Qujing Municipal Development and Reform Commission on Yunnan Runyang Century Photovoltaic Technology Co., Ltd. 13 GW We have received the Request for Energy Conservation Review of N-type High-efficiency Solar Cell Green Smart Factory Project (Qu Fa Gai Di Qu [2023] No.36). According to the relevant requirements of the Energy Conservation Law of the People's Republic of China, the Measures for Energy Conservation Review of Fixed Assets Investment Projects (Decree No.2 of 2023 of the National Development and Reform Commission), and the Notice of the Development and Reform Commission of Yunnan Province on Strengthening Energy Conservation Review of Fixed Assets Investment Projects (Yunfa Zihuan [2017] 299). The Provincial Development and Reform Commission entrusted Yunnan Energy Conservation Supervision Center to organize relevant experts to review the energy conservation report of the project (project code: 2301 — 530329 — 99 — 01 — 843513). The following opinions are put forward on the energy consumption, energy efficiency level, energy use process and energy conservation management measures of the project:
I. The energy conservation report of the project is approved in principle.
II. Construction Scale and Content of the Project: Annual output of 13GW N-type high-efficiency solar cells. Battery production line and supporting 10KV workshop substation, hydrogen station, bulk gas station, laughing gas ammonia station, pure water station, special gas room, plant power supply and distribution, air conditioning and ventilation system, water supply and drainage, wastewater treatment station, storage and logistics mainly include comprehensive warehouse, chemical warehouse, silane station, etc.
According to the annual output of 13g WN-type high-efficiency solar cells , the main production lines include 16 texturing production lines, 66 boron diffusion production lines, 32 SE production lines and 24 screen printing production lines. The main equipment includes texturing, diffusion, LPCVD, screen printing and other solar cell production equipment, testing instruments and more than 900 sets. The total planned land area of
the project is 312,216.286 square meters. The main buildings include battery workshop, battery finished product warehouse, comprehensive warehouse, office and living service facilities and other buildings (structures), with a total construction area of 211,377.29 square meters and a green space rate of 15.21%. There are 472 parking spaces and 400 non-motor vehicle parking spaces. Supporting the construction of roads, greening, fences and other general drawing projects in the plant area. The equivalent value of the annual comprehensive energy consumption of the project is 0.42 tons of standard coal 101632, and the equivalent value is 0.75 tons of standard coal 265536. The comprehensive energy consumption per unit product of the project battery is 7.818 tons of standard coal/MW (peak value), the comprehensive power consumption per unit product is 61.47 million kWh/MW (peak value), and the energy consumption per unit industrial added value is 1.917 tons of standard coal/10,000 yuan.
3. On the basis of implementing the measures of the energy-saving report, the project construction unit shall strictly implement the relevant requirements and suggestions put forward in the project evaluation opinions.
(1) We should further optimize the energy-using technology, select high-efficiency energy-saving equipment, and effectively strengthen energy-saving management.
(2) According to the Requirements and Guidelines for the Use of Energy Management System (GB/T23331), we should improve and perfect the energy supervision and management system, strictly equip energy measuring instruments according to the General Principles for the Equipping and Management of Energy Measuring Instruments in Energy-using Units (GB17167) and other standards and norms, and establish a three-level energy measurement management system. An online monitoring system for enterprise energy consumption has been built to realize data docking with provincial platforms.
(3) Construction shall be carried out in strict accordance with the energy-saving measures proposed in the project energy-saving report. After the completion of the project construction, the application for energy-saving acceptance shall be submitted in time. If the energy-saving review opinions are not implemented, the acceptance shall not be passed.
(4) Other requirements shall be implemented according to the project evaluation opinions.
4. If the construction site, construction content, construction scale and energy efficiency level of the project have changed significantly, or the actual annual comprehensive energy consumption exceeds the level of energy conservation review and approval by 10% or more, the project construction unit shall submit an application for change to the original energy conservation review authority.
5. The Qujing Development and Reform Commission is requested to effectively supervise and inspect the design, construction, completion, acceptance and operation management of the project in strict accordance with the present review opinions and the energy-saving report of the project, and to timely report on the implementation of the present review opinions and major matters related to the project. In accordance with the Measures for Energy Conservation Supervision (Decree No.33 of 2016 of the National Development and Reform Commission), energy conservation supervision is carried out on the implementation of the project energy conservation review opinions.
6. The project has a great impact on the "14th Five-Year Plan" energy consumption increment in Qujing City. Qujing Municipal Development and Reform Commission should strictly implement the target responsibility system for energy conservation, scientifically and reasonably put forward solutions for new energy consumption of projects, strengthen energy management, improve energy efficiency, and ensure the completion of the target task of double control of energy consumption in the region.
7. This review opinion shall be valid within 2 years from the date of issuance. If the project fails to start construction within the time limit or the completion time exceeds the expected completion time in the energy conservation report for more than 2 years, the energy conservation review shall be re-conducted.
