On September 3, the Office of Industry and Information Technology of Ningxia Hui Autonomous Region issued a notice on the special energy-saving supervision of the polysilicon industry in 2025. The objects of
supervision are three enterprises listed in the Notice of the General Office of the Ministry of Industry and Information Technology on Issuing the List of Special Energy-saving Supervision Tasks for the Polysilicon Industry in 2025: Ningxia GCL Crystal Technology Development Co., Ltd., Ningxia Crystal New Energy Materials Co., Ltd. (A subsidiary of Oriental Hope Group), Ningxia Runyang Silicon Material Technology Co., Ltd .
(2) Energy efficiency monitoring of key energy-using equipment. In accordance with the national mandatory energy efficiency standards for products and equipment, as well as the requirements of advanced energy efficiency level, energy saving level and access level, enterprises included in the energy efficiency supervision of key industries shall carry out energy saving supervision of industrial equipment such as motors, transformers, fans, pumps, air compressors and industrial boilers, and shall work with relevant departments to urge enterprises to eliminate inefficient equipment that fails to meet the mandatory energy efficiency standards.

In order to implement laws and regulations such as the Energy Conservation Law of the People's Republic of China and the Measures for the Supervision of Industrial Energy Conservation, In accordance with the requirements of the Notice of the General Office of the Ministry of Industry and Information Technology on Issuing the List of Special Energy-saving Supervision Tasks for the Polysilicon Industry in 2025 (Jiehan [2025] No.318 of the Office of Industry and Information Technology), the Department of Industry and Information Technology of the Autonomous Region has organized special energy-saving supervision for the polysilicon industry, and the relevant matters are hereby notified as follows.
I. Three enterprises
listed in the Notice of the General Office of the Ministry of Industry and Information Technology on Issuing the List of Special Energy-saving Supervision Tasks for the Polysilicon Industry in 2025 (Jiehan [2025] No.318). See Annex 1 for the list.
2. Contents
of supervision (1) Energy efficiency supervision in key industries. According to the national mandatory energy consumption quota standard, the energy consumption per unit product of enterprises in 2024 will be monitored.
(2) Energy efficiency monitoring of key energy-using equipment. In accordance with the requirements of the national mandatory energy efficiency standards for products and equipment, as well as the advanced level of energy efficiency, energy saving level and access level, enterprises included in the energy efficiency supervision of key industries shall carry out energy saving supervision of industrial equipment such as motors, transformers, fans, pumps, air compressors and industrial boilers, and shall work with relevant departments to urge enterprises to eliminate inefficient equipment that fails to meet the mandatory energy efficiency standards.
3. Supervision methods, division of tasks and time arrangement
This energy conservation supervision is organized by the Department of Industry and Information Technology of the Autonomous Region and implemented by the Industrial Energy Conservation Center of the Autonomous Region. It will be implemented in three stages:
(I) Enterprise self-inspection stage (from September 3 to September 10, 2025). Shizuishan Municipal Bureau of Industry and Information Technology and Zhongwei Municipal Bureau of Industry and Information Technology notify and guide the supervised enterprises in their jurisdiction to conscientiously carry out self-examination and compile the Self-Examination Report in accordance with the requirements of the Manual for Special Supervision of Energy Consumption in Polysilicon Industry. The enterprise shall submit the electronic version of the Self-inspection Report to the Industrial Energy Conservation Center of the Autonomous Region (email nxjnjczx @ 163) before September 10.
(II) On-site monitoring stage (from September 11 to September 25, 2025). In strict accordance with law enforcement procedures, supervisors carry out on-site supervision by listening to reports, consulting information, auditing and calculating, and on-site inspection. After the supervision, on-site feedback of the results of the supervision and the formation of energy-saving supervision reports. The supervised enterprises shall prepare in advance the relevant original production accounts, statistical reports, production and operation records, purchase bills of various energy consumption varieties, financial accounts and other information related to the contents of supervision.
(3) Results reporting stage (September 26 to September 30, 2025). Before September 28, the Industrial Energy Conservation Center of the Autonomous Region shall report the special energy conservation supervision of polysilicon to the Department of Industry and Information Technology of the Autonomous Region, including the summary of special energy conservation supervision of polysilicon and the summary of special energy conservation supervision of polysilicon (1-3) (Annex 2).
4. The application
of monitoring results should be applied to the development of energy-saving diagnostic services, the establishment of green factories, and the implementation of energy-saving and carbon-reducing technological transformation in key industries. Enterprises that fail to meet mandatory energy efficiency standards for energy consumption per unit product, major energy-using products and equipment, and other illegal energy-using activities shall be dealt with in accordance with energy-saving laws and regulations and relevant industrial policies.
5. Work requirements
(1) Strengthen organizational leadership. The Industrial Energy Conservation Center of the Autonomous Region should attach great importance to, strengthen leadership, organize closely, and encourage the introduction of third-party professional organizations or relevant experts to support and assist, so as to enhance the efficiency of energy conservation supervision.
(2) Strictly regulate law enforcement. In strict accordance with the relevant requirements of the Energy Conservation Law, the Measures for Industrial Energy Conservation Supervision and the Handbook for Industrial Energy Conservation Supervision, we should standardize the law enforcement procedures, documents and actions of energy conservation supervision, strengthen law enforcement, and investigate and punish all kinds of illegal or unreasonable energy use according to law.
(3) Strengthen service guidance. Supervisors should improve their service awareness, put forward "one enterprise, one policy" to improve the unreasonable energy use behavior and weak links in energy management, help enterprises to carry out energy-saving diagnosis, energy efficiency benchmarking, energy-saving transformation, and promote the green and high-quality development of industrial enterprises.
(Four) strictly abide by all regulations. In the process of industrial energy conservation supervision, we should implement the Opinions of the General Office of the State Council on Strictly Regulating the Administrative Inspection of Enterprises (No.54, 2024, issued by the State Office), further standardize the procedures and measures of industrial energy conservation supervision, and effectively reduce the burden of enterprises. Supervisors should consciously abide by the spirit of the "Eight Provisions" of the Central Committee and its implementation rules, strictly abide by the provisions of Party conduct, clean government, safety in production and traffic safety, and ensure the safety and smoothness of supervision.
