On December 12, the Bureau of Industry and Information Technology of Zhaoan County, Zhangzhou City, Fujian Province, issued the announcement of "Review Opinions on the Energy-saving Report of the Annual Output of 3G W High-efficiency Components Project of Chuangu Photovoltaic Technology (Fujian) Co., Ltd.".
The announcement shows that the 3GW high-efficiency component project of Chuangu Photovoltaic is a new project, which has three high-efficiency component production lines and a single-line production scale of 1GW . After putting into operation, it will produce 3GW high-efficiency solar photovoltaic modules annually, with an additional output value of 3538.4 million yuan .
The project is planned to be completed and put into operation in December 2024, and the main energy type is electric power. The Bureau of Industry and Information Technology
of Zhaoan County agreed in principle that the energy-saving report of the project passed the examination.

of the Bureau of Industry and Information Technology of Zhaoan County on the Energy-saving Report of the Annual 3GW High-efficiency Module Project of Chuangu Photovoltaic Technology (Fujian) Co., Ltd. Chuangu Photovoltaic Technology (Fujian) Co., Ltd.:
Your company's Application for Chuangu Photovoltaic Technology (Fujian) Co., Ltd. has received the Request for Energy Conservation Review of 3GW High Efficiency Component Project and related materials, according to Article 15 of the Energy Conservation Law of the People's Republic of China and the Measures for Energy Conservation Review of Fixed Asset Investment Projects (Decree No.2023 of the National Development and Reform Commission). The specific opinions are as follows:
I. According to the energy conservation report provided by your company, the project is a new project, the project code is 2304- 350624-04-01-163673, and the depth of content is in line with the relevant requirements of the Implementation Measures for Energy Conservation Review of Fixed Asset Investment Projects in Fujian Province (Fujian Energy Conservation Office [2018] No.1). Three high-efficiency module production lines will be constructed for the project, with a single-line production scale of 1000 MW. After the project is put into operation, the production capacity (or use function) will be increased: 3GW high-efficiency solar photovoltaic modules will be produced annually, with an additional output value of 3538.4 million yuan. According to the characteristics of the process flow, the project is equipped with high-efficiency and energy-saving equipment, including main production equipment such as double-layer double-cavity automatic laminating machine, cutting machine, series welding machine and overlap welding machine, and auxiliary production equipment such as water chillers, air compressors, pumps and motors. Energy-using equipment prohibited and eliminated by the state is not used.
The project is planned to be completed and put into operation in December 2024, and the main energy type is electric power. After the project is put into operation, the annual power consumption will be 36.2139 million kWh, the annual comprehensive energy consumption will be 4450.69 TCE (equivalent value), the 10595 will be 0.46 TCE (equivalent value), and the comprehensive energy consumption per unit product of solar photovoltaic modules will be 1.48 kgce/MW. It is superior to the energy efficiency level or design level of similar products of domestic enterprises of similar scale. The new energy consumption of
the project will be included in the energy consumption statistics of Zhangzhou City during the "14th Five-Year Plan" period, which has little impact on the completion of the "14th Five-Year Plan" energy consumption intensity reduction target in Zhangzhou City.
To sum up, our Bureau agrees in principle that the energy conservation report of this project has passed the examination.
2. Your company shall carry out construction in strict accordance with the construction plan of the Energy Conservation Report, and implement energy-saving technologies and measures in every link of project construction and production. If the construction content, energy consumption process and energy efficiency level of the project have changed significantly, or the annual comprehensive energy consumption exceeds 10% or more of the amount approved in this review opinion, an application for change shall be submitted to our Bureau before the start of the project construction. Before the project is completed and put into production and use, the implementation of the energy conservation review opinions shall be checked and accepted by itself according to law, and the acceptance result report shall be submitted to our Bureau. Projects that have not submitted acceptance reports shall not be put into production or use.
3. According to this review opinion, our Bureau will strengthen the supervision after the event, and effectively supervise and inspect the project design, construction, completion acceptance and operation management.
This review opinion shall be valid for 2 years from the date of issuance.
