On September 3, the Ecological Environment Section of Qinhuangdao Data and Government Affairs Service Bureau of Hebei Province issued a public announcement on the EIA document for the proposed approval of Qinglong Jianhao 140 MW Photovoltaic Project (re-approval).
According to the announcement, the project is located in Tumenzi Town, Mutoudeng Town and Dawulan Town, Qinglong Manchu Autonomous County, Qinhuangdao City, Hebei Province, and is constructed by China Power Construction Qinglong Manchu Autonomous County New Energy Co., Ltd. with a total investment of 591.3128 million yuan .

The PV project plans to select 590 Wp monocrystalline silicon double-sided N-type modules with fixed brackets, and the total number of PV modules is about 264048. The AC side installed capacity of the project is planned to be 140MW , with 19 3.2M W PV arrays, 12 2.56 MW PV arrays, 16 1.92 MW PV arrays, 8 1.6M W PV arrays and 5 0.96 MW PV arrays.
It is worth noting that the project is a major change re-approval project .
It is understood that the project had been approved by Qinhuangdao Administrative Examination and Approval Bureau on July 12, 2024. After the approval, the construction unit adjusted the site selection of the photovoltaic area and the path of the collector line, and the project was re-approved by Qinhuangdao Administrative Examination and Approval Bureau on October 14, 2025.
However, with the orderly progress of the project process, the technical personnel of the construction unit carried out on-site investigation on the proposed site selection area. Uneven mountain slope distribution, natural gullies, protruding boulders and other adverse terrain do not meet the technical requirements of photovoltaic module layout, and the plots are scattered and scattered. According to preliminary statistics, the approved plots do not meet the requirements of full-capacity module layout of the project.
Therefore, under the condition that the site selection of the original photovoltaic area remains unchanged , three additional plots will be added, the total area will be enlarged, the booster station will still rely on the booster station of Tumenzi 215 MW photovoltaic power generation project, and the total installed capacity will remain unchanged after adjustment. The path of the collector line is not changed.
The project will start construction in August 2026 and be completed in July 2027, with a total construction period of 12 months.
