On October 9, the State Power Investment Holding Company announced that it intends to establish a joint venture with Inner Mongolia Energy Power Generation Investment Group New Energy Co., Ltd. and Inner Mongolia Naoer Energy Development Co., Ltd., subsidiaries of Inner Mongolia Energy Group Co., Ltd. The registered capital of the joint venture is RMB 20 billion, of which, Mengneng Group contributed RMB 10.2 billion, accounting for 51% of the shares; Power Investment Energy contributed RMB 6.6 billion, accounting for 33% of the shares; Inner Mongolia Nur Energy Development Co., Ltd. contributed RMB 2 billion, accounting for 10% of the shares; three equipment manufacturing enterprises contributed RMB 1.2 billion, accounting for 6% of the shares.
The three parties will jointly develop a new energy base in the northeastern part of the Ulan Buh Desert.
It is reported that the total capacity of new energy planned for the project is 12 million kilowatts, including 3.5 million kilowatts of wind power and 8.5 million kilowatts of photovoltaic power . Relying on the original site of the surrounding power plant (including the nearby area), 4 million kilowatts of coal-fired power will be upgraded as a supporting power source. Flexible resources such as new energy storage and photothermal power generation should be allocated as a whole.
The project is located in the Ulan Buh Desert. As one of the eight deserts in China, Ulan Buh Desert is mainly distributed in Azuo Banner of Alxa League, Dengkou County of Bayannaoer City and Wulate Rear Banner. The photovoltaic site of this project is planned to be located in Dengkou County, Bayannur City, and the wind power site is planned to be located in Wulate Rear Banner, Bayannur City. The wind turbine of the
project is planned to use more than 7 MW models, photovoltaic modules are planned to use P-type 550 W double-sided double-glass high-efficiency monocrystalline silicon modules, and electrochemical energy storage is temporarily considered to use lithium iron phosphate batteries. 4 × 1000MW high-efficiency ultra-supercritical indirect air-cooled condensing steam turbine generator unit is proposed for the thermal power installation scheme.
According to the project application plan, the total investment of the project is 77.1 billion yuan, including 13.2 billion yuan for thermal power, 22 billion yuan for wind power (including energy storage), 38.3 billion yuan for photovoltaic (including energy storage) and 3.6 billion yuan for photothermal power. The tentative capital ratio of this project is 20%, and the rest is bank loans. On May 17,
2023, the National Development and Reform Commission and the National Energy Administration issued the Reply on the Implementation Plan of the New Energy Base in the Northern Coal Mining Subsidence Area of Shanxi Province, the New Energy Base in the Northeast of Ulan Buh Desert in Inner Mongolia and the Gobi New Energy Base in the Northern Foot of Tianshan Mountains in Xinjiang, which approved the construction and implementation of the project.
On May 29, the Inner Mongolia Autonomous Region Government organized the Ulan Buh Desert Base Promotion Conference, which was clearly held by Mengneng Group 51%, State Power Investment 31-33%, Bayannaoer State-owned Enterprises 10-12%, and three new energy equipment manufacturing enterprises 6%; It is required to register and establish a project joint venture company as soon as possible to speed up the project.
