We will initially build a hydrogen energy supply system based on industrial by-product hydrogen and renewable energy hydrogen production and utilization, and promote the establishment of a supply chain and industrial system integrating green hydrogen production, storage, transportation, processing and utilization. Build a number of hydrogen energy industry demonstration zones. Deployment and construction of a number of hydrogenation stations. Actively strive to be included in the national hydrogen fuel cell vehicle demonstration city group. Give full play to the role of demonstration zones as a platform for attracting investment and developing the real economy, build industrial clusters with division of labor, cooperation and efficiency among various enterprises, and accelerate the development of large-scale and effective hydrogen energy. In respect of hydrogen production, in areas where the chemical industry is concentrated, the Company will make full use of industrial by-product hydrogen resources, develop hydrogen purification technologies, improve the utilization rate of industrial by-product hydrogen, and promote the transformation, upgrading and green development of traditional industries such as coal and chemical industry. In areas with abundant wind and solar resources, the Company will actively promote hydrogen production by electrolyzing water with renewable energy and hydrogen energy storage, and gradually reduce the cost of hydrogen production. In terms of hydrogen storage, transportation and fueling, the Group will give priority to the nearby utilization of hydrogen, and explore and promote the construction and operation of an efficient and intelligent hydrogen transmission pipeline network. The Group will promote the layout and construction of hydrogen fueling stations in a reasonable and moderately advanced manner, and give priority to the key layout in cities with abundant hydrogen resources and mature application scenarios. In terms of application, demonstration of green hydrogen refining industry will be carried out to promote deep decarbonization in the industrial field. Explore seasonal energy storage and peak shaving of power grid, and gather to drive the development of green hydrogen industry in the middle and lower reaches. Promote the application of hydrogen vehicles in special operation vehicles, logistics, municipal administration, tourism and other aspects.
4. Key tasks
(1) Promote the construction
of hydrogen energy infrastructure in an orderly manner. On the basis of scientific demonstration, strengthen safety management, coordinate the layout of infrastructure construction such as hydrogen energy production, storage, transportation and utilization, and support the development of application.
1. Expand hydrogen source channels, promote the construction of supporting facilities, and form a low-carbon, low-cost, safe and reliable hydrogen supply guarantee system. In Zhundong, Hami and Southern Xinjiang's 10 million kilowatt new energy base around Tarim, the technology of hydrogen production by electrolyzing water with renewable energy is used to carry out the demonstration of "wind and solar hydrogen storage" integrated project, so as to explore experience for the integrated development of green hydrogen and renewable energy. Pilot projects such as renewable energy hydrogen production, hydrogen scale power generation, synthetic ammonia and methanol will be carried out in the way of integration of source, network, load and storage, so as to effectively broaden the application scenarios of new energy and form the advantages of local consumption of new energy. In the industrial park (mining area) gathering area, we will promote the construction of projects that can supply industrial by-product hydrogen.
2. In areas with abundant hydrogen resources and mature application scenarios, priority should be given to the layout and construction of hydrogenation stations. We will encourage the construction of joint energy stations with hydrogenation functions, encourage the expansion of hydrogenation facilities at existing refueling and gas stations, and explore an integrated development model of "oil, gas, hydrogen and electricity".
3. Combine hydrogen production, consumption and transportation to build a relatively perfect, stable and efficient hydrogen transportation network. Strengthen the guarantee of hydrogen transportation, and guide qualified areas (prefectures and municipalities) to carry out high-pressure tube bundle vehicle transportation and liquid hydrogen transportation. We will carry out pilot demonstrations of hydrogen-blended natural gas pipelines and pure hydrogen pipelines, explore new technologies such as organic liquid and alloy solid hydrogen storage and transportation, and provide support for the "West-to-East Hydrogen Transmission".
(2) Promote the diversified application
of hydrogen energy, adhere to the market application as the traction, promote the large-scale application of hydrogen energy in industry, transportation, municipal administration, energy storage and other fields in an orderly manner, and explore an effective commercial development path of hydrogen energy.

We will expand the application of hydrogen energy to replace fossil energy in the industrial sector, actively guide the transformation of synthetic ammonia, synthetic methanol and other industries from high-carbon processes to low-carbon processes, and promote the green and low-carbon development of high energy-consuming industries. Promote the integration and low-carbon development of hydrogen energy with polysilicon industry and coal chemical industry. Innovation of "steel + hydrogen energy" development model to promote the green low-carbon transformation of the steel industry.
2. Relying on large mining areas, coal power, coal chemical industry, coal coking and petrochemical bases, we will guide the short dumping of hydrogen heavy trucks and bulk goods, and carry out demonstrations of special operation vehicles such as mining vehicles, forklifts and ferries. Explore the application of hydrogen fuel cell vehicles in logistics, municipal administration, tourism and other fields. It plans to carry out demonstration operations of hydrogen fuel cell buses, hydrogen refrigerated vehicles, logistics vehicles and sanitation vehicles.
