According to the "Taiwan Customs Administration", from July 22, the Taiwan region of China will impose a five-year anti-dumping duty on Portland cement and clinker imported from Vietnam.
Specifically, the cement products produced by Vietnam Longshan Company and its affiliated enterprise Longshan Longshan Industrial Company will be subject to a tariff of 13.59%; the tariff rate of Tanglong Cement Co., Ltd. is 19.25%; Visay Ningping Cement Co., Ltd., Chuncheng Cement Co., Ltd. and Visay Haitian Cement Co., Ltd.-Visay Haitian Cement Sales and Service Enterprises will be subject to a tariff of 14.82%. Taiwan who want to enjoy a specific tariff rate must submit relevant documents to confirm the identity of the exporter or manufacturer, otherwise the highest prescribed rate will be applied.
The investigation into the imposition of anti-dumping duties on Vietnamese cement began in August 2024, when the Taiwan Cement Industry Association applied for anti-dumping duties on Vietnamese cement on the grounds that Vietnamese cement was dumped and damaged the local industry in Taiwan, China.
At the same time, the "Taiwan Customs Administration" also announced that anti-dumping duties on Ukrainian carbon steel plates would continue to be suspended in order to consider the impact on the overall economic interests of the country. The steel policy has been implemented since August 29, 2023 and will last until September 13, 2026.
