relevant institutions, the penetration rate of portable energy storage in Europe is expected to increase from 18% in 2022 to 56% in 2025, and the global market will exceed 88 billion yuan by 2026. In the view of the industry, the consumer energy storage industry is gradually entering the stage of large-scale development from the early stage of commercialization. The industrial development policy is in the first place, and the development of the
new energy storage industry is promising, and the policy level is also continuing. In January this year, the Ministry of Industry and Information Technology jointly issued the Guiding Opinions on Promoting the Development of Energy and Electronics Industry, which clearly strengthened the overall planning of the development of new energy storage industry, enhanced the supply capacity of solar photovoltaic and new energy storage batteries, supported the application of new technologies and products in key terminal markets, and strived to enhance the level of international development of the industry. On September 5, the Ministry of Industry and Information Technology and the Ministry of Finance issued the Action Plan for Steady Growth of Electronic Information Manufacturing Industry from 2023 to 2024, proposing that we should coordinate resources to increase support for lithium, sodium and energy storage industries, speed up breakthroughs in key materials, equipment and technological weaknesses, and ensure the supply of high-quality lithium and energy storage products. Promote the innovative application of "intelligent photovoltaic + energy storage" in the fields of industry, agriculture, construction, transportation and new energy vehicles.
In fact, in July 2021, the National Development and Reform Commission and the State Energy Administration issued the Guiding Opinions on Accelerating the Development of New Energy Storage, proposing that the installed capacity of new energy storage should reach more than 30 million kilowatt s by 2025 and that the new energy storage should be fully marketized by 2030. According to the statistics of Zhongguancun Energy Storage Industry Technology Alliance, from 2021 to the first half of 2023, the state and local governments issued about 1170 policies directly related to energy storage. In the first half of this year, more than 270 energy storage support policies were issued intensively.
It is reported that the Ministry of Industry and Information Technology is speeding up the formulation and revision of standards such as "Safety Requirements for Lithium Batteries and Batteries for Electric Energy Storage Systems", and will work with relevant departments to incorporate the strong standard testing of lithium batteries into the national quality inspection and assessment, so as to further promote product quality improvement.
