On June 4, 15 ministries and commissions, including the Ministry of Ecology and Environment, the National Development and Reform Commission and the Ministry of Industry and Information Technology, jointly issued the Implementation Plan for Establishing a Carbon Footprint Management System.
In order to thoroughly implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Implementing the New Development Concept Completely, Accurately and Comprehensively to Do a Good Job in Carbon Neutralization" and "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Construction of Beautiful China in an All-round Way", implement the "Action Plan for Carbon Peak by 2030" of the State Council, and accelerate the establishment of a carbon footprint management system. To form a green low-carbon supply chain and production lifestyle, promote the development of new quality productivity, and help achieve the goal of carbon peak and carbon neutralization, this plan is formulated in accordance with the State Council's opinions on the deployment and division of labor of carbon footprint management. It is mentioned in the
plan that by 2027, the carbon footprint management system will be initially established. To formulate and promulgate the national product carbon footprint accounting standards in line with international standards, formulate and promulgate about 100 key product carbon footprint accounting rules and standards, initially build the product carbon footprint factor database, initially establish the product carbon footprint label certification and hierarchical management system, and make positive progress in the international convergence of key product carbon footprint rules.
By 2030, the carbon footprint management system will be more perfect and the application scenarios will be more abundant. About 200 key product carbon footprint accounting rules and standards have been formulated and promulgated, the product carbon footprint factor database with wide coverage, high data quality and strong international influence has been basically completed, the product carbon footprint identification certification and hierarchical management system have been established in an all-round way, and the application environment of product carbon footprint has been continuously optimized and expanded. Product carbon footprint accounting rules, factor database and carbon label certification system are gradually in line with international standards, and substantially participate in the formulation of international rules for product carbon footprint. It is pointed out in the
plan that the standard of carbon footprint accounting rules for key products will be issued. Priority should be given to key products such as electricity, coal, natural gas, fuel oil, iron and steel, electrolytic aluminium, cement , fertilizer, hydrogen, lime, glass, ethylene, synthetic ammonia, calcium carbide, methanol, lithium batteries, new energy vehicles, photovoltaic and electronic appliances, and accounting rules and standards should be formulated and issued. At a time when the
industry is facing severe challenges, it is of immeasurable strategic significance and practical utility to actively promote the upgrading of large-scale production equipment and actively promote the energy-saving technological innovation and environmental protection upgrading and transformation of the cement industry, so as to enhance the core competitiveness of cement enterprises and realize the grand blueprint of sustainable development of the industry.
To this end, China Cement Network will hold the 11th China Cement Energy Conservation and Environmental Protection Technology Exchange Conference-Equipment Renewal Forum in Nanjing, Jiangsu Province on June 13-14. This forum will gather government leaders, industry technical specialist, scientific research institutions, universities, cement enterprises and equipment suppliers to discuss and analyze the practical path of equipment renewal and green upgrading in the cement industry, so as to promote the industry to move towards a more energy-efficient, greener and environmentally friendly future.
