On July 25, China Photovoltaic Industry Association sponsored the "Photovoltaic Industry Development Review in the First Half of 2025 and Form Outlook Seminar in the Second Half of 2025" in Datong, Shanxi Province. Gui Xiaoyang, deputy director of the New Energy Department of the National Energy Administration, delivered a speech.
Regarding the current problems in the photovoltaic industry, Deputy Director Gui Xiaoyang put forward four suggestions:
First, we should further strengthen our confidence in development. Article 1 of the Energy Law clearly promotes the green and low-carbon transformation and sustainable development of the economy and society, and actively and steadily promotes carbon peak and carbon neutrality. General Secretary Xi Jinping also stressed at the 12th collective meeting of the Political Bureau of the Central Committee in 2024 that China's energy development is still facing a series of challenges, such as huge demand pressure, more supply-side constraints, and arduous task of low-carbon transformation. To meet this challenge, the way out is to vigorously develop new energy, which is the greatest strength of our photovoltaic new energy industry to cope with various changes and many uncertainties.
Second, we should be more proactive . In the face of power consumption and full market entry, the whole industry should strengthen learning, understand the policy thoroughly, take the initiative to change, and take positive actions. The western region, especially the three northern regions, should strengthen multi-energy complementarity and promote the integrated and coordinated development of new energy and related industries; the central, eastern and southern regions should actively explore new modes and new formats such as green electricity direct connection, building photovoltaic integration, new energy micro-grid and vehicle-network interaction, and increase the promotion of new energy hydrogen production in areas where conditions permit, so as to promote the local and nearby consumption of green electricity at a high proportion. At the same time, we should strengthen the research on the mechanism of new energy market entry policy and strengthen the construction of new energy's ability to participate in the electricity market in an all-round way. The Department of New Energy of the National Energy Administration will also study policies and measures to promote the vigorous development of new energy, accelerate the formulation of management measures such as upgrading and transformation of photovoltaic power plants , continue to guide and promote local governments to implement the requirements of Document 136 as soon as possible, and promulgate detailed rules for the implementation of the power market adapted to local energy characteristics.
Third, we should work together to solve the problems of industry development. At present, the whole industry should actively face and solve the problems of irrational competition, low-price bidding and intellectual property disputes in the photovoltaic industry. It is hoped that the industry will establish a consensus on the development of product quality and technical level first, do a good job in safety production, adhere to ecological priority, abandon the concept of winning the bid at the lowest price in bidding, and continuously improve the basic standards of photovoltaic products. Promote the realization of high quality and high price of products in the industry. It is also hoped that industry associations will strengthen industry self-discipline, promote fair competition in the industry, strengthen exchanges and cooperation among enterprises, and consolidate and enhance the competitive advantages of China's photovoltaic industry.
Fourth, continuously improve the ability of scientific and technological innovation. Technological innovation is the fundamental way for the development of photovoltaic industry. In recent years, China's photovoltaic industry has gained global advantages through vigorous implementation of independent innovation. But at the same time, we have seen that the technical moat of some domestic links is not deep, and the risk of overtaking in international bends always exists. Whether to deal with international competition or to solve the problem of domestic low-level homogeneous competition, technological innovation is the only way for the industry. We should continue to strengthen R & D investment in key directions, increase R & D support for key common technologies of photovoltaic power generation , aim at the needs of the power system, enhance the safe and reliable substitution ability of photovoltaic power generation, enhance the application level of advanced technologies through large-scale applications, and accelerate the formation of new mechanisms.
