1. General requirements

(1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement the economic thought of Xi Jinping and the thought of ecological civilization, completely, accurately and comprehensively implement the new deve lopment concept, accelerate the construction of a new development pattern, strive to promote high-quality development, and strive to achieve the goal in accordance with the overall plan of the national carbon peak and carbon neutralization work. (2) Working principles

-adhere to active and stable principles. Focus on the key areas and key links of carbon peak and carbon neutralization, focus on exploring effective practices, typical experiences, policy mechanisms and carbon peak paths in different regions, respect objective laws, grasp the rhythm scientifically, and not simply measure the effectiveness of the work by the time of peak or the height of peak.

-- Adhering to the principle of adapting measures to local conditions. Fully considering the location characteristics, functional orientation, resource endowment and development basis of different pilot projects, we should determine the objectives and tasks of pilot projects according to local conditions, and explore diversified green low-carbon transformation paths.

-Persisting in reform and innovation. Firmly establish the concept that green water and green hills are Jinshan and Yinshan, continue to deepen reform, carry out institutional innovation, strengthen policy supply, and constantly improve the policy mechanism conducive to green and low-carbon development.

-Adhering to safe carbon reduction. We should coordinate development and security, adhere to the principle of first establishing and then breaking through, properly guard against and resolve risks and challenges that may arise in the course of exploration, and earnestly safeguard national energy security, industrial chain and supply chain security, food security and the normal production and life of the masses.

By 2025, the pilot cities and parks will have made positive progress in carbon neutralization, the policy mechanism conducive to green and low-carbon development will be basically established within the scope of the pilot projects, and a number of operational, replicable and popularizable innovative initiatives and reform experiences will be initially formed. The carbon peak path of cities and parks with different resource endowments, different development bases and different industrial structures is basically clear, and the demonstration and leading role of the pilot project in the national carbon peak and carbon neutralization work is gradually emerging.

By 2030, remarkable progress has been made in the comprehensive green transformation of the economic and social development of pilot cities and parks, key tasks, major projects and important reforms have been completed on schedule, policy mechanisms conducive to green and low-carbon development have been established in an all-round way within the scope of the pilot projects, and relevant innovative measures and reform experiences have played a leading role in other cities and parks. It will play an important supporting role in achieving the goal of carbon peak nationwide and lay a good practical foundation for promoting carbon neutralization.

3. Construction content

(1) Determine the pilot task. The pilot cities and parks should systematically sort out the basis and progress of their own carbon neutralization work according to the overall plan of the national carbon peak action and the requirements of the work in their respective regions, thoroughly analyze the key constraints faced by the green low-carbon transformation, and focus on the green low-carbon transformation of energy, industrial optimization and upgrading, energy conservation, carbon reduction and efficiency enhancement. Plan and deploy pilot construction tasks.

(2) Implementing key projects. Pilot cities and parks should plan and implement a number of key projects in the fields of energy infrastructure, energy-saving and carbon-reducing transformation, advanced technology demonstration, environmental infrastructure, resource recycling, ecological protection and restoration, in accordance with the pilot objectives, so as to form a strong support for the carbon peak and carbon neutralization work of pilot cities and parks. We should strengthen the guarantee of various elements of supporting projects and promote the orderly implementation of key projects.

(3) Strengthen scientific and technological innovation. Pilot cities and parks should strengthen scientific and technological support and guidance, and support scientific research institutions, universities and enterprises to carry out applied basic research and key technology research and development around green and low carbon. We should innovate the promotion and application mechanism of green low-carbon technologies, vigorously cultivate green low-carbon industries, support and guide enterprises to actively apply advanced and applicable green low-carbon technologies, and strive to form new industrial competitive advantages. We should strengthen the training, introduction and use of carbon peak and carbon neutralization professionals, and promote the improvement of the carbon peak and carbon neutralization discipline system.

(Four) improve the policy mechanism. Pilot cities should thoroughly analyze the shortcomings of the current system and mechanism of green low-carbon development, speed up the establishment and improvement of fiscal, financial, investment, price policies and standard systems conducive to green development, innovate carbon emission accounting, evaluation and management mechanisms, and promote the overall improvement of urban energy efficiency and carbon efficiency. The pilot park should speed up the establishment of a management mechanism oriented by carbon emission control, and focus on improving the level of green low-carbon cycle development in the park.

