Recently, the Fujian Provincial Department of Industry and Information Technology issued the "Fujian Building Materials Industry Carbon Peak Implementation Plan (Draft for Public Consultation)". According to the requirements of the document, by the end of 2025, the comprehensive energy consumption per unit product of cement clinker will be reduced by 3.7% compared with the end of 2020. The energy efficiency of cement, flat glass and building sanitary ceramics industries has reached the benchmark level of energy efficiency benchmarking level and benchmark level in key areas of high energy-consuming industries (2021 edition) issued by the National Development and Reform Commission and other departments, and the proportion of production capacity of benchmarking level has reached more than 30%. to the cement industry are:
(1) Strengthen total control
and encourage the withdrawal of inefficient production capacity. We will conscientiously implement the Catalogue of Guidance for Industrial Structure Adjustment and the Guiding Opinions on Promoting the Withdrawal of Backward Production Capacity by Using Comprehensive Standards in accordance with the Law and Regulations, strictly implement laws and regulations on quality, environmental protection, energy consumption, safety and technology, as well as mandatory standards and norms, and eliminate backward technology, equipment and products in accordance with the law. To guide the orderly withdrawal of inefficient production capacity with high energy consumption and large emissions. According to the advanced energy efficiency level at home and abroad, we should carefully investigate the cement and flat glass projects under construction, rectify the energy efficiency level below the energy consumption quota access value in accordance with relevant regulations, promote the improvement of energy efficiency level, and strive to reach the national standard benchmark level. Building materials enterprises are encouraged to carry out resource integration and merger and reorganization, optimize the allocation of production resources and the spatial layout of the industry, and explore a market-oriented and legalized withdrawal mechanism for production capacity.
Prevent the increase of excess capacity. Implement the state's industrial policies on cement and flat glass. Supporting leading enterprises such as Fujian Cement and Huarun Cement to improve industrial concentration, extend the industrial chain, use market-oriented means, and integrate property rights in the form of capacity purchase and capacity equity.
Improve the peak shifting production of cement. Standardize industry management, strengthen regional coordination, continue to promote the normalization of cement peak staggering production, and promote the structural reform of the supply side of the industry. Precise measures should be taken to strengthen the implementation and inspection. In addition to the production lines that coordinate the disposal of municipal solid waste and toxic and harmful wastes throughout the year, the cement production load can be reduced appropriately, and all cement clinker production lines should reasonably shorten the operation time of cement clinker devices.
(2) Promote the substitution
of raw materials and gradually reduce the consumption of carbonate. Accelerate the substitution of non-carbonate raw materials in cement industry, and increase the proportion of calcium-containing resources such as carbide slag, phosphogypsum, fluorogypsum, manganese slag and steel slag instead of limestone on the premise of ensuring the quality of cement products. Iron tailings, lead-zinc tailings and other non-ferrous metal tailings were used as raw materials of cement or low-calcium ingredients of cement admixture. Accelerate the popularization and application of new varieties of high belite cement, sulfur (iron) aluminate cement, alkali-activated cementitious materials and low carbon cement with high solid waste content. Research and development of sulfur-containing calcium silicate minerals, clay calcined cement and other materials to reduce the amount of limestone.
Promote the reduction of building materials products. Improve the quality and application level of cement products, and promote the reduction of cement use. Develop low energy consumption preparation and construction technology, and increase the popularization and application of high performance concrete. We will accelerate the development of new low-carbon cementitious materials and encourage the research and development of carbon-fixing mineral materials and all-solid waste-free new cementitious materials. Use building materials accurately and reduce the use of high-carbon building materials products.
(Three) change the energy structure
and increase the use of alternative fuels. We will support the replacement of coal by combustible wastes such as refuse derived fuels, plastics, rubber and biomass fuels that meet the requirements, and promote the high calorific value, low cost and standardized pretreatment of alternative fuels. Upstream industrial chains such as large-scale recycling of agricultural and forestry wastes and waste source classification will be improved to form a new form of derivative fuel manufacturing with sufficient and stable supply, and to enhance the coal substitution rate in cement and other industries.
(4) Accelerating technological innovation
and accelerating research and development of key low-carbon technologies in the industry. We will tackle key low-carbon technologies in the fields of energy conservation, environmental protection, clean production and clean energy in the building materials industry. New progress and breakthroughs have been made in major low-carbon technologies such as clean energy utilization, fuel substitution, new cementitious materials, reduction of clinker content in cement, preheating outside glass kilns, hydrogen energy calcination in kilns, and low temperature and low pressure waste heat utilization.
Cement industry: comprehensively promote energy-saving technical equipment such as low-resistance cyclone preheater, high-efficiency firing, kiln optimization control, high-efficiency grate cooler, high-efficiency energy-saving grinding, etc. Fujian Cement, Huarun Cement, Hongshi Cement , Jinniu Cement and Longlin Cement are the five major cement enterprise groups. Implement technical transformation of new high-efficiency combustion, low-temperature waste heat power generation, high-efficiency grinding and variable frequency speed regulation. Focus on supporting the technical transformation of Longlin New Dry Rotary Kiln CO2 Carbon Capture and Purification Demonstration Project.
