On August 4, the Development and Reform Commission of Ganzi Prefecture, Sichuan Province, issued the Announcement on the Selection of Legal Persons for Six Photovoltaic Projects in Daocheng Gatong Phase I, Ganzi Prefecture.
The announcement shows that the total scale of the project is 950000 kilowatts (950 MW), including six photovoltaic projects. They are Daocheng Gatong Phase I 200MW Photovoltaic Project, Luhuo County Kemu 50MW Photovoltaic Project, Kangding City No.1 Site 300MW Green Mine Demonstration Photovoltaic Project, Ganzi Daocheng Lilang Phase I 25MW Photovoltaic Project, Ganzi County Xiaxiong 50MW Photovoltaic Project, Batang Deda Phase I 100MW Photovoltaic Power Generation Project . On the premise of meeting the relevant national and provincial construction standards and the requirements of ecological environment protection,
this batch of projects adopt the " 1 + N " mode of construction, focusing on adapting measures to local conditions in project construction. Through the integration of light and animal husbandry, light and tourism , we can promote the development of local industries (agriculture, animal husbandry, etc.), promote rural revitalization and promote common prosperity. The supporting transmission project between the power transmission of the photovoltaic project and the grid access point shall be constructed by the selected project legal person, and the scale of energy storage allocation shall be determined in a timely and long-term manner, taking into account the transmission capacity of the grid channel and the need for scientific overall planning.
The announcement shows that this batch of photovoltaic projects is planned to start at the end of 2025 and be completed and put into operation before 2027.
The specific registration requirements are as follows:
Registration time: 9:00 a.m. to 17: 00 p.m. from August 7 to 8, 2025. No registration will be accepted for the rest of the time.
Registration method: Enterprises who intend to participate in this optimization and meet the requirements should submit written registration documents to the 510 Office of Ganzi Development and Reform Commission on time. In terms of the subject of
declaration, enterprises can declare separately or in a consortium .
At the same time, the declaration subject shall participate in the declaration as a legal person, and the group can only authorize one subordinate company , and multiple authorizations will cancel the declaration qualification of the group. If the legal representative is the same person or different enterprises with holding or management relationship, the same project shall not be declared at the same time. In terms of
qualification, the applicant (the leading unit of the consortium enterprise) must have the qualification of clean energy development, and the installed capacity of photovoltaic power plants built and under construction in China is not less than 500000 kilowatts . In terms of
asset requirements, as of December 31, 2024, the total assets of the declaring entity (including its parent company) should reach 2 billion yuan , and the net assets should reach 1 billion yuan ; The total assets of the leading unit of the consortium must reach 1.5 billion yuan , and the net assets must reach 800 million yuan . For the 6 projects in this
batch, one applicant can apply at the same time; for the project with less than 3 applicants, the selection of the legal person of the project will be suspended. Applicants who have passed the examination of their
qualifications are required to pay 800000 yuan in cash as a deposit for each project, which will be returned within five working days after the announcement of the preferred results.
