According to foreign media reports, on July 18, India's Ministry of New and Renewable Energy (MNRE) issued a notice. The implementation of ALMM List-ll for PV cell requirements is extended to December 31 , 2026. In July
2025, in order to promote the development of the local photovoltaic cell industry, India released the solar cell list ALMM List-ll, which was originally scheduled to take effect on June 1, 2026.
In May this year, India's Ministry of New and Renewable Energy said that ALMM List-ll would not be fully extended after June 1, 2026, in order to protect the investment that has been landed.
However, in this notification, MNRE stated that a transition period would be established only for net metering/open access renewable energy projects. "This resolution is formulated after full consultation among all parties in the photovoltaic industry, aiming at ensuring the smooth switching of net metering and open access renewable energy projects to the ALMM List-ll mandatory procurement rules for photovoltaic cells."
Industry data show that as of early June this year, India has approved 193 GW of photovoltaic module capacity . The battery capacity that meets the requirements of the above list is only 31 GW , which is about 1/6 of the module capacity. The huge gap between
components and battery production capacity has brought serious supply problems to downstream pure component enterprises. According to industry media reports, after Indian integrated enterprises give priority to meeting their own component production needs, the "compliance" batteries flowing into the market can only meet less than 1.9% of the purchasing needs of component factories .
Perhaps the "lame leg" of local battery production capacity is the reason why India has extended the exemption time of ALMM List-ll.
It is worth noting that in April this year, MNRE published a list of battery manufacturers that meet the ALMM List-ll list, including heterojunction solar cell technology for the first time. In the list, the technology was filed by Reliance Industries of India, and its approved filing capacity reached 1238 MW .
China's customs data show that in June this year, the total amount of photovoltaic cells exported to India was 54 million yuan, down 84.63% from the previous month.
At present, India's restrictive policy on photovoltaic cells has been relaxed, and China's export of photovoltaic cells to India is expected to usher in a new round of market opportunities.
