According to the Notice of the Provincial Energy Bureau on Exploring the Competitive Allocation of New Energy Projects (E Neng yuan Xin Neng [2023] No.58), there are 100 new energy power generation projects applied by enterprises and promoted by cities and counties to participate in the competition, with a total capacity of 9.1075 million kilowatts. In order to guide enterprises to compete benignly and resolve potential risk contradictions, the special office meeting of the Bureau has studied and determined that on the basis of the relevant requirements of E Energy New Energy [2023] 2 and E Energy New Energy [2023] 58. To further clarify the six qualification rules: First, to clarify the flexible transformation of self-owned coal-fired power plants that are not included in the plan of the Provincial Energy Bureau, the gas-fired units under construction that do not contribute during the summer peak period, and the new energy projects declared for supporting do not fall within the scope of this competitive support. Secondly, it is clear that the project of hydrogen production from electrolytic water should be actively and steadily, and the project that has not been started and the project that has not signed the contract for ordering electrolyzers will not be arranged to participate in the competition. Thirdly, it is clear that the qualified project and the owner unit of the new energy project are not the same enterprise (group), and no equity relationship is allowed to participate in the competition, so as to prevent the reselling of indicators. Fourthly, it is clear that if the main project of coal-fired power project has been started (or promised to start within the prescribed time limit) but has not been put into operation, it will only support new energy projects with twice the new regulation capacity. Fifthly, it is clear that the declared scale of the project is linked to the completion time of the full capacity of the chemical energy storage power station according to the provisions of Document No.2, and the specific time node and the declared scale are calculated according to the "date when the project unit submits the application for grid connection" (20% deduction for each overdue month). Sixth, it is clear that projects not supported by Document No.2 are not allowed to participate in the competition.
After review, 76 projects (with a total capacity of 6,858,500 kilowatts) meet the qualifications and are proposed to participate in the competition. Twenty-four projects (with a total capacity of 2.249 million kilowatts) are not eligible and will not be arranged to participate in the competition for the time being. The projects that
can participate in the competitive allocation of new energy projects in 2023 will be publicized (see annex for details), and the publicity period will be from November 24 to November 29, 2023. If there is any objection to the publicity project, please report it in writing to the Provincial Energy Bureau (New Energy Department) before November 29, and provide specific and credible supporting materials.
