According to the latest cement statistics, Spain's cement consumption in September 2025 increased by 19.5% year-on-year to 1.492447 million tons, an increase of 2431640 tons over the same period in 2024.
This positive growth brings the cumulative growth rate at the end of the third quarter of 2025 to 9.7%, which is 1.6 percentage points higher than cumulative growth rate at the end of August. In absolute terms, Spain's total cement consumption in the first three quarters of 2025 was 11.995573 million tons, 1.062432 million tons more than same period last year, an increase of 9.72%.
Despite the positive growth in cement consumption, Aniceto Zaragoza (Aniceto Zara goza), Director-General of the Spanish Cement Industry Federation (Oficemen), pointed out that the data still needed to be considered in a broader context. At present, cement consumption in Spain has not reached a level to meet the needs of public works and housing construction. According to the Bank of Spain, there is a shortage of about 700000 new houses in the country. In order to meet this demand, the annual consumption of cement needs to reach about 20 million tons, which is comparable to the consumption in 2011, which also shows that there is still a lot of room for growth in cement consumption.
According to the rolling annual data of the past 12 months (from October 2024 to September 2025), the total consumption of cement in Spain is 15.96138 million tons, an increase of 10.2% over the previous period, that is, 1.482225 million tons more than previous period.
However, in the first three quarters of 2025, cement exports fell by 8.5% to 3.389939 million tons, a decrease of 3169.28 million tons compared with the same period last year. This was mainly due to a sharp decline of 24% in exports in September, with a loss of 110,641 tons. According to the rolling annual data (October 2024 to September 2025), it has maintained a positive growth trend before, but it also fell into a negative growth range in September, falling by 2.2%.
Meanwhile, cement imports increased by 50% to 109,801 tons in September, bringing the cumulative imports to 1,398,840 tons in 2025, up 31.3% year-on-year.
Zaragoza also mentioned that the Spanish cement industry is actively promoting the production of low-carbon materials at the national and European levels, which was highlighted at the recent IECA forum. To facilitate this transition, public procurement tenders must truly incorporate green procurement policies that prioritize low-carbon materials over those from more lightly regulated countries. In addition, there is an urgent need to harmonize the definition of sustainable products so that they can access the financing provided for in the EU classification regulations.
