4. Key tasks

(1) Promote the construction

of hydrogen energy infrastructure in an orderly manner. On the basis of scientific demonstration, strengthen safety management, coordinate the layout of infrastructure construction such as hydrogen energy production, storage, transportation and utilization, and support the development of application.

We will encourage the construction of joint energy stations with hydrogenation functions, encourage the expansion of hydrogenation facilities at existing refueling and gas stations, and explore an integrated development model of "oil, gas, hydrogen and electricity".

3. Combine hydrogen production, consumption and transportation to build a relatively perfect, stable and efficient hydrogen transportation network. Strengthen the guarantee of hydrogen transportation, and guide qualified areas (prefectures and municipalities) to carry out high-pressure tube bundle vehicle transportation and liquid hydrogen transportation. (2) Promote the diversified application

of hydrogen energy, adhere to the market application as the traction, promote the large-scale application of hydrogen energy in industry, transportation, municipal administration, energy storage and other fields in an orderly manner, and explore an effective commercial development path of hydrogen energy.

We will expand the application of hydrogen energy to replace fossil energy in the industrial sector, actively guide the transformation of synthetic ammonia, synthetic methanol and other industries from high-carbon processes to low-carbon processes, and promote the green and low-carbon development of high energy-consuming industries. Explore the business model of international hydrogen energy trade, expand the export of hydrogen energy to Central Asia, South Asia and Europe, and build a demonstration zone of hydrogen energy trade in the Silk Road Economic Belt by utilizing the "the Belt and Road" cooperation and the transporta tion conditions of the Central European Banlie.

5. Safeguard measures

(1) Strengthen overall coordination. Establish a work coordination mechanism led by the development and reform (energy) department and composed of relevant departments such as science and technology, industry and telecommunications, finance, natural resources, ecological environment, housing, transportation, emergency response and market supervision, and coordinate the implementation of the plan, project promotion, policy formulation and pilot demonstration in accordance with the "one district, one plan and one policy". (3) Strengthen factor guarantee. Land for key hydrogen energy projects that conform to the planning and layout of the autonomous region and have strong driving force shall be included in the scope of protection, and land shall be guaranteed. Relevant prefectures, cities and counties (cities) should incorporate the land for hydrogen energy industry projects into the local land and space planning, and give priority to land use, water use and new energy power generation indicators, approval and other links.
