. We will carry out comprehensive management of farmland recession and promote efficient water-saving irrigation. (VI) Promote green lifestyle first. We will expand the effective supply and consumption of green and low-carbon products such as new energy vehicles and energy-saving household appliances. Actively strive for the government's green procurement policy to try first, and increase the government's green procurement efforts. We will continue to carry out a series of rural activities such as new energy vehicles, green intelligent household appliances and green building materials. Actively carry out ecological environment education, ecological environment voluntary service, environmental protection facilities opening and other activities. We will implement the National Action for Green and Low Carbon, and bring green consumption into the focus of the National Eco-environmental Protection and Energy Conservation Publicity Week. We will continue to promote the "CD-ROM Action", reduce the use of disposable goods, and carry out cultivation activities such as green families, green hotels and green shopping malls. Establish personal carbon accounts and develop applications to be included in the carbon inclusive platform. III. Improve the seven systems to achieve coordinated protection and development

(I) Improve the management and control system of ecological environment zoning. Strengthen the connection between the management and control of ecological environment zoning and territorial spatial planning. Complete the first five-year adjustment of the ecological environment zoning management and control scheme with high quality, and improve the ecological environment zoning management and control system covering the whole region and accurately and scientifically. Explore the integration of groundwater and noise into the ecological environment zoning management and control system, and select some management and control units to carry out key research.