(Five) carry out national action. Pilot cities and parks should focus on strengthening the popular science education of ecological civilization for the public and popularizing the basic knowledge of "double carbon". We should vigorously promote the concept of green and low-carbon life, promote green consumption, innovate and explore the system and mechanism of green travel, stop waste and garbage classification. We should guide enterprises and institutions to strengthen energy and resource conservation, enhance the level of green development, and effectively enhance the theoretical level and professional ability of cadres at all levels to promote green and low-carbon development.

4. Organizing and implementing

(1) Determining the list of pilot projects. Taking into account the total amount and growth trend of carbon emissions in various regions, economic and social development and other factors, the first batch of pilot construction of carbon peak was carried out in 15 provinces and regions (see Annex 1 for quota allocation). In principle, the main body of pilot city construction is prefecture-level and above cities, and the main body of pilot park construction is provincial-level and above parks. Relevant provincial and regional development and reform commissions shall, in accordance with the actual situation of carbon peak and carbon neutralization work and the level of green and low-carbon development of cities and parks in the region, propose a list of pilot cities and parks for carbon peak according to the allocation quota, which shall be submitted to the people's government of the region for approval and to the National Development and Reform Commission for confirmation before November 15, 2023. The National Development and Reform Commission will organize the follow-up pilot construction according to the progress of the first batch of pilot projects.

(2) Preparation of implementation plans. The relevant provincial and regional development and reform commissions shall guide the pilot cities and parks to compile the pilot implementation plan scientifically in accordance with the requirements of the Guidelines for the Compilation of the Pilot Implementation Plan for Carbon Peak (Annex 2) and in light of their own actual conditions, clarify the key tasks, reform initiatives, major projects and work schedule, and submit them to the National Development and Reform Commission for examination and approval. With the consent of the people's government of the region, it shall be issued in the name of the provincial development and Reform Commission of the province or the people's government of the city where the pilot project is located, and copied to the National Development and Reform Commission.

(Three) carry out pilot construction. The people's governments of the pilot cities and the management agencies of the pilot parks should earnestly assume the main responsibility, improve the working mechanism, clarify the responsibilities of all parties, and carry out the construction in accordance with the implementation plan. Relevant provincial and regional development and reform commissions should conscientiously fulfill their guiding responsibilities, urge pilot cities and parks to promote key work, coordinate and solve difficulties and problems encountered in pilot construction in a timely manner, increase policy and financial support, and ensure the effectiveness of the work. The National Development and Reform Commission will co-ordinate existing funding channels with relevant parties to support pilot construction projects that meet the requirements. Financial institutions are encouraged to support the construction of carbon peak pilot cities and parks, comprehensively use green credit, green bonds, green funds and other financial instruments, and increase support for relevant green low-carbon projects in a market-oriented manner.

(4) Strengthen summary and evaluation. Relevant provincial and regional development and reform commissions should organize regular summary and evaluation of the construction of pilot cities and parks, systematically sort out the progress and effectiveness of the pilot work, thoroughly analyze the problems encountered in the pilot construction, and timely report the relevant information to the National Development and Reform Commission. The National Development and Reform Commission will work with relevant parties to strengthen the guidance, supervision and inspection of the pilot work, organize industry experts and professional institutions to provide policy guidance and technical assistance, give a notice of commendation to the cities and parks with outstanding pilot results, supervise the pilot projects and the areas where the progress of the work is lagging behind and the pilot results are not obvious, and order them to rectify within a time limit.

(5) Do a good job of experience promotion. Pilot cities and parks should timely sort out and summarize the experience models, typical cases and successful practices with promotional value, and form information reports after induction. Relevant provincial and regional development and reform commissions should take the lead in promoting effective experiences and practices in the region and promote their transformation into local laws and regulations, policies and systems, standards and norms. The National Development and Reform Commission will organize various forms of pilot experience exchange activities to publicize and promote innovative models and typical experiences of green and low-carbon development.
