Based on the solid performance in the first 11 months, the industry is optimistic about the full-year outlook. Aniceto Zaragoza, head of the Spanish Cement Association Oficemen, said there was no doubt that annual consumption would exceed 16 million tons in 2025. This figure confirms the substantial activation of market demand, which coincides with the improvement trend of leading indicators such as public works bidding and building permits. However, he also stressed that this growth momentum still needs to be further consolidated and continued in order to truly meet the urgent needs of the country in the areas of infrastructure and housing.
However, in sharp contrast to the prosperity of the domestic demand market, there is a significant differentiation in the field of foreign trade. From January to November, Spanish cement exports fell 9.9% year-on-year to 4.174 million tons, of which exports in November alone dropped 33.5% to 360000 tons, reflecting the pressure of intensified international market competition and weak external demand. At the same time, imports showed a surge trend, with a year-on-year increase of 36.8% to 1.832 million tons in the first 11 months, especially clinker imports increased by 61.5% year-on-year, indicating the strong demand for raw materials in the domestic market and changes in price competitiveness.
Looking forward to 2026, the industry is facing new policy environment challenges. In particular, Zaragoza pointed out that the final implementation period of the Carbon Border Adjustment Mechanism (CBAM) will be officially launched on January 1, 2026, which means that only authorized declarers can import products covered by CBAM into the EU. At present, the European Commission is improving the relevant rules of the mechanism to ensure that it effectively maintains the competitiveness of European industry and promotes the transformation of manufacturing industry to meet environmental protection objectives. This policy change will have a far-reaching impact on the import and export pattern of the Spanish cement industry, and enterprises need to be prepared in advance.
