As an important producer of building materials in Central Asia, Tajikistan's cement industry has undergone a transition from dependence on imports to self-sufficiency in recent years. As early as 2023, the country's Tojikcement cement plant near the capital Dushanbe (with an annual capacity of 1.2 million tons) has become the industry benchmark, and in 2025, Orien Invest's new cement plant project in Kubodiyan District of Khatlon Province (with an estimated annual capacity of 1.8 million tons) will further consolidate this position. These investments have not only enhanced production capacity, but also created thousands of local jobs and promoted the vitality of the regional economy. According to the forecast of the Ministry of Economic Development and Trade of Tajikistan, the annual cement output is expected to reach 4.62 million tons in 2026 and further climb to 4.82 million tons in 2027, with an annual growth rate of more than 4%. This optimistic outlook is supported by the continued recovery of construction demand at home and abroad, including large-scale infrastructure projects under the Belt and Road Initiative, such as roads, bridges and residential development.
However, there are some challenges behind the rapid growth. Cement prices have increased by 9.4% since the beginning of 2025, driven by raw material costs and market demand. At the same time, environmental protection issues have become increasingly prominent. The energy-intensive and emission-intensive nature of the cement production process has raised concerns among ecologists, who point out that excessive expansion could cause irreversible damage to air quality and water resources. For example, the closure of the Dushanbe Cement Factory in the early Soviet era was forced to stop production precisely because of its long-term pollution. Governments and enterprises need to balance economic growth with sustainable development and alleviate these pressures by introducing advanced technologies such as low-carbon production processes.
