According to the Finnish Renewable Energy Association's "Finnish Photovoltaic Project Report 2026 Summer" report, Finland currently plans more than 26 GW of ground photovoltaic power plants. Among them, 77 projects have obtained municipal construction permits, with a total installed capacity of 4.6 GW.

The country currently has 300 ground-based PV projects in various stages of development, and about 15 projects (totaling 1.4 GW) have completed the land planning approval process. According to the
Finnish Renewable Energy Association, the capacity of projects with building permits has increased by more than 1GW in the past six months, indicating that the number of projects with construction conditions and entering the construction stage is increasing rapidly.
The association said that although not all reserve projects will eventually be completed, there are still a considerable number of projects in the country that are mature and can start construction in a short time. In terms of
both the number of projects and the total installed capacity, the Satakunta region of Finland ranks first in the country, with 29 projects and a total installed capacity of 3.3GW. It was followed by South Botten (2.7 GW) and North Botten (2.6g W).
In addition, the Finnish Parliament is currently considering a proposal for a land use bill to introduce zoning requirements for solar power plants covering more than 50 hectares. The Finnish Renewable Energy Association warns that this measure may increase the burden of administrative approval procedures and lead to delays in the progress of projects, especially photovoltaic projects planned to be built in remote wasteland and abandoned peat mining areas, which are the target areas for the development of solar power projects.
